Formulation of the problem. The development of information systems for collecting, processing and exchanging radar information occurs, on the one hand, in the direction of improving the technical characteristics of information processing facilities and data transmission facilities, on the other hand, in the direction of improving information processing algorithms and the structure of the information system. This article summarizes the possibilities for the development of information systems in the second direction.Purpose. Development of a variant of building an information system with a fully connected network structure and intended for the collection, processing and exchange of radar information.Results. The development, as a tool for building an information system of a network structure, is based on an integrated approach that provides for the use of an algorithm without branching solutions for information processing, a network semi-connected structure itself and network algorithms, a higher level than the level of collection and processing, for organizing functioning of information exchange in the network. The short processing time of information when entering it into the system makes it possible to create a dynamic array of homogeneous radar data, updated when radar information arrives from sources.Practical significance. Information systems, wholly or partly built on the basis of such an integrated approach, are applicable in areas such as air traffic control systems; multi-beam and multi-range radars (ornithological, meteo, etc.), radars for security complexes, incoherent spatially-separated radar information sources, combined into a system (for example, for studying the ionosphere).

The use of an integrated approach to the analysis of the construction of existing information systems, including not only mathematical and algorithmic, but also ontological, epistemological components, makes it possible to consider many familiar issues from a slightly different point of view. If the main criterion for the construction of a network-type information system is the time spent by radar information in the information system, and the goal is to minimize it, then the limitations introduced in the development of the traditional algorithm for tertiary processing of radar information become clear. Attempts to apply the algorithm developed for different from modern conditions and requirements lead to contradictions in the construction of information systems. The list of requirements for promising information systems obtained on the basis of the analysis of traditional tertiary processing allows us to consider the main problems of information processing and delivery from a slightly different point of view and, thus, prepare the basis for building promising information systems of a network structure.

Regulators charge to counter information security threats against the structural and functional characteristics of the information system to ensure the information security requirements. These requirements include information system structure and composition, information technologies and functioning characteristics, physical and logical, functional and technological interconnections between information system segments. They order false components of information system emulation as a basic step of protection, as well as information technologies hiding, information system configuration management and its switching to predetermined configuration that provides a protection. However that steps are not included into basic set and they protection aims are reached with compensative assets, formalizing and implementing inhibitory orders and set of organizational and technical measures on threat source. The purpose of research – to disclose and to state main ways of search of new technical solutions for structure masking of distributed information systems in cyberspace implementing masking traffic taking into account the requirements for the timeliness of information exchange. The method of research – operations research in the face of uncertainty, the application of the theory of Markov processes and Kolmogorov equation for solving the problem of increasing the efficiency of masking exchange. The result of research – finding the probabilistic and temporal characteristics of the functioning process of the data transmission network when applying technical solutions for information systems masking in cyberspace. The results obtained make it possible to explicitly implement protection measures aimed at forming persistent false stereotypes among violators about information systems and control processes implemented with their help.

Abstract:Information processing in hospitals, especially in university hospitals, is currently faced with two major issues: low-cost hardware and progress in networking technology leads to a further decentralization of computing capacity, due to the increasing need for information processing in hospitals and due to economic restrictions, it is necessary to use, commercial software products. This leads to heterogeneous hospital information systems using a variety of software and hardware products, and to a stronger demand for integrating these products and, in general, for a dedicated methodology for the management of hospital information systems to support patient care and medical research. We present a three-level graph-based model (3LGM) to support the systematic management of hospital information systems. 3LGM can serve as a basis for assessing the quality of information processing in hospitals. 3LGM distinguishes between a procedural level for describing the information procedures (and their information interchange) of a hospital information system and thus its functionality, a logical tool level, focusing on application systems and communication links, and a physical tool level with physical subsystems (e.g., computer systems) and data transmission. The examples that are presented have been taken from the Heidelberg University Hospital Information System.

The article updates the importance of using modern information systems and technologies of public administration and administration in the context of European integration processes. It has been substantiated that the efficiency of the work of authorities at all levels is largely determined by the quality and efficiency of their information and analytical services. The essential-meaningful characteristic of the information system of public administration and administration has been determined by generalizing the views of domestic and foreign scientists. The structure of the information system was defined through the allocation of four main components: means of fixing and collecting information; means of transmitting the relevant data and messages; information storage means; means of analysis, processing and presentation of information. The directions of the functioning of interconnected information systems that ensure electronic interaction of public authorities of different countries in the context of digitalization and globalization of socio-economic relations with representatives of business structures and civil society, allowing to form elements of the "virtual community" and "digital power" as transformed forms of public administration were characterized. Among them are: free movement of information data; expansion of forms of audiovisual communication through the development of modern computer technology; interactivity of modern media tools used in the public administration system; anonymity of collective and individual communication on the Internet; the rapid dissemination of information using modern communications; modern means of forming and transmitting information. The technology of information exchange in the information system of public management and administration in the context of globalization and eurointegration has been formalized. The advantages of information technologies in public administration for the implementation of socio-economic cooperation projects is highlighted, including: creating conditions for the availability of information on significant economic and social issues; strengthening the level of mutual trust in society; strengthening feedback between state and public subjects of public administration relations; creation of innovative forms of public participation in public administration; the formation of sources of transparency in the actions of interacting institutions; ensuring productivity growth of e-government while reducing time and labor costs in information processing and decision-making.

To find the best design and development model for the information system, this paper discusses the structural formation of the information system and the kinetics of the evolution of information system from the perspective of non-equilibrium statistical mechanics and generalized entropy in the system. Based on this view, physical laws for the evolution dynamics of information system are expressed as the maximum generalized entropy principle (MGEP). Combining with self-organizing feature map algorithm, we have analyzed the effect on the system structure from the exchange between information flows. That is to say, an information system has fractal characteristics. Except for these theories, we have done some numerous simulation on information systems of 10 major cities in China's to verify the fractal characteristics, which has great significant to the guidance of achieving full use of resources, accelerating the process of information society and constructing information systems.

Distributed information systems that support scientific and educational activities can work with various information systems. The main goal of creating a distributed information system supporting scientific and educational activities is to accelerate the pace and improve the quality of information exchange in the scientific environment. The paper considers technological methods for constructing models of information systems designed to support scientific and educational activities. The model under consideration is that the developed model of an information system for working with scientific materials should solve the problems of long-term storage of information, organizing data search by attributes, accumulating and replacing metadata. Based on the analysis of typical scenarios of information servers, the tasks that should be solved when organizing an access control system for distributed information resources are formulated. Within the framework of this technology, three access control models are discussed, which differ in the degree of integration of information server functions with the Z39.50 technologies. The creation and support of distributed information systems and electronic libraries that integrate heterogeneous information resources and operate in various software and hardware environments require special approaches to managing these systems. If the resources or data themselves can be managed locally, even for distributed information systems, then the task of managing access to distributed resources cannot be solved within the framework of local administration. The justification of the last thesis can be seen when considering typical scenarios of the information server, which we will describe below

Purpose: This paper aimed to introduce a comprehensive model for integrating project management information systems in project-based organizations. Research methodology: The proposed model is presented hierarchically through a comprehensive literature review and a review of several national projects in Iran. Validation of this model was done in two ways. On the one hand, expert opinions were asked about it through several interviews. On the other hand, the model was used in some national projects and its deficiencies were identified. Finally, the necessary modifications were made to the model. Results: In this study, it became clear that a comprehensive, integrated project management information system at its macro level should consist of three subsystems, including project warden, project administrator and project employer that mutual exchange of information should be done well between them. It was also found that this mutual information exchange should also exist among the components of each of these subsystems. Limitation: This research only described in project based organizations. Contribution: The Project Management Information System (PMIS) model provided in this research is the most comprehensive models in this scope for project-based organizations that have considered all aspects of project management. Keywords: Project management, PMIS, Project-based organizations, Integrated model
