Northern Togo has never been over-assisted as some of the other dry and poor areas of West Africa have been. It has never been a priority of national or international development organisations. As a consequence, the area has intermittent food security problems. Islands of Peace (Vredeseilanden), a Flemish NGO for development cooperation, however, has initiated a (successful) savings and credit scheme based on local surpluses which now allows local populations to invest and consolidate their (food security) situation.  KEYWORDS : tontines, informal savings, rural credit, sustained development

This article joins the discussion on foreign aid triggered by the rise of multiplicity of emerging donors in international development. Informed by the constructivist framework of analysis, this article evaluates the philosophy and core features of Kazakhstan’s chosen development aid model and explains the factors that account for the construction of distinct aid patterns of Kazakh donorship. This article asserts that Kazakhstan embraces a hybrid identity as a foreign aid provider through combining features and characteristics pertaining to both—emerging and traditional donors. On one hand, it discursively constructed its identity as a “development cooperation partner,” adopting the relevant discourse of mutual benefit, respect for sovereignty, and non-interference, which places it among those providers that actively associate themselves with the community of “emerging donors.” On the other hand, it selectively complies with policies and practices advocated by traditional donors. This study suggests that a combination of domestic and international factors played an important role in shaping Kazakhstan’s understanding of the aid-giving practices, and subsequently determined its constructed aid modality.

Water security for the 21st century – building bridges through dialogue It is an honour and a great pleasure for me to address you at the opening of the 11th Stockholm Water Symposium. I am here in the place of the Swedish ministers most concerned: Kjell Larsson, the minister for environment and Maj-Inger Klingvall, the minister for development cooperation, who are involved in the annual Swedish cabinet recess to agree the priorities in next year's budget. Let me extend their and add my own congratulations to Professor Takashi Asano for his well deserved award of the 2001 Stockholm Water Prize. We all appreciate your important contribution to our common goal: to achieve a good and efficient use and reuse of water. Also I wish to commend the Stockholm International Water Institute, SIWI, and the other contributors for making this week in Stockholm not only a prominent event itself, but most importantly helping to put water in its proper place on the international development and environment agendas.

In a context of growing interdependence, diversified possibilities for emerging powers to act and more commonly perceived transcendence of domestic subjects to the international arena, Brazil is a singular player: it is facing relevant internal transformations that allow the development of policies for mitigating historic inequalities, such as the ones to fight hunger and poverty; and aims at assuming greater responsibilities in an international arena characterized by growing multipolarity. Brazil’s diplomatic corps tries to show the country as a necessary interlocutor and negotiator for the establishment of a more just and democratic world order. In this sense, many public policies associated with the agendas comprised by the concept of food security are instrumentalized by the policymakers as a means to assemble legitimacy, political support and economic opportunities for the South American powerhouse. These dynamics are clearly observed in the relations between Brazil and its African partners, which will be the focus of this paper.Keywords: Brazilian foreign policy; International development cooperation; Brazil-Africa relations; Lula da Silva’s government; food security.   Resumo: Em contexto de crescente interdependência, diversificadas possibilidades da atuação para potências emergentes e transcendência mais perceptível de questões domésticas para a arena internacional, o Brasil é ator singular: passa por transformações internas relevantes que permitem o desenvolvimento de políticas como as de combate à fome e à pobreza, voltadas para a mitigação de desigualdades históricas; e busca assumir maiores responsabilidades em arena internacional caracterizada por crescente multipolaridade. O corpo diplomático brasileiro busca mostrar o país como um interlocutor e negociador necessário para o estabelecimento de ordem global mais justa e democrática. Nesse sentido, variadas políticas públicas associadas com as agendas envolvidas pelo conceito de segurança alimentar são instrumentalizadas pelos formuladores de política externa como um meio de assegurar legitimidade, apoios políticos e oportunidades econômicas para o país sul-americano. Great importance is attached to cooperation with the private sector at many levels of international development policy. In terms of official development cooperation in Germany too, companies are considered important partners for achieving global development goals. Civil society activists evaluate cooperation with private companies differently: on the one hand, they see the opportunity to mobilise additional potential; on the other hand, it is feared that companies may only use their involvement as a marketing tool to improve their image. German companies are also required to act responsibly along the entire value chain all over the world. On the one hand, transfer is a process by which governments intentionally use ideas about how policies in other countries work to design or redesign their own public policies (Dussauge, 2012). On the other hand, cooperation is a process that recognizes the existence of an interdependence between states and the international arena. This article aims to discuss and clarify the relation between international cooperation and policy transfer. Drawing on the analysis of development cooperation in Brazil and Chile, we discuss how technical cooperation agreements between these countries and third parties, encourage the transfer of public policies, in particular of those considered as models in the area of social policy, namely Bolsa Família and Chile Solidario. This article demonstrates that international development cooperation facilitates the existence of processes that allow for the transfer of specific components of social policies to other context. The analysis is based on a literature review and on information gathered through interviews conducted with relevant actors.

A taxonomic review of species and intraspecific taxa of the Astragalus L. section Helmia Bunge is presented. We treat the section Helmia in a traditional, narrow scope, including only 9 species and subspecies: A. helmii Fisch. ex DC., A. tergeminus (Knjaz., Kulikov et E. G. Philippov) Knjaz., A. permiensis C. A. Mey. ex Rupr., A. depauperatus Ledeb. (= A. chakassiensis Polozhij), A. kasachstanicus Golosk. subsp. kasachstanicus, A. kasachstanicus subsp. coloratus Knjaz., A. gregorii B. Fedtsch. et Basil. (= A. tuvinicus Timokhina), A. heptapotamicus Sumnev., A. ionae Palib. ex Gontsch. et Popov. With regard to the other 16 species of sect. Helmia in its widest sense, as accepted in the monograph by D. Podlech and Sh. Zarre (2013), we believe it more correct to attribute them to other sections. The rank of A. helmii var. tergeminus Knjaz., Kulikov et E. G. Philippov is raised to the species, A. tergeminus (Knjaz., Kulikov et E. G. Philippov) Knjaz. It is shown that A. gregorii is a priority name of A. tuvinicus. The epitype of A. permiensis C. A. Mey. ex Rupr. is designated. An identification key and a map of distribution for all species and subspecies of Astragalus sect. Helmia are presented.

Project management is an autonomous discipline that is applied to a huge diversity of activity sectors and that has evolved enormously over the last decades. International Development Cooperation has incorporated some of this discipline’s tools into its professional practice, but many gaps remain. This article analyzes donor agencies’ project management approaches in their funding mechanisms for projects implemented by non-governmental organizations. As case study, we look at the Spanish decentralized donor agencies (Spanish autonomous communities). The analysis uses the PM2 project management methodology of the European Commission, as comparison framework, to assess and systematize the documentation, requirements, and project management tools that non-governmental organizations need to use and fulfill as a condition to access these donors’ project funding mechanisms. The analysis shows coincidence across donors in the priority given to project management areas linked to the iron triangle (scope, cost, and time) while other areas are mainly left unattended. The analysis also identifies industry-specific elements of interest (such as the UN Sustainable Development Goals) that need to be incorporated into project management practice in this field. The use of PM2 as benchmark provides a clear vision of the project management areas that donors could address to better support their non-governmental organization-implemented projects.
