This study is a research and development study. It aims to produce an instrument for assessing junior high school (JHS) students’ higher order thinking skills (HOTS) in mathematics. Its procedure consists of nine steps: (1) Constructing the test specification; (2) writing test items; (3) analyzing test items; (4) conducting the first tryout; (5) analyzing the results of the first try out; (6) revising the test; (7) assembling the test; (8) conducting the second tryout; and (9) analyzing the results of the second tryout. The instrument content validity was obtained through the focus group discussion (FGD) forum, and Delphi technique. The construct validity was found out through the tryout data analysis. The instrument tryout was conducted twice involving 264 participants in the first tryout and 821 participants in the second tryout. The results of the study indicate that the instrument for assessing JHS students’ HOTS in mathematics has met the validity and reliability criteria. From the results of the content validity analysis, it can be concluded that the instrument is valid, and it was supported by the items validity indices above  0.79. From the results of the construct validity analysis, it can be concluded that the instrument is valid, as indicated by the value of χ2 = 67.69, with p-value = 0.10, Root Mean Square Error of Approximation (RMSEA) = 0.03, supported by Goodness of Fit Index (GFI) of 0.97, Normed Fit Index (NFI) of 0.95, and Adjusted Goodness of Fit Index (AGFI) of 0.95. The instrument reliability is 0.88. The developed instrument for assessing HOTS in mathematics consists of 12 items, each of which is of essay test type. The test items have difficulty indices in a range of 0.30 ≤ Pi ≤ 0.7.

Penelitian ini bertujuan untuk menganalisis konstruksi higher order thinking skills pada soal ujian nasional Bahasa Indonesia di jenjang SMP. Penelitian ini menggunakan pendekatan kualitatif dengan content analysis soal ujian nasional SMP. Keabsahan data diuji dengan trianggulasi teori. Teknik analisis data menggunakan model analisis interaktif. Penelitian dilakukan dengan mengonstruksi teori mengenai higher order thinking skills dari beberapa buku, jurnal, dan kajian riset lainnya. Pedoman analisis data dikaji expert melalui content validity oleh Aiken. Hasil penelitian menunjukkan bahwa data teks pada soal ujian nasional yang diteskan pada peserta didik mengandung dimensi berpikir kritis dan berpikir kreatif. Peserta tes dituntut untuk mampu menelaah secara kritis dalam kasus-kasus yang disajikan melalui wacana teks soal. Selain itu, peserta tes juga diharapkan mampu menemukan lebih dari satu perspektif untuk mengkaji wacana tersebut. Berdasarkan taksomi Blooms dimensi yang dikonstruk pada soal ujian nasional pada ranah analisis dan evaluasi kebahasaan. Dimensi yang diukur dalam soal ujian nasional belum bisa memproyeksikan kemampuan yang dibutuhkan oleh peserta didik untuk jenjang pendidikan yang lebih tinggi.HIGHER ORDER THINKING SKILLS IN INDONESIAN LANGUAGE NATIONAL EXAM This study aimed to analyze the construction of higher order thinking skills in Indonesian national exam questions at the Junior High School level. This study used a qualitative approach with content analysis for Junior High School national exam questions. The validity of the data was tested by theoretical triangulation. The data analysis technique used interactive analysis methods. The research was conducted by constructing a theory about higher order thinking skills from related books, journals, and other research studies. The data analysis guidelines were reviewed by experts through content validity proposed by Aiken. The results showed that the text data on the national exam questions tested on students contained dimensions of critical thinking and creative thinking. Test participants were required to be able to critically analyze the cases presented through the question text discourse. In addition, test participants were also expected to be able to find more than one perspective to study the discourse. Based on Blooms' taxonomy the dimensions constructed in the national exam questions in the realm of language analysis and evaluation. The dimensions measured in the national exam questions have not been able to project the abilities needed by students for higher education levels.

The purpose of this research is to find out the level of the content validity and con struct validity of the questions of the national assessment of Indonesian language subject for junior high school / MTs. The Research method applied in this research was qualitative research method. This research employed the qualitative analysis. To support this qualita tive research, the writer used some tools in the data analysis. They are 1) to figure out the content validity, the writer had matched the test items with the indicators listed in the SKL (Graduation Standard Competency) of the Indonesian Language subject 20102011 aca demic years; 2) For the construct validity, the writer used the evaluation format of multiple choice test items by applying material aspect, construct aspect, and language and culture aspect. After the research was conducted, it can be concluded that the questions of the National Assessment of Indonesian Language Subject for Junior High School / MTs in the 20102012 academic years have high content validity and construct validity. The content validity, the entire indicators in the SKL (Graduation Standard Competency) has been ap plied in the test items. However, the writer found that there are two indicators that are used in four test items. In fact, each indicator should be applied in one test item. The construct validity, by using analysis method of the evaluation format of multiplechoice test items, the writer figured out that 56% 100 % test items are appropriate with the aspects. Meanwhile, the test items which are not deal with the aspects are 16 – 44%.

21st-century learning emphasizes several important abilities, one of which is the ability of Higher Order Thinking Skills (HOTS). This ability can be possessed by students by familiarizing students with HOTS-based questions. The purpose of this study was to develop HOTS-based questions on environmental learning based on green consumerism. The research method used is research and development using Borg and Gall Model. The study was conducted in November 2018 at State Junior High School 1 South Tambun. The validation results show that the assessment on green consumerism-based environmental learning developed has a very valid category according to the experts, and is valid and reliable after measurement. This is because the questions developed are relevant to the current environmental conditions. The results of HOTS male students 44.98 and female students 46.61. The average score of Male and Female 45.79 are still relatively low and need to be improved. The conclusion is that the questions developed have a valid, reliable and appropriate category of use in the process of learning science in junior high school.

Speaking is an activity in an English classroom in which students must integrate not only higher order thinking skills but also confidence. As a result, it can be problematic for students because they feel shy or reticent. This study aimed at finding out the cause of students’ reluctance in speaking activities. The study was framed by using classroom action research in which 2 cycles were employed. Each cycle consisted of four stages: planning, action, evaluation, and reflection. There were 40 students in the 7th grade of junior high school in Bogor as the participants of the study. The data was collected through documentation, observation, and semi-structured interviews. The results showed that the causes of students' reluctance in speaking class were shy, lazy, afraid and ignorance. Giving more students’ talk time as a teaching strategy in English speaking activity can be done to reduce students’ reticence.

This study is aimed describe the process of developing higher order thinking skills based poetry text assessment tools. Students need to be trained in their thinking skills by giving students the type of Higher Order Thinking Skills (HOTS) that can be used to improve students' thinking skills. This research was conducted in Junior High School Brigjend Katamso II Medan. The result shows that Preliminary studies were research and gathering preliminary information, namely needs analysis. The needs analysis in this research development began by distributing questionnaires to the needs of eighth grade students of Junior High School Brigjen Katamso II Medan, amounted to 35 students and 2 Indonesian language teachers of Junior High School Brigjen Katamso II Medan. The results of the needs analysis were as follows: That 100% of the teachers stated that they knew the assessment tools and 70% knew the steps in preparing the assessment tools. However, only 0% of teachers test their assessment tools before use so that 100% of teachers need a valid, effective and practical assessment tool.

This research deals with the development of the assessment’s instrument based on higher order thinking skills to measure dimension of persuasive text skills on students of class VIII in junior high school Muhammadiyah 7 Medan. The type of this research is research and development. The sampling technique used in this study is purposive sampling technique. The result shows that the process of developing assessment instruments is based on Higher Order Thinking Skills on Indonesian language subjects in junior high school Muhammadiyah 7 Medan through 4 stages, there are: (1) Preparation of Tests, (2) Selection of Media (3) Selection of Formats (4) Initial design results by composing stories board, make layouts by paying attention to the color and composition and fill the layout with activities in the form of, activity 1 contains the mapping of KI, KD, and indicators, as well as 10 multiple choice questions and 5 description questions. Activity 2 contains the mapping of KI, KD, and indicators as well as 15 multiple choice questions and 5 description questions and scoring, answer keys, glossary and bibliography.

ABSTRAK: Penelitian ini bertujuan untuk mendeskripsikan (1) kemampuan guru mata pelajaran Bahasa Indonesia dalam membuat soal tes berbasis Higher Order Thinking Skills (HOTS) tingkat SMP se-Kecamatan Karangnunggal Kabupaten Tasikmalaya dan (2) menganalisis kesesuaian soal tes yang dibuat oleh guru mata pelajaran Bahasa Indonesia ditinjau dari kriteria soal Higher Order Thinking Skills (HOTS). Penelitian ini dilaksanakan di tiga Sekolah Menengah Pertama (SMP) yang berada di Kecamatan Karangnunggal Kabupaten Tasikmalaya dengan menggunakan metode deskriptif kualitatif.Sumber data dalam penelitian ini adalah guru mata pelajaran Bahasa Indonesia yang secara keseluruhan berjumlah 7 orang. Sumber data dari SMP N 1 Karangnunggal sebanayak 2 orang, dari SMP Negeri 3 Karangnunggal sebanyak 2 orang dan dari SMP IT Karangnunggal sebanyak 3 orang. Data yang diperoleh berupa soal esai dan pilihan ganda yang dibuat oleh setiap responden.Pemerolehan data dalam penelitian ini menggunakan instrumen tes.Data tersebut dikaji dengan teknik analisis deskriptif. Hasil pengkajian pertama diperoleh kemampuan guru mata pelajaran Bahasa Indonesia dalam membuat soal tes berbasis HOTS dalam bentuk esai maupun pilihan ganda masih rendah. Hal tersebut terbukti dari jumlah keseluruhan soal yang masih berada pada ranah ingatan (C1).Hasil pengkajian yang kedua diperoleh bahwa bentuk soal pilihan ganda ataupun esai belum memenuhi kriteria soal HOTS yang baik.Hal itu terbukti dari masih banyaknnya soal pilihan ganda ataupun esai yang belum menggunakan stimulus yang menarik dan kontekstual, mengukur kemampuan kognitif level analisis, evaluasi, maupun mencipta serta belum mengandung jawaban yang tersirat.KATA KUNCI: Higher Order Thinking Skills (HOTS); Kemampuan Guru; Soal Tes>ABILITY OF INDONESIAN TEACHERS IN MAKING TEST BASED HOTS (HIGHER ORDER THINKING SKILLS) IN JUNIOR HIGH SCHOOL DISTRICT KARANGNUNGGAL�ABSTRACT: This research is aimed to describe (1) the ability of Bahasa Indonesia teachers to construct the questions based on HOTS for Junior High School students in Karangnunggal district Tasikmalaya and (2) the analysis of examination questions that are made by Bahasa Indonesia teachers considering the criteria of HOTS. This research was conducted at 3 Junior High School in Karangnunggal district by using qualytative descriptive method. The data source in this research is teachers of Bahasa Indonesia which amount 7 teachers. The data source are 2 teachers from SMPN 1 Karangnunggal, 2 teachers from SMPN 3 Karangnunggal, and 3 teachers from SMP IT Karangnunggal. The data gained are essay questions and multiple choice questions which are made by each respondent. The aquisition of the data in this research is using test. Those datas are examined by using descriptive analysis technique. The result of first assesment is that the ability of Bahasa Indonesia teachers to construct the quesrions based on HOTS in essay and multiple choice form is skill low. That statment is proven from the whole numbers of questions that is in memory domain (C1). The second assesment results that the assay and multiple choice from have not fulfilled the criteria of a good HOTS questions. That statment is proven from the essay and multiple choice questions that are still lack of interesting and contextual stimulants, measure that analysis level, evaluation level, and creating level of cognitif ability and also have not contained implicit answer.KEYWORDS: Higher Order Thinking Skills (HOTS); Teachers Ability; Test Question.

International surveys, such as TIMSS and PISA, frequently put Indonesia in the low ranks. It is an indication that the higher-order thinking skills (HOTS) of students in Indonesia are still low. This research aims to analyze students’ difficulties in solving problems that measure HOTS. This is a case study research with a qualitative approach. Participants studied were 93 high school students in grade XI. Data were collected using test instruments that measure HOTS, which was developed based on the standard contents of high school mathematics. The difficulties were analyzed descriptively by observing students’ errors in answering HOTS test items. Students’ errors were classified based on Newman’s Error Procedure (NEP). The result shows that around 8.33% of the students had difficulties in comprehension, 15.59% in transformation, 32.53% in process skills, and 1.34 % in encoding.
