In the context of arsenic contamination of groundwater in Bangladesh, this paper analyses rural people's preferences for arsenic-free drinking water options. A particular focus is on rural households' willingness to pay for piped water supply which can provide a sustainable solution to the arsenic problem, and how the preference for piped water supply compares with that for various other household/community-based arsenic mitigation technologies. The analysis is based on data collected in a survey of over 2700 households in rural Bangladesh. Six arsenic mitigation technologies were selected for the study: three-kolshi (pitcher) method, activated alumina method (household-based and community-based), dugwell, pond sand filter and deep tubewell (handpump). The survey results indicate that, after taking into consideration the initial and recurring costs, convenience, associated risks and the advantages and disadvantages of each selected technology, the preference of the rural people is overwhelmingly in favor of deep tubewells, followed by the three-kolshi method. The analysis reveals a strong demand for piped water in both arsenic-affected and arsenic-free rural areas, and scope of adequate cost recovery. Between piped water and other arsenic mitigation technologies, the preference of the rural people is found to be predominantly in favor of the former.

Abstract Water supply has remained centralised and governments advanced several reasons (health benefits and increase in rural productivity) for the state-led water services delivery. This approach had budgetary and sustainability challenges. This led to a community-based management approach in which communities were required to contribute towards water supply and own the water supply. This paper explores households’ perception of who owns and controls community water systems that were provided under the ambit of community-based management regimes. The study was conducted in four communities in the Upper West Region of Ghana. Data were collected using two main sources: (i) a household survey, using questionnaires; and (ii) a platform, comprising 14 participants. The study found that there is a relationship between community contribution and ownership of the water systems. Community level actors argue that communities own the water systems, because they contributed towards capital cost and are responsible for operations and maintenance. Community level actors have control over the decisions of the water systems. Legal ownership resides in the government and communities manage the water systems and appropriate the returns, thus creating a sense of ownership of the water systems. As such, there is a dualistic ownership of the water systems.

Life, health and hygiene all depend on access to a plentiful supply of safe drinking water. Piped water supplies in rural Egypt are insufficient to meet the demands of the existing population. This situation is worsening due to the rapid population growth and failure of existing water supply systems. There are already areas of the country with severe piped water shortages. If corrective action is not taken soon densely populated villages will become vulnerable to outbreaks of waterborne diseases. Immediate action is needed to reverse the deterioration of water supply systems and to improve the benefits gained from capital works investments in the sector. This paper promotes the concept that sustainable water systems in rural Egypt depends on a central government and local unit partnership. Also needed are consumer bodies to determine user needs; local units to be given powers to manage the revenue and expenditure accounts; and the central government to concentrate on setting policies and guidelines, and assisting with the implementation of major capital works.

Purpose The study explored the impacts of climate change on water resources, and the community-based adaptation practices adopted to ensure water security in a rural community in Limpopo Province, South Africa. Design/methodology/approach The study was conducted in Limpopo Province, South Africa. The participatory approach was used to allow community members to share their challenges of water scarcity, and the measures they have developed to cope with inconsistent water supply. Findings The study results show that the community obtains water for household consumption from the reticulation system supplied by Mutale River and the community borehole. These resources are negatively impacted by drought, change in the frequency and distribution of rainfall, and increased temperature patterns. The water levels in the river and borehole have declined, resulting in unsustainable water supply. The community-based adaptation practices facilitated by the water committee include observance of restrictions and regulations on the water resources use. Others involve securing water from neighbouring resources. Originality/value This type of community-based action in response to climate change could be used as part of rural water management strategies under climate change.

Abstract Piped water systems are considered to provide the highest service level for drinking water supplies; however, global monitoring of safe water access pays little attention to the type of water source that piped systems draw upon, even if the water is not treated prior to distribution. This study sought to understand whether the source of water for untreated piped supplies influences the prevalence of diarrhoea among children in rural Vanuatu. The analysis was based on a dataset integrating a Demographic and Health Survey and a nationwide water supply inventory. After adjusting for a range of potential confounders, the results revealed a significant association between diarrhoea and the type of water source supplying a piped system. Compared with borehole-supplied piped systems, spring-fed piped systems were significantly associated with increased odds of diarrhoea (adjusted odds ratio [AOR] 5.8, 95% confidence interval [CI] 1.1–31, p = 0.040). No significant association between diarrhoea and piped systems drawing on surface water was observed. Increased odds of diarrhoea were significantly associated with water supply systems constructed prior to the year 2000 (AOR 4.9, 95% CI 1.9–13, p = 0.001). The results highlight the need for improvements in spring protection as well as ongoing maintenance and periodic renewal of water supply infrastructure. Poor maintenance of water supply systems is a critical issue in sub-Saharan Africa. Using survey data on users of motorized piped water supply systems in rural southern Senegal, this paper examines what motivates resource users to contribute financially to the management of water supply system infrastructure by paying their water tariff. Results from logistic regression analysis indicate that users who prefer borehole water and are satisfied with the service provided are more likely than others to pay. In addition, those who trust that other users will pay are more likely themselves to pay than those who do not trust their peers. These findings suggest that assessing the needs of users and providing services tailored to those needs (e.g., quality, convenience) is recommended for future interventions. The incorporation of programs that promote peer trust should also be considered as future interventions to establish or strengthen resource management organization.
