Chinese political reform in the 1980s was concentrated largely on reversing many of the affects of the Cultural Revolution, such as the "personality cult" and the attitutde of "what I say goes." and improving efficiency through streamlining admininstration and delegating power to the lower levels. The reforms of that decade demonstrate a certain passivity and vacillation. In comparison, the political reforms enacted in the 1990s tended to be theoretically conscious, entailing a progressive advancing political reform, which promoted change at many levels, concerning relationship between micro and macro, central and local, and state and society. Autonomy, internationality, and progressiveness were the key characteristics of Chinese political reform in the 1990s. In the near future, political reform in China will begin storming age-old fortifications, and only through uninterrupted institutional innovation can China effectively avoid a cataclysin fron am "explosion of participation."

The article examines the epistemological roots of conservative ideology, development trends and further prospects in political reform not only in modern Russia, but also in other countries. The author focuses on the “world” and Russian conservatism. In the course of the study, the author illustrates what opportunities and limitations a conservative ideology can have in political reform not only in modern Russia, but also in the world. In conclusion, it is concluded that the prospect of a conservative trend in the world is wide enough. To avoid immigration and to control the development of technology in society, it is necessary to adhere to a conservative policy. Conservatism is a consolidating ideology. It is no coincidence that the author cites as an example the understanding of conservative ideology by the French due to the fact that Russia has its own vision of the ideology of conservatism. If we say that conservatism seeks to preserve something and respects tradition, we must bear in mind that traditions in different societies, which form some kind of moral imperatives, cannot be a single phenomenon due to different historical destinies and differing religious views. Considered from the point of view of religion, Muslim and Christian conservatism will be somewhat confrontational on some issues. The purpose of the work was to consider issues related to the role, evolution and prospects of conservative ideology in the political reform of modern countries. The author focuses on Russia and France. To achieve this goal, the method of in-depth interviews with experts on how they understand conservatism was chosen. Already today, conservatism is quite diverse. It is quite possible that in the future it will transform even more and acquire new reflections.

The research has been tackled about the emerging democratic political process in Iraq since 2003 , especially it has not received much attention from specialists in political, social and legal reform. So the Iraq’s situation has been subjected to various  successive crises which matched with too much differences as well as the continuation of the administration of governance in accordance with the theory of power-sharing between the three presidencies, had brought it to all positions by the responsibility which witnessed a big  suspicions;  because of the political corruption in both administrative and financial sides .The invitations for procuring the comprehensive reform and empowerment within democracy needed to be the latest phenomena as a part of the policy that declined in previous period, which took place the democratic political process until we found it unable to renew itself and revive its contents from inside owing to the condition of the reliance on the consensus and political quotas by their sectarian, national, ethnic components in the political society . Furthermore , the process of re-revision in order to implement the  reform and empowerment in democracy’s process became an urgent need to re - model the experience with a real and effective measures for the experience that can overcome the past and present to looking forward the future, and among these requirements and needs of several trying to be consistent with them according to the requirements of this stage in light of the trend to assess the overall political situation , and others to achieve a specific comprehensive review that does not harm the democratic political process consequently . So that , every country couldn’t get into the political reform without a hierarchical way to re-build the condition of democratic empowerment , although the power-holders make the right choices to secure their presence in the authority by ensuring their electoral supremacy in the democratic political process constitutionally and legally alike .The rules of participatory democratic political action; and the continuation of formal political reforms are considered  a cause of crisis with the option of stumbling path reform in the final outcome and this does not serve the whole political experience in Iraq . In spite of the effectiveness of the Iraqi society, which is characterized by effective social mobility and even political at the popular levels, especially in the levels of The middle class itself and others, which began to do so in general, by stimulating  the choice between the alternatives offered , to overcome this general problems by the political reform movement that is going on at the level of the ruling political class (National settlement options) or so – called The  National Historic distressed under a state of political stagnation which suffered by the most of the partisan forces that relied just on their method visions . That change does not happen on its own, but through the behavior of individuals and their actions that based on the condition of a admixture between the theory of change and actual practice overlapping ultimately the incentives , to move effectively toward the transition into the best , and between the various structural factors contribute to the conditions of overall revision , which requires attaching aspirations to fulfillment action through reformist movements and to rebuild the national peace , stable and continuous pattern of change that starts from the bottom up to the top and not vice versa. Because the recent (reverse) reform structure may lead to abrupt and unexpected results as well as the state of decline in the institutional structure of society .   Finally, The previous scenes we found were working in accordance with the current consensuses and alliances based on the profits and rewards, by exercising the authority without relying on the legitimacy of achievement and containment the whole components together. So in the next stage will be confronted a full of crises and with new challenges, which will undoubtedly be affected by failures of traditional parties or otherwise as long as they are part of the democratic political process, because the previous election experiences could not break the barriers and penetrate the equations of the reality within the current political assumptions, So that the limits of the authority itself would not have willing to seek the mission of rebuilding the nation-state or re-building into maintain its existence in a stable, orderly and balanced systematically , despite of the attempts of some leaders and renewal (senior) leaders to move somewhat away from the symbolic model of leadership and management alike . All of that , it depends on the quality of reform and review to accomplish the empowerment in political democracy , and to overcome all the differences among political governing elites presently and for the future , by procuring an active democratic process consequently .

Following the events of the Arab Spring and the popular protests that broke out in some countries in the Arab world in 2011, including Jordan, extended political reforms were carried out in Jordan, including major constitutional amendments and developments in political life, political parties and civil society institutions. The study aims to identify the reality of the political reform process in Jordan that took place after the events of the Arab Spring. The importance of the study stems from the depth of the effects of the variables of this period on Jordan and its reform programs and its transformations towards democracy. The study aims to achieve the following objectives: To identify the nature of the factors and reasons that contributed to the outbreak of the current Arab revolutions, and identifying the reality of the process of political reform in Jordan before the events of the Arab Spring, and to study and analyze the political reforms in Jordan after the events of the Arab Spring.

The purpose of this paper is to present how in China, a country combating religious beliefs, Mao Zedong has become a cult object and how the fondness towards the “Great Helmsman”, often adjacent to deification, is manifested in the present-day country. During his life, Mao Zedong was the central character of the political and social sphere of the People’s Republic of China. Admiring and, to some extent, identifying himself with the First Emperor of China, Mao was to become his contemporary version. The height of the personality cult occurred during the Cultural Revolution and was manifested in mass adoration of the Chairman. After his death and reckoning of merits and faults (in a 7:3 ratio, with dominance of the first ones), Mao seemed to be evanescing in the shadow in the modernizing China. The Maoists were fighting against religion, the feudal superstitions, however in recent years, in the officially atheist China, some beliefs in supernatural beings, power of religious rituals and offerings for ghosts reappear, as well as the interest in Buddhism, Taoism, syncretic sects and Christianity. Among the hope bringing powers there appears also deified Mao, as the creator of powerful China. The places connected with the Chairman, located on the route of the “Red Tourism” are visited by masses of the Chinese. Talismans with his image are supposed to provide security, good fortune and even prosperity. Mao is becoming a deity in the nationalistic pantheon of the power gaining China.

Abstract Law is a universal institution that has pretensions of being ubiquitous and complete. However, in a complex, plural and volatile world, its limits and possibilities are shaken by the speed, depth and extent of ongoing transformations, its resulting ethical dilemmas, and the difficulties of forming consensus in the political universe. This article provides a reflection on how the law has attempted to deal with some of the main afflictions of our time, facing demands that include the needs to (i) keep the technological revolution on an ethical and humanitarian track, (ii) avoid democracy being perverted by populist and authoritarian adventures, and (iii) prevent solutions to climate change from coming when it is too late. At a time when even the near future has become unpredictable, the law cannot provide a priori solutions to multiplying problems and anxieties. When this happens, we must set clear goals for the future of humanity, basing them on the essential and perennial values that have followed us since antiquity.

The article considers the dependence of the images of future on the socio-cultural context of their formation. Comparison of the images of the future found in A.I. Solzhenitsyn’s works of various years reveals his generally pessimistic attitude to the future in the situation of social stability and moderate optimism in times of society destabilization. At the same time, the author's images of the future both in the seventies and the nineties of the last century demonstrate the mismatch of social expectations and reality that was generally typical for the images of the future. According to the authors of the present article, Solzhenitsyn’s ideas that the revival of spirituality could serve as the basis for the development of economy, that the influence of the Church on the process of socio-economic development would grow, and that the political situation strongly depends on the personal qualities of the leader, are unjustified. Nevertheless, such ideas are still present in many images of the future of Russia, including contemporary ones.

The article deals with the development of the coregency system of Augustus and Agrippa from 29 to 18 BC: from formal and actual disparity of the coregents to their formal equality with the dominance of the princeps auctoritas. Particular attention is paid to the earlier stages of this development and to the crisis of 23 BC. The coregency system created by Augustus is often regarded by modern historians as means of ensuring uninterrupted succession of power. Agrippa as his coregent often is thought to have assumed the role of the regent who temporally replaces the princeps, just as it was in formal monarchies, or that of the tutor of the future rulers. However, the Roman system of state administration did not allow such type of regency. The princeps coregent, who was his equal in formal credentials but his inferior in terms of auctoritas, in case of the princeps death had to become the next princeps as his immediate successor. It is unlikely that later he was expected to voluntarily give up his power in favour of younger heir and to vanish from the political life altogether. The inheritance system under Augustus was like a ladder with the princeps at the top, the coregent who was also the immediate successor one step below, heirs of the next degree further down. In case of death of one of them, successors shifted one step up. The coregency had one more function: geographically it allowed Augustus and Agrippa to rule jointly the empire while staying in different parts of it.В статье исследуется развитие системы соправления Августа и Агриппы с 29 по 12 гг. до н. э.: от формального и фактического неравенства соправителей до их формального равенства при преобладании auctoritas принцепса, причём особое внимание уделяется раннему этапу этого развития и кризису 23 г. до н. э. Институт соправления, созданный Августом, часто рассматривается, как средство обеспечения бесперебойного перехода власти, причем Агриппе, как соправителю, НЕРЕДКО отводится роль регента, временно замещающего принцепса или воспитателя будущих правителей. Однако римская система государственного управления не предполагала регентства. Соправитель принцепса, равный ему по формальным полномочиям, но уступавший по auctoritas, в случае его смерти должен был СТАТЬ следующим принцепсом, ближайшим его наследником. Вряд ли предполагалось, что в будущем он должен добровольно уступить власть более молодому наследнику и исчезнуть из политической жизни. Система наследования при Августе представляла собой нечто вроде лестницы, на вершине которой стоял принцепс, на следующей ступени соправитель, он же избранный преемник, ниже наследники следующей очереди в случае смерти когото из них происходило продвижение наследников по ступеням вверх. Кроме того, соправление имело и иное значение позволяло Августу и Агриппе совместно управлять империей, находясь в разных ее частях.

Beyond the relative opening of the political system that characterized 2005 in Egypt — with the President being elected directly for the first time and the increased competition allowed during legislative elections — the 2005 elections also constituted an opportunity to consider and evaluate the internal struggles for influence under way within the ruling National Democratic Party (NDP). In a context largely influenced by the perspective of President Husni Mubarak's succession and by calls for reform coming from both internal and external actors, changes currently occurring at the party level may have a decisive impact on the future of the Egyptian regime.

India’s relationship with the United States remains crucial to its own objectives, but is also ambiguous. The asymmetry of power between the two countries is such that the relationship, if potentially useful, is not necessary for the United States while potentially risky for India. Moreover, the shift of the political centre of gravity of Asia — resulting from the growing rivalry between China and the US — is eroding the foundations of India’s policy in Asia, while prospects for greater economic interaction is limited by India’s slow pace of reforms. The future of India-US relations lies in their capacity to evolve a new quid pro quo in which the US will formulate its expectations in more realistic terms while India would assume a larger share of the burden of Asia’ security.
