The United States of America is a country which left a significant mark and still has a strong influence on the world political scene and the changes in the international relations especially in building the strategy of worldwide foreign policy. The paper will try to give an overview of the events that marked the 1990’s of the last century, with an accent on the breakup of Yugoslavia and the role of U.S. foreign policy in this period. The paper will especially focus on the process of the dissolution of Yugoslavia as well as the role of the United States in the Dayton Agreement and the ways of implementing the peace through the assets of diplomacy. Dayton differed from the traditional methods of negotiation in a way that included the U.S. leadership and its implementation depended on the will of the international community, especially the United States who led the efforts.

     This research addressed the study of one of the conferences held by the Iraqi opposition to unite its efforts against the Baath regime in Iraq. The research found that this conference came with a proposal and encouragement of the US administration, which was in a critical situation before the international community, which refused to use military action to overthrow Saddam. The US administration found in the Iraqi opposition a solution to its problem by presenting it as a unified and declaring an alternative to the rule of Iraq. Thus, the international argument that refuses to support the military option falls . Was the most important conference in which the US administration supports the Iraqi opposition and keen on its success in front of public opinion. Moreover, the conference largely reflected the contradictions and conflicts between the opposition factions. The conference clearly marked the beginning of adopting concepts such as sectarianism, nationalism and ethnicity among the political entities, which cast a shadow on the political scene in Iraq after 2003.

<p>Undoubtedly, no country as America is the host and influenced of pressure groups, and because of the existence of the interests and valuation system in America, this issue has made decision making in foreign policy of this country difficult. Among pressure groups in America, Zionist lobbies seem to have the most influence in America's foreign policy. Based on this, it can be approximately said that America and Israel have had special ties after the World War II and AIPAC Group has always guaranteed the continuation of this relationship. A set of factors play role in forming foreign policy of each country internally, nationally and internationally that the outcome of these factors’ action and reactions will is presented as the outcome and "foreign policy". The United Sates of America’s foreign policy is also the same process, based on this according to the international relationships ideas which of the important levels in analyzing foreign policy of the United States of America is internal level whose one of its components is investigating the role of pressure groups in forming the foreign policy of this country, practically the activity of any groups isn’t as prominent and highlighted as Zionist lobby in this subject.</p>Therefore the author of this research is sought to investigate the effect of different shapes of Zionist lobby and the position and performance of this regime in America’s foreign policy towards Iran, hence the arrow of lobbying activities in the area of Iran is also evaluated; consequently in the process of the research, stating that influential element in the system of decision making in The United States of America about the role of stakeholder groups with a focus on Zionist lobby and the unwavering support of the United States from this lobby is undeniable.

The article examines the Euro-Atlantic direction of Ukraine's foreign policy during Leonid Kuchma's tenure as President of Ukraine (1994-2004) and the peculiarities of the foreign policy "multi-vector". The historiography and the source base of the article are analyzed. The author of the article examines the evolution of foreign policy of L.D. Kuchma on the Euro-Atlantic direction. A brief analysis of the priorities of Leonid Kuchma's foreign policy is made. The author emphasizes on those cautious steps in foreign policy that Leonid Kuchma took to preserve Ukraine's sovereignty while maneuvering between such centers of geopolitical gravity as Russia, the EU and the United States of America. The influence of international factors on the process of Ukrainian state-building was noted, the main problems and peculiarities of Ukraine's becoming a subject of international relations were analyzed. In the article the author expresses his own belief that the personality of Leonid Kuchma played a significant role both in the achievements of Ukrainian diplomacy on the path of Euro-Atlantic integration and in failures along the way. Analyzing Leonid Kuchma's Euro-Atlantic strategy, the author concludes that even profile experts, especially those who criticize Kuchma's actions, do not fully understand the position of international partners, in particular, the economic and political pressure exerted by the governments of the United States of America., The European Union and the Russian Federation for the activities of the second President of Ukraine, and the existence of political arrangements, which have been reported recently in open sources, are not always taken into account. These factors were taken into account by the author of the article. It is argued that multi-vector politics have become a landmark in Ukrainian history. Studying this aspect of Ukraine's foreign policy will be useful and interesting for a wide range of specialists, a source for understanding the root causes of many contemporary problems in Ukraine.

The article researches the position of the United States on the issue of naval arms restriction in the early 20-ies of the XX century. There are outlined causes, the course and the consequences of the intensification of Washington’s naval activity during the investigated period. It is explored the process of formation and implementation of the US initiatives to limit naval weapons before and during the Washington Peace Conference of 1921–1922. The role of the USA in the settlement of foreign policy contradictions between the leading countries of the world in the early 20-ies of the XX century is analyzed. In the early 20’s of the XX century there have been some changes in the international relations system and the role of the USA in it. Despite the isolation stance taken by Washington, the White House continues its policy of «open doors» and «equal opportunities», promoting the elimination of unequal agreements between foreign countries with China, and attempts to influence the position of European countries and Japan in the naval contest issues and limitation of naval weapons. Taking full advantages, which were giving the United States’ the richest country and world creditor status, the US Department of State has stepped up its US impact in the Asia-Pacific region. The new Republican administration succeeded in offsetting the failures of the Paris Decisions of 1919–1920 and began to СУМСЬКА СТАРОВИНА 2019 №LIV 75 construct a new model of international relations in which the United States would occupy a leading position. The success of US diplomacy at the Washington Peace Conference of 1921– 1922 contributed to this. However, the conflict between the former allies within the Entente was only smoothed out and not settled. The latter has led to increasing US capital expansion into Europe due to the significant economic growth in the country. Despite the fact that the Republicans’ achievements in US foreign policy on local issues have been much more specific than trying to solve the problem of a new system of international relations globally, these achievements have been rather relative. Leading countries in the world were still making concessions to the White House on separate issues, but in principle they were not ready to accept the scheme of relations offered by the States. This special issue focuses on the role of civil society in international relations. It highlights the dynamics and impacts of public opinion on international relations (Zaller, 1992). Until recently, it was usual to consider public opinion in terms of its influence on policy makers and in terms of moulding public opinion in the broad frame of the policy makers in one's country. Given that public opinion in the United States was assessed and judged so frequently and diffused so globally, it was natural to frame questions guided by those concepts which pertained to the global and domestic context of the United States.
