Purpose—The purpose of this paper was to compare three first-world countries’ law enforcement agencies to those of South Africa. The aim was to identify areas where South Africa’s agencies can improve to take the fighting of corruption to a higher level, and in doing so, improve their ranking on Transparency International’s scale, and their Corruption Perception Index.Design/methodology/approach—The author compared South Africa’s law enforcement agencies to those of the United States, the United Kingdom, and Australia to identify possible areas where South Africa’s agencies can improve.Findings—The results indicate preliminary support for areas in South Africa’s law enforcement agencies that need restructuring and improvement.Practical implications—Improved law enforcement agencies will assist in the fight against corruption, improving South Africa’s corruption perception index (among others), which might encourage foreign investment.Originality/value—The results of this study point to opportunities to strengthen law enforcement agencies in South Africa, which will result in improved crime-fighting abilities, higher prosecution rates, and improved crime statistics.Research limitations—Law enforcement agencies (which deals with corruption in general) from the USA, the U.K., and Australia will be explored and compared with those of South Africa.

This paper explores the remarkable congruence between the proliferation of community forestry initiatives in North America in recent years and the ascendance of particular forms of neoliberalism. In it I argue that, in the United States in particular, such initiatives are best understood as hybrids between ‘rollout’ neoliberalism and contemporaneous trends in the management of protected areas and state-owned forests. This interpretation contributes to recent arguments that the environment has been understudied as an arena through which neoliberalism has been actively constituted, rather than simply a passive recipient of ‘impacts’. Moreover, surprisingly little academic work has explored the imbrications of specific changes in environmental governance and evolving neoliberalism in the latter's ‘First World’ geographic hearths, such as the USA and the United Kingdom. In this paper I undertake such an investigation with respect to community forestry in the United States. The paper traces the major antecedents, introduction, and institutionalizations of community forestry in the United States, and shows how their conceptualizations and enactments of ‘community’ are structured by hegemonic neoliberal ideas, making community forestry in this context supplementary, rather than oppositional, to neoliberal restructurings. Exploration of the current Bush administration's enthusiastic adoption of central elements of community forestry bolsters this interpretation. Finally, the conclusion draws implications from this case for debates in political ecology.

The fight against tax evasion in South Africa is an ongoing battle. The tools available to law enforcement boil down to legislation and the enforcement thereof.  The purpose of the study that was done for this article was to compare available legislation of the United States of America, United Kingdom, Australia and South Africa to determine if South Africa’s legislation can be improved. This was done by studying the relevant literature and legislation of all four countries. The findings, that there is some clauses that can be added to improve South Africa’s legislation, were confirmed by analyzing the legislation available. In theory, the results have proven that although South Africa’s legislation can compete with that of the United States of America, United Kingdom and Australia, there is some improvement that can be considered. This is of value to the individuals and professionals who deal with the offence of tax evasion on a daily basis, ensuring that the reviewed legislation will deter perpetrators or that the charges brought against them in the court of law will ensure harsher punishment.

Deporting “criminal aliens” has become the highest priority in American immigration enforcement. Today, most deportations are achieved through the “crimmigration” system, a term that describes the convergence of the criminal justice and immigration enforcement systems. Emerging research argues that U.S. immigration enforcement is a “racial project” that subordinates and racializes Latino residents in the United States. This article examines the role of local law enforcement agencies in the racialization process by focusing on the techniques and logics that drive law enforcement practices across two agencies, I argue that local law enforcement agents racialize Latinos by punishing illegality through their daily, and sometimes mundane, practices. Investigatory traffic stops put Latinos at disproportionate risk of arrest and citation, and processing at the local jail subjects unauthorized immigrants to deportation. Although a variety of local actors sustain the deportation system, most do not see themselves as active participants in immigrant removal and they explain their behavior through a colorblind ideology. This colorblind ideology obscures and naturalizes how organizational practices and laws converge to systematically criminalize and punish Latinos in the United States.

Although partnerships between researchers and police practitioners have increased over the last few decades in some of the largest police agencies in the United States, very few small agencies have engaged in a partnership with a researcher. Of the 18,000 local police agencies in the United States, small agencies with less than 25 sworn officers make up about three quarters of all police agencies. To support future collaborations between researchers and smaller police agencies, like those in Douglas County, Kansas, this article identifies challenges that researchers can address and explores how these relationships can benefit small police agencies across the United States.

A meeting of the International Sugar Council was held in London, June 26 to July 20, 1950. The meeting was attended by delegates of Australia, Belgium, Brazil, Cuba, Czechoslovakia, Dominican Republic, France, Haiti, Indonesia, the Netherlands, Peru, Philippine Republic, Poland, Portugal, South Africa, the United Kingdom, Yugoslavia, and the United States. The purpose of the meeting was to discuss the world situation in sugar and the proposal for a new international sugar agreement. The council adopted a protocol which extended the international sugar agreement of 1937 one year from August 31, 1950. During 1950, the council created a special committee to 1) study the changing sugar situation as it related to the need or desirability for negotiating a new agreement, and 2) report to the council, as occasion might arise, on its findings and recommendations as to the possible basis of a new agreement. The special committee prepared a document which set forth certain proposals in the form of a preliminary draft agreement. The draft agreement included six fundamental bases: 1) the regulation of exports, 2) the stabilization of sugar prices on the world market, 3) a solution to the currency problem, 4) the limitation of sugar production by importing countries, 5) measures to increase consumption of sugar and 6) the treatment of non-signatory countries. The draft was then considered by the council at its meeting on July 20 at which time the council decided to submit it to member and observer governments for comments and to transmit such comments for consideration at a meeting of the special committee.

Abstract Background Does the emergence of antimicrobial resistance in Neisseria gonorrhoeae include the erasure of highly susceptible strains or does it merely involve a stretching of the MIC distribution? If it was the former this would be important to know as it would increase the probability that the loss of susceptibility is irreversible.Methods We conducted a historical analysis based on a literature review of changes of N. gonorrhoeae MIC distribution over the past 75 years for 3 antimicrobials (benzylpenicillin, ceftriaxone and azithromycin) in five countries (Denmark, Japan, South Africa, the United Kingdom and the United States).Results Changes in MIC distribution were most marked for benzylpenicillin and showed evidence of a right shifting of MIC distribution that was associated with a reduction/elimination of susceptible strains in all countries. In the case of ceftriaxone and azithromycin, where only more recent data was available, right shifting was also found in all countries but the extent of right shifting varied and the evidence for the elimination of susceptible strains was more mixed.Conclusions The finding of right shifting of MIC distribution combined with reduction/elimination of susceptible strains is concerning since it suggests that this shifting may not be reversible. Since excess antimicrobial consumption is likely to be responsible for this right shifting, this insight provides additional impetus to promote antimicrobial stewardship.

This article presents the first results of a statistical analysis of the ownership links between the major European and American defence contractors. This approach, centred on the shareholders and subsidiaries of these companies, enables us to explore the depth of the national links (company and country of origin) and the density of the ownership cooperation that exists within Europe, as well as with the rest of the world, particularly the United States. Information about defence contractors’ ownership links is difficult to obtain and precautions must be taken in the interpretation of the results.  In terms of defence contractor shareholders, it would appear first that the national link is strong for Sweden, Spain and France, less so for Germany and Italy, and particularly weak for the United Kingdom. Next, in European terms the links are concentrated on Airbus, MBDA and KNDS and are little developed in other companies. Finally, we observe asymmetrical links with the USA and a significant presence of American investment funds.

Building own business is a long-term and laborious process. A person who leads a startup tries to start with building own business by taking first steps toward financial independence. Analyzing conditions in Poland, on average every second startup sells its services abroad, admittedly it is good news, although half of them do not export at all. Half of the startups which export their services and goods generates more than 50% of their revenues outside Poland. Very interesting is the fact that 60% of exporters have conducted their foreign sale since the moment of establishing their business. On which markets do they sell their services? It turns out that the most popular are markets in the European Union (54%), including the United Kingdom 14% and Germany 9%. Only about 25% of Polish startups exports their products and services to the United States. Taking the United States into consideration, in 2008 the USA lost their leading position in the number of startups which are newly created and achieving success in business. Currently in terms of the number of new startups the USA is on a quite distant place after Denmark, Finland, Sweden, Hungary, New Zealand, Israel or Italy. In short, more companies were closed than created, so it was, as a matter of fact, like in Poland. Therefore, the condition to improve the development of startups both from Poland and other countries all the world is to increase cooperation and coopetition.

In our rapidly globalising world, “the global scholar” is a key concept for reimagining the roles of academics at the nexus of the global and the local. This book critically explores the implications of the concept for understanding postgraduate studies and supervision. It uses three conceptual lenses – “horizon”, “currency” and “trajectory” – to organise the thirteen chapters, concluding with a reflection on the implications of Covid-19 for postgraduate studies and supervision. Authors bring their perspectives on the global scholar from a variety of contexts, including South Africa, Australia, the United States, the United Kingdom, Chile, Germany, Cyprus, Kenya and Israel. They explore issues around policy, research and practice, sharing a concern with the relation between the local and the global, and a passion for advancing postgraduate studies and supervision.
