The complexity of the economy and the increase in uncertainty, as well as the need to solve ambitious tasks aimed at achieving strategic national development goals, force us to search for new forms and mechanisms for starting long-term economic growth. One such mechanism is public-private partnership, understood in the article in a broad sense, as an extensive set of forms of mutually benefcial interaction between the state and business. The article analyses the prerequisites of intensifying partnership in the modern Russian economy and assesses the directions of its transformation.

The ability of regions to the competition in the international market to use of modern approaches to social and economic development, defines a vector of intensive advance of the Russian economy. Existence of worthy infrastructure and its full functioning become a guarantee of successful development of economy and social sphere of the country and particular regions. Therefore, for its updating and full functioning implementation of infrastructure projects is necessary. The specificity of implementation of infrastructure projects has been designated: excessive capital intensity, long payback periods, increased complexity and large scales (including territorial scales). Conditions of limited budgetary financing of infrastructure predetermine the need of attracting private investments. So, the mechanism of public-private partnership in the concept of long-term social and economic development of the Russian Federation up to 2020 is designated as one of priority tools, which emphasizes the importance of a problem. The potential of expansion of opportunities for implementation of infrastructure projects at the expense of mechanisms of public-private partnership has been studied. Special attention is paid to the practice of implementing infrastructure projects in the territory of the Astrakhan region. There have been presented practices of such projects, mainly in the form of concessions, strategic priorities of development of public-private partnership on the territory of the Astrakhan region for implementation of infrastructure projects. The Astrakhan shipbuilding production association is taken as an example of successful realization of public-private partnership mechanism. The leading shipbuilding and ship repairing plants of the region make its basis. There has been given the rating of the Russian regions in terms of the development of public-private partnership during 2017. Since 2015 there has been stated positive dynamics of development parameters of public-private partnership in the region. As of 2017, in the region there are realized eighteen projects, among which one project is of a regional level, and seventeen projects are the municipal events.

<p><em>This study used a quantitative method to assess the impact of public investment on private investment and economic growth based on data from 18 developing countries over a 21-year period (1995-2015) by applying PVAR model combined with GMM. The findings show that all public investment and public-private partnership investments affect private investment as well as affect economic growth but the effects vary cyclically, by time period, and by group of countries.</em></p><p><em>For the ASEAN developing countries, public investment crowds out private investment in short term and crowds in private investment in the medium and long term, but it crowds out public-private partnership investment. For the developing countries in Asia, public investment has a positive impact on economic growth with the inverted U-shaped pattern which stimulates growth in the short and medium term, but in the long-term effects of stimulation growth tend to decrease.</em></p>

This novel research looked into the role of public-private partnership investment in energy in affecting Pakistan’s long-term environmental sustainability. Employing time series data from 1992 to 2018 and utilizing the autoregressive distributive lag model (ARDL) model, we found a long-term equilibrium association of ecological footprint with public-private partnership investment in energy, technological innovation, economic growth, and trade openness. Our outcomes showed a significant positive association between public-private partnership investment in energy and ecological footprint in the long-run and the short-run, specifying that the increase in public-private partnership investment in energy affects the environmental sustainability of Pakistan. Similarly, our study confirmed that technological innovation, economic growth, and trade openness increase the ecological footprint in Pakistan. It demonstrates that these factors are unfavorable to the sustainable environment in Pakistan. Furthermore, robustness check findings are analogous to the results of ARDL estimates, utilizing dynamic ordinary least squares and fully modified ordinary least squares. On the basis of the research conclusions, a multi-pronged sustainable development goal (SDG) model was proposed that addresses SDG 8 and SDG 13 while incorporating SDG 17 as a medium.

The interaction of state and entrepreneurs in a modern economy is a necessary measure for the effective implementation of the activities of both parties. This article explores some of the mechanisms of interaction between government bodies and the business sector of the economy in terms of project activities and project management. Public-private partnership issues are increasingly being discussed in the world political arena as an effective mechanism for interaction between the state and business. The need for effective communications in the chain power-business-society is emphasized by many authors. Communication between the public and commercial sectors is a process that reflects the levers and methods they use to mutually influence and promote their interests. The partnership between government, business and society is closely correlated with the successful functioning of the commercial sector and public administration, which is expressed in the successful establishment of the processes of socio-economic development of the state. The successful functioning of public-private partnership is one of the indicators of the correct implementation of the mechanism for supporting entrepreneurship by public authorities, and also reflects the level of development of the state in general and its subjects, in particular. The development of public-private partnerships plays an important role in building a long-term development strategy for the regions of the Russian Federation.

Introduction. The modern world community is experiencing a period of globalization with its undoubted positives and some negatives. Among the positives is the course of humanization, efforts to comprehensively ensure fundamental human rights, as illustrated by the development at the UN level of "Sustainable Development Goals" (hereinafter CSW). This human-oriented document was supported by most countries of the world, including Ukraine. The tasks of the CSB are quite serious, the mechanism of their implementation is determined by domestic specifics. In Ukrainian society, there are several areas of implementation of the CSW: through the involvement of resources of the state apparatus, through the activities of various political forces, through public activity, and so on. The political, legal and ideological tools of providing the CSB are undoubtedly positive. However, in our opinion, economic factors are crucial for their implementation. Among them, one of the most important and realistic is the public-private partnership, which unites the state, the private sector and civil society to solve the most important strategic humanistic tasks. The development of its new forms and the creation of a system of political, legal and social means of support is becoming especially relevant in modern domestic realities. Goal. The purpose of scientific work is to consider the importance of public-private partnership, analysis of its essence, the prerequisites for development; economic and legal characteristics of PPP, its features and humanistic components; elaboration of a generalizing concept; substantiation of the value of PPP in the mechanism of CSW implementation; characteristics of economic positives of PPP for society and business; finding out the main directions of PPP development and means of their provision. Method (methodology). The methodological basis of this scientific research is a system of general scientific and special scientific methods. In particular, the system method allows you to see the main characteristics of PPP in their relationship; the method of comparison illustrates the unity of the strategic purpose of PPP and CSW and their relationship; the dialectical method is necessary for definition of still possible directions and forms of development of PPP; the method of economic analysis reveals the weak and problematic "places" of PPP in modern domestic economic and socio-political realities. Results. According to the results of the study, the importance of the development of public-private partnership for the establishment of CSW in Ukraine is argued. The definition of the concept of "public-private partnership" in the plane of the ideology of the modern social economy is given. Its basic principles are described. Emphasis is placed on the positive significance of public-private partnership, both for society and for business. The main directions and forms of public-private partnership development in the current domestic economic realities are determined. Additional economic and political-legal means of its provision and support are offered.

The article is devoted to the study of the state of the market for long-term investments in infrastructure in Russia. The paper describes the factors that affect investment activity, and reveals the role of the NAC IN infrastructure development. The author pays special attention to the creation of the INVESTINFRA database db.investinfra.ru, which is an information and analytical project on real investments, contributes to the creation and development of infrastructure in Russia on the basis of public-private partnership in the form of concessions. The article presents current analytical products developed by NAKDI aimed at reducing the risk level of concessionaires.

The article discusses sustainable development goals, SDG. adopted by the UN for all countries for the period up to 2030. In framework of the adaptation of the SDGs in the national context the necessity and feasibility to incorporate the innovation component in the existing and newly created long-term documents for the development of Russia are analyzed. It is demonstrated that the important mechanism for implementing the SDGs is monitoring indicators of sustainable development. The author's assessments of the state statistics confirm that statistical support for the SDGs remains insufficient. This allowed the author to identify ways to form a monitoring mechanism for achieving sustainable development goals in Russia and innovative shifts of the Russian economy.

The evolution of relations between the institutions of state and entrepreneurship in developed and developing countries at various stages of economic development has proved that their constructive interaction is a critical factor for successful socio-economic development. The constantly increasing gap between the needs and requirements of the population to public services, infrastructure, and budget constraints have resulted in the development of state-business partnership structures. The transforming role of the state in the economy necessitates the importance of finding alternatives to direct regulation of economic processes. One of them is the institute of public-private partnership (hereinafter referred to as PPP), which allows attracting additional resources to the economy, redistributing risks between the state and the business sector, directing entrepreneurial efforts to address important social and economic goals and objectives while maintaining the powers and functions of the state. Foreign experience shows that the implementation of PPP projects ensures significant cost savings.
