The focus of the paper is on toll road privatisation. An overview of the choice of privatisation and the form it took, in promoting the entry of Malays into business, is followed by a review of other studies on privatisation in Malaysia. Given the highly confidential nature of the privatised concessions, data on ownership and likely terms have been gleaned from rating of the bonds issued, as the bond market has been the key source of infrastructure financing. From such data, the dominance of the Malay managerial class over its business class is readily evident, especially after the Asian financial crisis (AFC). The likely impact of toll road privatisation on the stance of distribution is also examined. As concessions are still awarded on a negotiated basis, the issue of rent-seeking is also explored. Uncertainty and variability in the financial performance of the concessionaires can be seen from the spread and deterioration in credit of the issuers, attesting to the greenfield nature of the projects undertaken or due to differences in gearing or in the support and subsidy enjoyed from the government. The separation in ownership and control, either due to continued ownership by state-owned enterprises (SOEs) or widely held public listed companies (PLCs), has increased the risk of expropriation by those who exercise management control.

Purpose – This paper aims to explore the existence of two sets of factors societal institutions and management control systems’ (MCS) characteristics in the UAE business entities. Subsequently, this paper empirically examines the bilateral and the multivariate associations between the two sets. The societal institutions include six factors categorised in three main groups: cultural conventions, state structures and policies and skill development and control. The MCS characteristics consist of four factors which are: reliance on formal rules, control over the behaviour of employees, involvement of subordinates in target setting and performance evaluation and scope of information used in performance evaluation. Design/methodology/approach – Whitley’s model (1999) is adopted in the UAE business environment and the analyses are performed at the organisational level. Qualified accounting officials and managers are surveyed. The Kruskal-Wallis test, Spearman’s partial correlation and multiple regression are used for data analyses. Findings – Findings reveal the characteristics of the UAE societal institutions and the MCS in UAE organisations. They also reveal significant associations among four of the societal institution factors and most of the MCS characteristics. The results highlight the role played by the government structures and policies group in influencing the MCS characteristics in the UAE organisations. However, these results do not entirely agree with Whitley’s model. Research limitations/implications – The results of this study are restricted by the typical constraints associated with the survey method. The obtained results have implications for researchers and managers in facilitating the understanding of the relations among the various societal institutions and the MCS characteristics. Originality/value – This research, to the best of the authors’ knowledge, provides significant new empirical evidence into the relation between societal institutions and MCS characteristics in a non-Western economy.

Consumer satisfaction should be provided by organization. The Government service in the form of etoll green technology is an alternative service in toll road for public. This service is still new in the implementation. Therefore, it is necessary to do a study in the level of elasticity of the e-toll service. Consumer satisfaction from toll users becomes a measure of the success rate from this service. Consumer satisfaction from toll users who use e-toll will be achieved if they are satisfied with the e-toll product and GTO service. This study aims to test a model that explains consumer satisfaction from e-toll users. The theory underlying this study was service quality and satisfaction. The study was conducted on the toll roads in Jakarta. Unit analysis was e-toll users. Samples were taken based on convenient sampling. Structural Equation Modelling used SPSS 16.0 software and elasticity formula was used to test the hypothesis; while the implication for transport domain.

The Government obligate to secure BMN. The security include physical security, administrative, and legal secure. In order to secure the necessary administrative administration system that can create a control (controlling) on BMN. Thus the necessary tools in the form of system that can simplify the administration and control of BMN. Management Information Systems and Accounting State Assets (SIMAK-BMN) was organized with the aim to produce the necessary information as a tool of accountability for the implementation of the budget and management / control BMN controlled by an accounting unit of goods. But until now has not carried out an evaluation of the level of keefektivitas SIMAK-BMN especially in the Ministry of Culture and Tourism. Therefore conducted a study to determine the factors that influence the effectiveness of SIMAK-BMN. So this study can be useful for applications maker SIMAK-BMN in knowing what the important factors that must be considered to improve the effectiveness of SIMAK-BMN which have been implemented. The result is that the factors that influence the effectiveness of SIMAK-BMN are Facility, Usability and Quality Systems. Without the factors above, it is very unlikely that SIMAK-BMN can operate effectively.

Governments all over the world are paying great attention to economic innovation and the development of design in modern society. They are spending more and more recourses on making rules for Industrial Design Policy and measuring its implementation. As a method to make macroeconomic regulation and control by the government, the effectiveness and importance of design policy has already been widely admitted. In a macro-background of the three turns of Chinese design policy, taking the design policy of Guangdong province as an example, this article will analyze how local/regional government should respond to the national design policy. Based on the investigation and analysis of the winners of the "Guangdong Governor Cup Industrial Design Competition", this paper discusses how industrial design competition as a part of the design policy to support the development of industrial design. After making a comparison with the design policy of the Yangtze River Delta area, this article tries to enhance and perfect the current policy path.

Background: Anemia in adolescent girls possess greatest burden on their health as it leads to poor cognitive development, poor reproductive health and if not treated may lead to intrauterine growth retardation in their developing fetus. The prevalence of anemia among adolescent is 27% in developing country and 6% in developed country. The Government of India has launched National Anemia Control Programme, to prevent and control anaemia in children and adolescents. But the problem is still persisting because of many issues like - poor palatability, intolerance to the drug used, poor absorption of the drugs used, constipation, discoloration of stool, unpleasant odor and taste etc. result in poor compliance and therefore non adherence to the therapy which finally results in poor improvement. By looking at the magnitude of the problem, an Ayurveda drug Vajravatakmandura has been selected for the study and the present study was undertaken to evaluate the efficacy of the trial drug in iron deficiency anemia in adolescent girls. Material and methods: 100 subjects satisfying inclusion and exclusion criteria were selected and were randomly divided in two groups. In group A, the trial drug Vajravatakmaņdura was administered and in group B, IFA tablets were given for two month of duration with follow up at every fortnight. Result: Both the trial and control groups showed extremely significant result over subjective parameters. Trial drug Vajravatakmaņdura in group A was found more effective over the subjective parameters - weakness, palpitation, pallor and loss of appetite with % gain of 39.77%, 39.39%, 39.17%, 38.09% respectively. Statistical analysis between before and after treatment findings of objective parameters, extremely significant (P less than 0.0001) improvement was found in both groups in all parameters, except for RBC count in group A, which was significant. No adverse effects were reported during entire period of study by any of the patients in trial group treated with trial drug. Conclusion: The trial drug “Vajravatakmandura” is effective, safe and palatable for the management of iron deficiency anemia in adolescent girls.

Purpose The purpose of this paper is to benchmark the operational and financial performances of the major Indian seaports to help derive useful insights to improve their performance. Design/methodology/approach A two-stage data envelopment analysis (DEA) methodology has been used with the help of data collected on the 13 major seaports of India. The first stage of the DEA captured the operational efficiencies, while the second stage the financial performance. Findings A window analysis over a period of three years revealed that no port was able to score an overall average efficiency of 100 per cent. The study identified the better performing units among their peers in both the stages. The contrasting results of the study with the traditional operational and financial performance measures used by the ports helped to derive useful insights. Research limitations/implications The data used in the study were majorly limited to the available sources in the public domain. Also, the study was limited to the major seaports which are under the Government of India and no comparisons were carried out with other local or international ports. Practical implications There is a need to prioritize investments and improvement efforts where they are most needed, instead of following a generalized approach. Once the benchmark ports are identified, the port authorities and other relevant stakeholders should work in detail on the factors causing inefficiencies, for possible improvements in performance. Originality/value This paper carried out a two-stage DEA that helped to derive useful insights on operational efficiency and financial performance of the India seaports. A combination of the financial and operational parameters, along with a comparison of the DEA results with the traditional measures, provided a different perspective on the Indian seaport performance. Considering the scarcity of research papers reported in the literature on DEA-based benchmarking studies of seaports in the Indian context, it has the potential to attract future research in this field.

AbstractWe established a stochastic individual-based model and simulated the whole process of occurrence, development, and control of the coronavirus disease epidemic and the infectors and patients leaving Hubei Province before the traffic was closed in China. Additionally, the basic reproduction number (R0) and number of infectors and patients who left Hubei were estimated using the coordinate descent algorithm. The median R0 at the initial stage of the epidemic was 4.97 (95% confidence interval [CI] 4.82–5.17). Before the traffic lockdown was implemented in Hubei, 2000 (95% CI 1982–2030) infectors and patients had left Hubei and traveled throughout the country. The model estimated that if the government had taken prevention and control measures 1 day later, the cumulative number of laboratory-confirmed patients in the whole country would have increased by 32.1%. If the lockdown of Hubei was imposed 1 day in advance, the cumulative number of laboratory-confirmed patients in other provinces would have decreased by 7.7%. The stochastic model could fit the officially issued data well and simulate the evolution process of the epidemic. The intervention measurements nationwide have effectively curbed the human-to-human transmission of severe acute respiratory syndrome coronavirus 2.
