Natural conditions of certain area imply to the complex influence of various elements of the environment (surface, relief, climate, water, vegetation type) and man, and knowledge of their recent state represents basis of an integrated approach in the land use planning. Analysis of natural conditions and processes in the Serbian-Macedonian border area is usually done through the valorization of natural potentials, but aspect of their limiting influence on the development of this territory - natural hazards assessment has remained unresolved. Degree of natural hazards vulnerability of a certain territory is an important factor in land use planning, because it represents a threat to the undisturbed development of a certain teritory. The basic idea of this paper is to provide multi-hazard assessment and the integral map of areas vulnerable to various types of natural hazards in Serbian-Macedonian border area. In this way seclusion of areas where natural conditions can represent the limiting factor for the development of the analyzed territory shall be performed.

Abstract Land use planning in an area will refer to the regulations that have been established by the City Planning Office of each region. This is because each region has the authority to plan spatial plans in their respective regions. The border area is an area whose land use can be influenced by two different regional regulations. This is because the border area is a special area located on the border between two regions, each of which has spatial planning regulations. Gayungan District is one of the sub-districts included in the Border Area between Surabaya City and Sidoarjo Regency. To prevent overlapping spatial regulations that may occur in Gayungan District, it is necessary to monitor the suitability of land use using geographic information system technology and remote sensing. The data used in this study are the 2019 Gayungan District RDTRK Map and very high resolution satellite imagery of Pleiades Surabaya City 2019. The method used is the Object Based Image Analysis (OBIA) method. The result of this research is the suitability of land use in Gayungan District. A land use can be said to be suitable if the existing land use is in accordance with the land use in the plan. Meanwhile, land use is said to be inappropriate if the existing land use is different from the planned spatial use. All land use classes in Gayungan District in 2019 had a higher percentage of unsuitable land than the percentage of suitable land. Each percentage of land is not suitable for each land use class, namely: water body class by 92.593%, road class by 78.035%, industrial class by 77.838%, defense class by 76.706%, green open space class by 69.736%, and residential class by 52,27%. So it can be said that the land use in Gayungan District in 2019 was not in accordance with the plans in the City Spatial Detail Plan Map for 2018-2038, but the land use could be appropriate in its designation for the future, because there is a possibility of development for residential class, industrial class, and defense class on open land that is still widely available.

The object of the study are methods and models of the discipline of land use planning and management. The subject of the research is the structure of informational support of urban planning activity, cadastral survey and expert systems. The purpose of the paper: to develop the structure of informational and analytical support of urban planning models, and also structural and logical models of natural conditions and processes, activities and structures in the field of land use planning and management. Area of application: information support of all types of urban planning activities. It is advisable to use the results of the work for Improvement of informational support of legislative bodies, municipal administrations and other institution responsible for urban development.

California has established state-level policies that utilize knowledge of where natural hazards are more likely to occur to enhance the effectiveness of landuse planning as a tool for risk mitigation. These policies set minimum standards for local government, and range from State designation of regulatory natural hazard zones to requirements that cities and counties include a Safety Element in their General Plan that evaluates their exposure to earthquakes, wildfires, floods, and other natural hazards, and to prepare a federal Local Mitigation Plan to reduce the risk. Such requirements placed on local government are enforced by potential liability for losses for failure to act, and the potential ineligibility for disaster relief funds should a catastrophic event occur. Building codes have been the primary means of mitigating the impact of natural hazards, but continued growth into high-risk terrain and repetitive losses have focused attention to the merits of avoiding harm’s way by means of prudent land-use decisions. Restricting land use can be difficult under the pressures of growth and development. California code exploits knowledge that the cost to adequately protect public safety can influence the type of development that is feasible when considering occupancy (high/low density residential, manufacturing, parkland, etc.) and critical function, such as the need to maintain essential services (police, fire, hospitals, emergency operation centers, etc.). Experience in California demonstrates that a combination of education, outreach, and mutually supporting policies that are linked to state-designated natural hazard zones can form an effective framework for enhancing the role of land-use planning in reducing future losses from natural disasters.

AbstractMost natural hazards can be dealt with be measures involving avoidance or prevention, the causes of such hazards being relatively well understood so that identification and prediction (admittedly not in absolute terms) can be made. Nonetheless in many parts of the world, the response to natural hazards by means of risk evaluation and consequent land use planning is lacking. Many methods are available to evaluate the risk which potential hazards present. The results can be used to produce hazard-risk maps. It could be another generation or two before there is enough user generated feedback to help establish a model for mapmakers to follow.

The rational use of land should be ensured, soil-friendly agricultural branches should be developed as well as attractive environment for work, living and resting in the countryside should be created in promoting rural development in Lithuania. Areas with favourable natural conditions have a high degree of economic activity, farm size, and economic development. However, not everywhere the natural conditions for the development of agriculture are favourable. The research was carried out in the Giedraičiai rural area of Molėtai district, which deals with the factors influencing the use of land, the declared area of land, the problem of land abandonment. The methods of legal analysis, analysis of literature, analysis, comparison and aggregation of statistical data were used during the research. After the fulfilment of the analysis of the declared area of land during the period between the years 2012 and 2016, it was established that the area of agricultural land declared during the five years increased by 655 hectares, the number of farmers who declared agricultural land decreased by 104, and the number of declared parcels declined even to 1729. The process of the growing of farms is likely to occur. The area of abandoned land in Giedraičiai subdistrict reaches 300 hectares, the number of abandoned areas exceeds 800. Estimating the statistical data and solutions of the general plan of the Molėtai district area preliminary solutions for the management of the territory of the Giedraičiai subdistrict for agriculture and rural development are being provided, i.e. it is planned to implement rural development land use planning projects for the management of farms, and to select a farmhouse farm site. To reduce the abandoned land areas, it is advisable to plan forests, expand the areas of meadows and natural pastures, apply organic farming and adapt the areas for recreation.
