This paper analyzes natural and anthropogenic tourism resources in the Carpathian region in Serbia, as well as legal and institutional frameworks which need to be strengthened with the aim of ensuring sustainable tourism development of the region. The sustainable tourism development will necessitate the linking of stakeholders within and at the level of the region, along with an adequate support at the national level in order to take advantage of numerous opportunities offered by an increasingly intense cross-border cooperation. Taking into account the greater number of protected areas and those planned to be protected in the Carpathian region, as well as specificities of tourism development in these areas, special attention in the paper has been given to sustainable tourism development of protected areas.

This article highlights policy in the field of sustainable tourism development being implemented at various institutional levels with particular attention to Russia as one of the participants in this cooperation. The author of this paper examines the processes aimed at achieving sustainable development goals in tourism at each of these levels. The initial focus of this article is to investigate how the territorial cooperation programs operating in the Baltic Sea Region in 2014–2020 contributed to sustainable development of tourism. There were more than 1000 projects investigated within the research area and the author found that 155 of them contribute to sustainable tourism development. The programs with the highest number of projects are in Latvia–Russia, Poland–Russia and Lithuania–Russia. They are mostly targeted at ecotourism development (35) or historical and cognitive projects (28). This supports our hypothesis regarding the importance of cross-border cooperation programs in implementing United Nations Sustainable Development Goals.

The most attractive tourist destinations are those that have preserved natural and geographical environment, protected nature and anthropogenic tourist motives attracting domestic and foreign tourists. Very often rural and mountainous areas in Serbia have been neglected, without developmental perspectives. Sustainable tourism development in these areas represents conditionality for the use of tourism areas, so that they are not destroyed in such a way that future generations cannot use them. Destinations that have the capability to offer such tourism resources are able to be competitors in the tourism market. The significance of tourism development for rural and mountainous parts of Serbia is extremely high given that world tourism trends are oriented towards such destinations. It is about poorly developed areas. This chapter aims at understanding the potential of mountains and rural parts of Eastern Serbia and their inclusion into the tourism offer, using the long-term concept of sustainable development of this part of Serbia.

The use of renewable energy in sustainable tourism development of the region is substantiated in the paper. There are three stages in selecting areas for projects on renewable energy sources: selection of the potentially suitable area; consideration of exclusion criteria; detailed assessment of potential areas. The impact factors on spatial constraints and the opportunities for building solar power plants, on the parameters of sustainable tourism development in the Carpathian region were determined. New research findings were obtained, the result of which was the concept and cartographic models of the environmentally safe location of renewable energy objects. New methods and methodological recommendations for the development of renewable energy in the Carpathian region were described as prospective taking into account the constraints on the parameters of environmental safety and tourist use of the territory.
