This chapter examines the complex relationship between ‘punishment’ and ‘welfare.’ It traces the various ways in which penal systems are influenced by, and interact with, broader systems of social welfare and how these linked institutions function as modes of social control and class control. Following a critical review of the historical and comparative literature—and associated questions of data and method—it discusses how penal and welfare policies relate to the social problems they purport to address and to the political and socio-economic structures within which they operate. ‘Penal-welfarist’ and ‘welfarist’ practices are defined and differentiated, some common elements of practices of punishing and assisting are identified, and the fundamentals of ‘the welfare state’ and its recent neoliberal history are explained.

Karang Taruna is a social forum that is expected to be able to overcome various social problems that produce young generations and are able to develop the potential of the younger generation in their environment in the frame of increasing the level of social welfare of the community. This great mission from Karang Taruna cannot always be smooth, for example in the Griya Asri Karang Taruna Group. Griya Asri Kalitengah Karang Taruna is a Taruna reef that is quite active in the social field, but this group has a positive foundation that can hone skills and can increase motivation to be a creative and independent generation. Therefore, the researchers took the initiative to conduct an Art-Enginering (Areng) training on Pemuda Karang Taruna Griya Asri Kalitengah with Pawitra Ruang Seni to improve their skills in art and the manufacture of simple tools. Components of Training Success are viewed from the achievement of the target number of trainees and the achievement of training objectives. At the level of achievement of the target number of trainees from the data of members of the Asri Kalitengah Griya Karang Taruna can determine the target participants get 50% of the total member data and 77% of the total active members. As for the target achievement of goals in terms of changes in perceptions and motivations improved by using the questionnaire and questionnaire methods, while the assessment of changes in skills was reviewed from the implementation of the program agenda before and after the participants attended the training. In addition, it was also reviewed from the first activities carried out by cadets at regular meetings after the training was held. The general results of the data obtained from the training are good. From what is seen from the motivation, the quality of the practices that have been produced by the participants, it can be concluded that the objectives of this activity have been obtained.

Tunagrahita an integral part of the social process in Indonesia. Tunagrahita problems are social problems, because it is a situation that leads to the violation of values, norms, and lead to people being emotional. As a manifestation of the community's efforts to increase social welfare for Tunagrahita, then the various activities of the empowerment-based community resources is necessary, one of them in Kampung Idiot, Ponorogo Regency. The purpose of this study is to look at the model of Tunagrahita community empowerment in the place. The method used is descriptive method with qualitative approach. Data was collected through interviews and documentation. The result Showed model of Tunagrahita Community Empowerment in Kampung Idiot is community empowerment based on a economy strengthening. Tunagrahita merupakan bagian tak terpisahkan dari proses sosial kemasyarakatan di  Indonesia. Permasalahan Tunagrahita merupakan permasalahan sosial, karena merupakan keadaan yang mengarah kepda pelanggaran nilai-nilai, norma, serta mengakibatkan penderita menjadi emosional. Sebagai wujud dari upaya masyarakat terhadap peningkatan kesejahteraan sosial bagi Tunagrahita, maka berbagai kegiatan pemberdayaan yang berbasis sumber daya masyarakat memang perlu dilakukan, salah satunya di Kampung Idiot, Kabupaten Ponorogo. Tujuan penelitian ini adalah untuk melihat model pemberdayaan masyarakat Tunagrahita di tempat tersebut. Metode yang digunakan adalah metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilakukan dengan wawancara dan dokumentasi.  Hasil Penelitian menunjukkan Model Pemberdayaan Masyarakat Tunagrahita di Kampung Idiot adalah pemberdayaan masyarakat berbasis penguatan.

Political ideologies shape public policy debates as well as the social policy strategies developed to address social problems. The clashes among these long-standing political traditions—conservatism, liberalism, radicalism—reflect fundamental and often irreconcilable differences regarding social, economic, and political life. Ideology also shapes theories of racial and gender inequality. These ideological perspectives and theories are compared for their views on several core issues that underpin social welfare provision, including human nature, need, the general welfare, social problems, and the role of government. The resulting distinctions provide social workers with a framework to more effectively assess contemporary social welfare policies.

Recent advances in the role of religion in social welfare in the USA pose both threats and opportunities for social welfare in Canada. Should Canada emulate or resist the US pattern of increased partnerships between government and religion in addressing social problems? This paper raises three questions for consideration regarding the role of religion and its relationship with government in Canadian social welfare: 1) To what extent does government’s relationship with religion favour particular religious groups over others? 2) To what extent does government’s relationship with religious groups encourage or limit freedom of religious expression for individuals and groups? 3) To what extent does government’s relationship with religion indicate a retreat from state responsibility for addressing social problems? The paper concludes with implications for Canadian social welfare and suggests how the social work profession can respond.
