Soviet Perceptions of U.S. “Positions-of-Strength” Diplomacy in the 1970s

Soviet political scholars have argued that, since 1970, it has become impossible for the United States to pursue a “positions-of-strength” foreign policy effectively. These analysts feel that in the past, the U.S. has relied heavily on projecting its military strength in diplomatic affairs, and that changes in the international political and economic order now prevent the continuation of this policy. A study of the positions-ofstrength issue in Soviet scholarly journals reveals that Soviet scholars do not agree on how the United States will react to this development. While the majority contends that the U.S. will try to regain its ability to pursue positions-of-strength diplomacy, a significant minority believes that the time is right for a deepening of Soviet-American cooperation. Although the prospects for cooperation appear less promising at present than they did during 1972–1975, the study shows a general softening on the subject of cooperation since 1970.

Counterintelligence is the business of identifying and dealing with foreign intelligence threats to a nation, such as the United States. Its main concern is the intelligence services of foreign states and similar organizations of non-state actors, such as transnational terrorist groups. Counterintelligence functions both as a defensive measure that protects the nation's secrets and assets against foreign intelligence penetration and as an offensive measure to find out what foreign intelligence organizations are planning to defeat better their aim. This article addresses the Federal Bureau of Investigation's (FBI) foreign counterintelligence function. It briefly traces its evolution by examining the key events and the issues that effected its growth as the principle civilian counterintelligence service of the U.S. government.

When coronavirus began to descend upon the United States, religious freedom advocates across the country sounded the alarm that citizens’ religious practices and institutions were under threat. Although some of the most extreme arguments championed by these advocates were not validated by our legal system, many were. This article explores the underappreciated gains made by religious freedom advocates before the U.S. Supreme Court over the past year. As a result of the “Pandemic Court”, religious freedom in the United States has been rewritten. This promises to radically change the educational, employment, and health prospects of millions of Americans for the rest of the pandemic and long afterwards.

This article reviews three recent books critical of America's new “imperial” foreign policy, examines whether the United States can properly be compared to empires of the past, and identifies three aspects of contemporary American policy that may well be called imperialist. It also addresses some of the main objections to recent U.S. foreign policy made by American realist scholars and argues that traditional interstate realism can no longer readily apply to the problem ofAmerican unipolar preponderance over an anarchical, nuclear-armed world.

This essay looks at the hearing held by the Foreign Affairs Committee of the U.S. House of Representatives in April 1922 on the subject of a Jewish National Home in Palestine, as well as the broader congressional debate over the Balfour Declaration at that crucial time. The landmark hearing, which took place against the backdrop of growing unrest in Palestine and just prior to the League of Nations' formal approval of Britain's Mandate over Palestine, offers a glimpse into the cultural and political mindset underpinning U.S. support for the Zionist project at the time as well as the ways in which the political discourse in the United States has, or has not, changed since then. Despite the overwhelming support for the Zionist project in Congress, which unanimously endorsed Balfour in September 1922, the hearing examined all aspects of the issue and included a remarkably diverse array of viewpoints, including both anti-Zionist Jewish and Palestinian Arab voices.

In the past two decades, the United States has experienced a rapid rise in the use of opioids by its population, a context that has come to be assessed by the U.S. government as a threat to national and international security that requires emergency measures. The strategies of the U.S. government and transnational pharmaceutical corporations for resolving the insecurity generated by capitalist accumulation constitute what a certain literature calls “pacification.” In addition, these corporations export to the “foreign” the contradictions inherent in the opioid control policy that underlies the capitalist logic of drugs. Thus Latin American populations have been instrumentalized in the “solution” of this crisis either as a focus of violence by the state or as a focus of consumption by the market. Nas últimas duas décadas, os Estados Unidos vivenciaram uma rápida ascensão do uso de opioides pela sua população, contexto que passou a ser avaliado pelo governo estadunidense como uma ameaça à segurança nacional e internacional que demanda medidas emergenciais. As estratégias do Estado estadunidense e das corporações farmacêuticas transnacionais para solucionar a insegurança gerada pela acumulação capitalista configuram o que certa literatura chama “pacificação” Ademais, elas exportam para o “estrangeiro” as contradições próprias da política de controle de opioides que fundamenta a lógica capitalista das drogas. Assim, populações latino-americanas têm sido instrumentalizadas para a “solução” dessa crise, seja como foco da violência pelo Estado, seja como foco do consumo pelo mercado.

Assessing the output of past foreign policy is instrumental for any country to learn policy-relevant insights, to appreciate its experience, and to improve its future conduct. To glean such insights, this article borrows Baldwin’s framework in assessing the success and failure in foreign policy. Using a case study analysis, it assesses the United States’ (U.S.) influence attempt towards Indonesia to resolve the 1999 East Timor humanitarian crisis. President Clinton’s decision to undergo an influence attempt primarily aimed to change Indonesia’s policy while gaining support from U.S. allies in the process. The article finds that Clinton’s decision was a highly successful attempt. This finding is based on several factors: (1) the attempt effectively attained the intended primary and secondary goals at a considerably high degree; (2) it was conducted at a considerably low cost for the U.S.; (3) it inflicted a high cost towards Indonesia; (4) the increase in Clinton’s stake strengthened the U.S. resolve to pursue the influence attempt; and (5) Clinton had successfully overcome the difficult undertaking as Indonesia possessed higher stake over East Timor. These findings provide some lessons for both U.S. and Indonesian foreign policymakers to chart future relations for the two nations.

The authors use simple bilinear regression to assess changes in the geographical movement (latitude and longitude) of mass shootings in the United States between 1982 and 2017.  The path taken by the location of the ninety-five mass shootings over the 36-year period has shifted south.  An analysis of differences by census region and blue/red state distinctions within each census region reveals disproportionately many mass shootings in Midwestern states between 2000 and 2008, and disproportionately many in red Southern states over the past three-plus decades.

This chapter uses the Iran and Russia cases to understand how modern U.S. financial sanctions operate (including how they interact with traditional tools of foreign policy) and how to better incorporate them into the United States’ standing arsenal of foreign policy tools. It does so by considering three broad sets of questions: First, how has the use of financial sanctions evolved over the past fifteen years? Second, what are the main ways in which financial sanctions impose costs on sanctioned countries? Finally, how should U.S. policymakers alter the use of financial sanctions to maximize their impact, sustain their strength, and minimize problematic side effects?
