IF, as has been suggested, a country without a foreign policy is a happy country, then the United States must have reached the peak of its felicity between the Civil War and the turn of the century. Of all the Secretaries of State in that otherwise obscure progression from William Seward to John Hay only one has managed to escape oblivion and capture the imagination of diplomatic historians. That exception is James G. Blaine. Secretary of State on two separate occasions and under three different presidents, Blaine brought to his office not only his personal dynamism but also an apparently well thought-out conception of foreign affairs. Unlike his contemporaries, who seemed content merely to react to events, Blaine appeared to have a policy. The genesis of that policy has been a source of controversy ever since.

AbstractIt is a common—often stereotypical—presumption that Europe is secular and America religious. Differences in international religious freedom and religious engagement policies on both sides of the Atlantic seem to confirm this “cliché.” This article argues that to understand why it has been easier for American supporters to institutionalize these policies than for advocates in the EU, it is important to consider the discursive structures of EU and US foreign policies, which enable and constrain political language and behavior. Based on the analysis of foreign policy documents, produced by the EU and the United States in their relationship with six religiously diverse African and Asian states, the article compares how both international actors represent religion in their foreign affairs. The analysis reveals similarities in the relatively low importance that they attribute to religion and major differences in how they represent the contribution of religion to creating and solving problems in other states. In sum, the foreign policies of both international actors are based on a secular discursive structure, but that of the United States is much more accommodative toward religion, including Islam, than that of the EU.

The Republic of Colombia was the first Latin American nation to which the United States extended a formal act of recognition in 1822. This country was also the first of these new republics with which the United States negotiated a treaty of friendship, commerce, and navigation. The importance of incorporating the principle of religious liberty in our first commercial treaty with Latin America was revealed in the emphasis that John Quincy Adams, Secretary of State, placed on it in his initial instructions to Richard Clough Anderson, Jr., Minister Plenipotentiary to Colombia. Religious liberty was one of the specific articles stipulated by Adams for insertion in the prospective commercial treaty.

This chapter examines US foreign policy in Latin America and the historical evolution of US relations with the region. It first considers the Monroe Doctrine and manifest destiny, which sought to contain European expansion and to justify that of the United States under an ethos of hemispherism, before discussing the projection of US power beyond its frontiers in the early twentieth century. It then explores the United States’ adoption of a less unilateral approach during the depression of the 1930s and an aggressively ideological approach in the wake of the Cuban Revolution. It also analyzes US policy towards the left in Central America, where armed conflict prevailed in the 1980s, and in South America, where the Washington Consensus brought an end to the anti-European aspects of the Monroe Doctrine by promoting globalization. Finally, it looks at the impact of the Cold War on US policy towards Latin America.

The fourteenth session of the Council of Ministers of die Central Treaty Organization (CENTO) was held in Ankara, Turkey, on April 20–21, 1966, under the chairmanship of Ihsan Sabri Caglayangil, the Foreign Minister of Turkey. Others attending the session were Abbas Aram, Foreign Minister of Iran; Zulfikar Ali Bhutto, Foreign Minister of Pakistan; Michael Stewart, Secretary of State for Foreign Affairs of the United Kingdom; and Dean Rusk, Secretary of State of the United States. The session had been preceded by a meeting of the CENTO Military Committee held in Tehran, Iran, on April 5–6.

This article evaluates the U.S. role in the revolutions of 1989, specifically the claim that the U.S. government was a catalyst, accelerating the pace of change in Eastern Europe. Drawing from memoirs, declassified U.S. cables, Polish Ministry of Foreign Affairs reports, and underground literature from the Polish opposition, the article shows that the policy of George H. W. Bush's administration was not a “catalyst” and did not even “grease the skids” to remove Communist governments from power during the first ten months of 1989. Rather, the United States pursued a much more cautious policy that actively sought to impede the pace of change. The evidence indicates that U.S. policy was much more fixated on promoting stability in Eastern Europe, preferring evolutionary change to revolutionary transformation. The article concludes by placing these findings in the context of the emerging scholarship on the revolutions of 1989 and the Bush administration's foreign policy

U.S. foreign policy toward Latin America in the 19th century initially focused on excluding or limiting the military and economic influence of European powers, territorial expansion, and encouraging American commerce. These objectives were expressed in the No Transfer Principle (1811) and the Monroe Doctrine (1823). American policy was unilateralist (not isolationist); it gradually became more aggressive and interventionist as the idea of Manifest Destiny contributed to wars and military conflicts against indigenous peoples, France, Britain, Spain, and Mexico in the Western Hemisphere. Expansionist sentiments and U.S. domestic politics inspired annexationist impulses and filibuster expeditions to Mexico, Cuba, and parts of Central America. Civil war in the United States put a temporary halt to interventionism and imperial dreams in Latin America. From the 1870s until the end of the century, U.S. policy intensified efforts to establish political and military hegemony in the Western Hemisphere, including periodic naval interventions in the Caribbean and Central America, reaching even to Brazil in the 1890s. By the end of the century Secretary of State Richard Olney added the Olney Corollary to the Monroe Doctrine (“Today the United States is practically sovereign on this continent and its fiat is law upon the subjects to which it confines its interposition . . .”), and President Theodore Roosevelt contributed his own corollary in 1904 (“in the Western Hemisphere the adherence of the United States to the Monroe Doctrine may force the United States, however reluctantly, in flagrant cases of wrongdoing or impotence, to exercise an international police power”). American policy toward Latin America, at the turn of the century, explicitly justified unilateral intervention, military occupation, and transformation of sovereign states into political and economic protectorates in order to defend U.S. economic interests and an expanding concept of national security.

China has had a significant incidence in various sectors of African and Latin American politics, economy, and trade. There is no denying that its foreign policy has strategic interests in both regions. One of the most outstanding features of Chinese politics is its desire to promote cooperation to foster a renaissance between Asia and Latin America and Africa. Unlike the old colonial masters, China is committed to providing these regions with new opportunities for development. Bearing in mind Alfred Mahan’s theory of naval power, and the strategic rearguard that, at a given time, it allowed the United States, China is attempting to maintain the strategic center of gravity, which the economic control of Latin America and Africa and its surrounding resources provides to generate a strategic expansion that would ensure its interests and power in the hemisphere. In exchange, China strives to promote economic, commercial, political, and social development in African and Latin American societies.

Other member governments were represented by Paul Hasluck, Minister for External Affairs of Australia; D. J. Eyre, Minister of Defense of New Zealand; Zulfikar Ali Bhutto, Minister of Foreign Affairs of Pakistan; Librado D. Cayco, Under Secretary of Foreign Affairs of the Philippines; Thanat Khoman, Minister of Foreign Aflairs of Thailand; and George W. Ball, Under Secretary of State of the United States. Achille Clarac, French Ambassador in Bangkok and Council representative for France, also attended the London session as an observer. (On April 20 the French Ministry of Foreign Affairs had announced that France would not send a delegation to the meeting although Ambassador Clarac would be present as an observer only.)

It is commonly thought that income distribution among people became more concentrated after the Civil War and that this direction continued until the turn of the century. We can look methodically at the income tax distributions from the Civil War period and compare them directly with the distributions arising from the income tax after 1912. We also have some data from the abortive income tax of 1894. After examining the various blocks of evidence, the conclusion will be made that inequality among upper-income groups did not increase during this period. It is necessary to emphasize that the present investigation is one of income and not of wealth. It might have been possible for the nonhuman wealth distribution among people to remain constant or to increase in inequality while the personal income distribution was decreasing in inequality.
