This chapter explores in more detail the nature of the relationship between education and youth employment in tourism. It reviews the development of tourism and hospitality higher education with a particular focus on perceptions of the purpose of education from policy makers’ standpoint. It extends the discussion around skills begun in the previous chapter within the context of employability, reviewing the role employers, universities and policy makers play in the provision of a skilled tourism workforce. The chapter concludes by outlining the potential advantages of hiring a young workforce.

Since 1978 science and technology (S&T) have been officially seen as the motors of future growth and modernization of the Chinese economy. Much effort has been devoted to the formulation and implementation of policy to reform the S&T sector to ensure that it will contribute much more than it has in the past to social and economic development. One objective of the reforms has been to mobilize under-utilized resources to expand research and develop ment (R&D) activities. It is in this context that policy-makers in China started to focus their attention on the higher education sector (HES). The sector's potential role as an important R&D performer has been progressively articulated over time in breadth and depth as policy-makers’ concerns have expanded, to examine the relationship between training S&T personnel and scientific research in the context of the rapid changes wrought by the “new technological revolution” (xin jishu geming).

This aim of this book was to establish a baseline of information on youth employment in tourism and hospitality, as well as to review the nature and determinants of youth employment in the sector. In doing so it has covered a broad body of literature and, on occasion, been quite critical in the process, notably in relation to educational policy but also in relation to working conditions. Notwithstanding the critique, the text seeks to offer a conciliatory tone and acknowledges that many young people go on to find extremely satisfying careers in the sector. As examples throughout have demonstrated, being a responsible employer and being successful are not mutually exclusive – far from it. Ultimately, ensuring young people are offered meaningful work, which tourism is well placed to do, is in everyone’s interest, from key stakeholders such as young people and the business community, to policy makers, and educational institutions, as well as to wider society who all suffer the effects of high rates of youth unemployment.

This study sought to determine the relationship between monitoring and evaluation (M&E) practices and academic staff motivation in higher education, from a Rwandan perspective. Particularly, the study aimed at describing the M&E practices applied, assessed how quality of feedback affects academic staff motivation, and determined the relationship between M&E practices and academic staff motivation. The study employed a mixed-methods approach to collect data from academic staff. A total of 105 faculties were sampled. The study established that M&E practices, including staff self-evaluation, students–staff evaluation, peer evaluation, and evaluation by supervisor, are applied at varying emphasis. Furthermore, both the supervisees and supervisors agreed that the quality of feedback provided during evaluation is fairly effective, although recognition of their performance is rarely appreciated. It was further established that weak to moderate correlations exist between M&E practices and academic staff motivation with “ r” varying from 0.268 to 0.4460. Although some indications for the direction of influence have been generated, the study, however, does not permit one-way final conclusion about the effect of any of the M&E practices to academic staff motivation. Based on the findings, this study recommends that policy makers design a policy on M&E, which would guide supervisors in M&E exercise.

This study examined the efficacy of an ACT-based merit index (ACT-index) in predicting the first-to-second-year retention of undergraduate college students. The ACT-index quantifies the relationship between students' ACT Composite score and the average ACT Composite score of their high school classmates. Higher education policy makers have proposed the use of merit-indices, similar to the one examined in this article, to predict retention as a way to increase diversity and combat anti-Affirmative Action trends. Results indicated that the ACT-index, although a significant predictor of retention, failed to predict retention as well as the ACT-Composite score. Evidence, however, indicates that further exploration into retention models that utilize merit-indices is warranted. Policy implications of these findings are discussed.

This paper explores the relationship between education and labour market positioning in The Hague, a Dutch city with a unique labour market. One of the main minority groups, Turkish-Dutch, is the focus in this qualitative study on higher educated minorities and their labour market success. Interviews reveal that the obstacles the respondents face are linked to discrimination and network limitation. The respondents perceive “personal characteristics” as the most important tool to overcoming the obstacles. Education does not only increase their professional skills, but also widens their networks. The Dutch education system facilitates the chances of minorities in higher education through the “layering” of degrees.

ABSTRACT Understanding policy process involves many distinctive approaches. The most common are institutional, groups or networks, exogenous factors, rational actors, and idea-based approach. This paper discussed the idea-based approach to explain policy process, in this case policy change. It aims to analyse how ideas could assist people to understand policy change. What role do they play and why are they considered as fundamental element? It considers that ideas are belong to every policy actor, whether it is individual or institution. In order to answer these questions, this paper adopts Kingdon’s multi streams approach to analyse academic literatures. Through this approach, the relationship between ideas and policy change can be seen clearer. Ideas only can affect in policy change if it is agreed and accepted by policy makers. Therefore the receptivity of ideas plays significant role and it emerges policy entrepreneurs. They promote ideas (through problem framing, timing, and narrative construction) and manipulate in order to ensure the receptivity of ideas. Although policy entrepreneurs play significant role, political aspects remains the most important element in the policy process. Faculty engagement has been proved to be a critical driver of the universities’ efficiency and effectiveness. The first step towards building an engaged workforce is to get a measure of faculty perceptions of their engagement level to their universities. Accordingly, the purpose of this paper is to investigate the faculty members' engagement in the Imam Abdulrahman Bin Faisal University. It examines the relationship between the faculty professional variablesand their level of engagement to their institutions. William Kahn's (1990) three-component model of employee engagement was partially adapted as a framework to measure the faculty members' engagement. A questionnaire was used to better address the objective of this study. The data were obtained from the Imam Abdulrahman Bin Faisal University (Dammam University) through an internet-based survey. The validity and the reliability of the questionnaire has been evaluated and reported. Results of the analyses show that cognitive engagement is reported to be higher than both the emotional and physical engagement, with a mean rating of 4.040 and a standard deviation of .487, based on the five-point scale. Given the engagement level of the faculty members in this study, the university administrators should develop policies, and strategies that encourage and support engagement among faculty members at the University in order to maximize their engagement. Policy makers must also take into consideration the needs of the faculty members

<?page nr="1"?>Abstract This article investigates the ways in which service-learning manifests within our neoliberal clime, suggesting that service-learning amounts to a foil for neoliberalism, allowing neoliberal political and economic changes while masking their damaging effects. Neoliberalism shifts the relationship between the public and the private, structures higher education, and promotes a façade of community-based university partnerships while facilitating a pervasive regime of control. This article demonstrates that service-learning amounts to an enigma of neoliberalism, making possible the privatization of the public and the individualizing of social problems while masking evidence of market-based societal control. Neoliberal service-learning distances service from teaching and learning, allows market forces to shape university-community partnerships, and privatizes the public through dispossession by accumulation.

The objective of this study was to measure the level of cruise tourists' satisfaction as well as the relationship between satisfaction, recommendation, return intention, and expenditure. Also, the impact of factors such as nationality, length of the visit, and age on the level of expenditure was measured. An empirical approach for data collection was followed and a total of 152 questionnaires were collected from cruise tourists visiting the capital city of Oman, Muscat, as cruise liners anchor at Sultan Qaboos Port. Results of the regression analysis supported the existence of a causal relationship between satisfaction with destination attributes, overall satisfaction, recommendation, return intention, and expenditure. It was found that the average expenditure varies according to age and length of the visit. Recommendations for policy makers were suggested on how to increase the role of cruise tourism in strengthening the economy.
