This study examined the performance of State institutions in environmental protection in Taraba State with a view to ascertaining their capacity for environmental protection or otherwise and the challenges undermining their efforts. The study is anchored on the theory of Environmentally Responsible Behaviour (ERB). The study adopted survey research design using field observation and interview schedule. Yearly allocations to the two institutions were compiled from the yearly budget documents of the state. The study findings reveal that the state generate the highest revenue of ₦2billion in 2017 which is about 25% and ₦1billion in 2018, 15.17% of the IGR. These were the pick period of the trade in African Rosewood logs in the state. The huge revenue gave legitimacy to the logging activities and explains why the activity persisted despite the existing forest regulations and efforts to stop it. Despite the huge revenue, findings revealed that it was only in the years 2000, 2013, and 2014 that the Ministry of Environment received up to 4% of the state budgetary allocation. The lowest allocation was in 2002 (0.12%), 2016 (0.15%) and 2007 (0.18%). Findings also reveal huge gap between the budgetary allocation and the actual amount released or expended in the sector. The low budgetary allocation reveals low level of attention paid to environmental issues over the years. The findings of the study reveal that it is only in the area of revenue generation that the state institutions performed relatively well. In terms of staffing, capacity building, infrastructures and equipment, improvement in environmental legislation and enforcement of environmental regulation, the state institutions did not fare well. Based on the findings, the study recommended more political commitment, increase funding, employment of more technically skilled staff and establishment of data bank for environmental inventories in the state.

This study examined the challenges of state institutions in environmental protection in Nigeria using the case of Taraba state. The institution theory was used as a theoretical framework for the study. The study adopted a descriptive design method using desktop review of secondary materials. Content analysis was used in analyzing the data. The findings of the study revealed that some of the challenges of the state environmental protection institutions include lack of political will, inadequate funding, inadequate qualified personnel, inadequate environmental protection infrastructures, poor condition of environmental protection laboratory, lack of office buildings for staff and poor capacity development. The study also revealed that since the creation of the Ministry of Environment in year 2000 in Taraba state, it is only in 2001, 2013 and 2014 that the ministry received up to 4% of the budgetary allocation of the state. The myriad of challenges have greatly constrained the capacity of the state institution to effectively achieve its mandate of environmental protection. Based on the findings, the study recommends the need for more political commitment to the issues of environmental protection through increased funding, employment of qualified personnel, establishment of environmental protection laboratories and increased capacity development. What is specific in the efforts of the Slovenian state institutions to handle the current economic, political, and cultural crisis in the country? The answer is searched for in the media representations of the building of a new government in February 2012. The analysis is focused on five major functions of modern states: security provision, regulation of macro-economy, administration, reproduction of human resources, and environmental protection. The source of primary information for the analysis and argumentation is the daily newspaper Delo (Labor). Relevant publications in the newspaper were differentiated by applying two criteria: first, predominant reference to one of the five functions of the state; second, if the article contains no alternative (1) or presents a strong alternative to a given situation, event or opinion related to the state functions (5) on a 5-point scale. The analysis identifies a large share of publications focusing on the administrative function of the state and rather limited share of publications on security issues and environmental protection. The analyzed publications contain only modest efforts to present and discuss alternatives to political situations and opinions. The hypothesis about alleged colonization of politics by mass media is falsified.

The author offers mapping and geoecological analysis of the Russian Federation regions presence in the state program “Environmental Protection”. The unequal distribution of the program’s targets and activities in different regions is revealed. A considerable number of relevant environmental problems for several mentioned regions have not been reflected in the program. It is important to increase the area of specially protected natural areas for a significant number of subjects of the Russian Federation. The status “part of the territory occupied by specially protected natural territories of Federal value in the total area of the subject of the Russian Federation” is recommended to be assigned all regions of Russia. Identification and elimination of objects of accumulated environmental damage that threat to the Volga river is relevant, at least for all the regions in which the Volga flows. Not all regions with a high level of air pollution and/or large masses of air pollutants have the indicator “reduction of total emissions for the reporting year”. It is necessary to increase the Program of measures for the protection of rare and endangered species of plants and to expand the list of regions in which it is planned to protect rare and endangered species of animals.

The Kantian account of political authority holds that the state is a necessary and sufficient condition of our freedom. We cannot be free outside the state, Kantians argue, because any attempt to have the “acquired rights” necessary for our freedom implicates us in objectionable relations of dependence on private judgment. Only in the state can this problem be overcome. But it is not clear how mere institutions could make the necessary difference, and contemporary Kantians have not offered compelling explanations. A detailed analysis is presented of the problems Kantians identify with the state of nature and the objections they face in claiming that the state overcomes them. A response is sketched on behalf of Kantians. The key idea is that under state institutions, a person can make claims of acquired right without presupposing that she is by nature exceptional in her capacity to bind others.

This chapter looks at cultural policy toward folk music (muzică populară) in socialist Romania (1948–1989), covering three areas: first, the state including its intentions and actions; second, ethnomusicologists as researchers of rural peasant music and employees of the state, and, third, the public as reached by state institutions. The article argues that Soviet-induced socialist cultural policy effectively constituted a repatriation of peasant music that was systematically collected; documented and researched; intentionally transformed into new products, such as folk orchestras, to facilitate the construction of communism; and then distributed in its new form through a network of state institutions like the mass media. Sources indicate that the socialist state was partially successful in convincing its citizens about the authenticity of the new product (that new folklore was real folklore) while the original peasant music was to a large extent inaccessible to nonspecialist audiences.

Abstract We develop a theory of state formation shedding light on the rise of the first stable state institutions in Bronze Age Mesopotamia. Our analysis suggests that the mix of adverse production conditions and unforeseen innovations pushed groups favored by old technologies to establish the state by granting political and property rights to powerless individuals endowed with new and complementary skills. Through these reforms, the elite convinced the nonelite that a sufficient part of the returns on joint investments would be shared via public spending and, thus, to cooperate and accumulate a culture of cooperation. Different from the main alternative theories, we stress that: (1) group formation is heavily shaped by unforeseen shocks to the returns on both risk-sharing and innovation; (2) complementarity in group-specific skills, and not violence, is key determinant of state formation; (3) military, merchant and, especially, religious ranks favored state formation and culture accumulation.

Tribal communities in India are most deprived. Socio-economically, they are poor and marginalised. The root cause of socio-economic marginalisation can be attributed to alienation of tribal people from their land, territory and resources. The overall situation of the tribal population of West Bengal is not better than the national average, even more deprived than the tribal population of other states. Despite progressive land reform laws and political commitment to implement such laws, issues of tribal land rights have not been addressed adequately. There is no such exclusive study to understand the situation of tribal land rights in the state of West Bengal. This article analyses the status of tribal land rights in the state context and makes some suggestions for improving the situation. It is found that despite distribution of land titles, a large section of the tribal population remains landless. A sizable portion has not received received record-of-rights. Claims of many tribal people for forest patta remain pending or stand rejected. Tribal land alienation continues to be a matter of concern. The state has not taken any concrete steps for the restoration of unlawfully alienated tribal lands. A large section of the tribal sharecroppers in the state remain unrecorded.

AbstractThis article suggests a signicant correlation between the notions of state neutrality and religious freedom. The absence of a considerable degree of state neutrality has a detrimental effect on human rights compliance. Under states which identify themselves strongly with a single religious denomination as well as under states which identify themselves negatively in relation to religion, there is no scope for human rights compliance. Both extreme types of state–religion identication are characterised by repression of all beliefs and manifestations thereof which do not correspond with the state sanctioned view on belief. This may be either the upholding of a specic religious denomination or of militant ideological secularism. Consequently, discrimination and marginalisation rather than compliance with the norms of freedom of religion and the promotion of non-discrimination comprise policy and practice under these regimes. Intermediate forms of state–religion afliation, i.e. types of identication in which the state is not drenched with the excluding ideals of a single denomination or with anti-religious sentiments, allow for a degree of democratic inclusion of religious difference and of religious tolerance. The most substantial scope for full compliance, however, lies in the combination of democratic inclusion of people from different religions and the indispensable political commitment characterised as state neutrality with respect to all people. State neutrality refers to a regime of state–religion identi cation that can best be understood as 'accommodative non-partisanship'.

Environmental deterioration remains a concern in Botswana. Despite efforts being made to address this issue by the state, more needs to be done in this regard. This is particularly interesting in the light of reports that the country is looking to draft a new constitution. Against this backdrop, this article considers whether including environmental rights in Botswana’s constitution would advance environmental protection efforts. To this end, the article relies on experiences with rights drawn from different jurisdictions across the world, as well as commentary on these experiences, to build a tool for measuring the extent to which the turn to environmental rights holds value in a given jurisdiction. Using this tool, and drawing from experiences in looking to establish environmental rights in Botswana, the article measures the extent to which including the right in the constitution would hold value in advancing Botswana’s pursuit of environmental protection objectives.
