Pengembangan sistem informasi yang tidak terencana secara sistematis akan mengakibatkan organisasi tidak memiliki skala prioritas proyek pengembangan SI/TI dan terkesan tambal sulam yang akan berdampak pada perununan produktivitas organisasi. Politeknik Negeri Tanah Laut (Politala) merupakan perguruan tinggi di Kabupaten Tanah Laut yang terletak di Kalimantan Selatan. Dengan perencanaan strategis sistem informasi pada Politala dapat mendukung rencana dan pengembangan bisnis ke depannya. Dalam upaya yang dilakukan untuk penerapan sistem informasi guna meningkatkan efisiensi kerja, keefektifan manajemen dan keunggulan kompetitif di suatu organisasi, maka dituntut untuk melakukan pemetaan informasi data sebagai acuan dalam menentukan pembuatan sistem informasi yang dibutuhkan agar sesuai dengan kebutuhan informasi yang ada. Dengan menggunakan metode Value Chain untuk menggambarkan aktivitas utama dan pendukung guna memetakan kebutuhan informasi data, dan menggunakan metode SWOT untuk menganalisis lingkungan sekitar Politala. Hasil dari penelitian ini adalah informasi data yang sesuai dengan aktifitas organisasi yang dapat menjadi acuan untuk perencanaan strategis sistem informasi lebih lanjut.Kata Kunci—Perencanaan Strategis, Sistem Informasi, Informasi DataThe systematic development of unplanned information systems will result in organizations not having the priority scale of IS / IT development projects and seemingly patchy that will have an impact on organizational productivity growth. Tanah Laut State Polytechnic (Politala) is a college in Tanah Laut Regency located in South Kalimantan. With strategic planning information systems at Politala can support plans and business development in the future. In an effort made to implement information systems to improve work efficiency, management effectiveness and competitive advantage in an organization, it is required to map data information as a reference in determining the information system needed to fit existing information needs. By using the Value Chain method to describe the main and supporting activities to map data information needs, and use the SWOT method to analyze the surrounding environment of Politala. The results of this study are data information that is in accordance with the activities of the organization which can be a reference for further strategic information system planning.Keywords—Strategic Planning, Information Systems, Data Information

<p align="center"><strong><em>Abstract</em></strong></p><p><em>The end result is the hope of the process that has been carried out, the strategy is a very basic tool to achieve the desired expectations. To realize the training and education institutions that have a commitment in achieving the vision and mission is a good end hope from the educators especially the expectations of each of the parents of the students by upholding discipline, which has not fully implemented and implemented the IS / IT, so information what is needed cannot be managed properly. For this reason, an ICT-based system is needed which is expected to be able to produce accurate and timely information. The purpose of this paper is to identify data and information needs in policy formulation and develop strategic information system plans. The basic concept used is the methodology proposed by John Ward and Peppard. The steps are carried out by analyzing the internal and external business environment of the Institute, internal and external IS / IT analysis of the institution, followed by the process of identifying the strategy, and designing future portfolios. The method of analysis was carried out using several analytical methods, among others, SWOT, Critical Success Factors, Value Chain, PEST, and Mc Farlan Strategic Grid.</em></p><p><em>The results of the research are the strategic planning blue print. The information produced will be integrated information for administrative needs and public services. Strategic objectives of IS / IT are excellent services that are reliable to be achieved with optimal implementation with ICT support. Untuk mewujutkan Lembaga pelatihan dan pendidikan yang memiliki komitmen dalam mewujutkan visi dan misi merupakan suatu harapan akhir baik dari Para tenaga pendidik terlebih lagi harapan dari masing masing orang tua para peserta didik dengan  menegakkan disiplin, yang  belum sepenuhnya menjalankan dan menerapkan  SI/TI, sehingga informasi yang dibutuhkan belum dapat dikelola secara tepat. Untuk itu sangat diperlukan suatu sistem berbasis TIK yang diharapkan akan mampu menghasilkan informasi yang akurat dan tepat waktu. Tujuan dari penulisan ini adalah untuk mengidentifikasi kebutuhan data dan informasi dalam perumusan kebijakan dan mengembangkan rencana srategis sistem informasi. Konsep dasar yang digunakan adalah metodologi yang dikemukakan oleh John Ward dan Peppard. Tahapan yang dilakukan dengan melakukan analisa lingkungan bisnis internal dan eksternal Lembaga, analisa SI/TI internal dan eksternal lembaga, dilanjutkan dengan proses identifikasi strategi, dan melakukan rancangan portofolio masa yang akan datang. Metode analisis yang dilakukan menggunakan beberapa metode analisis antara lain, SWOT, Critical Success Factor, Value Chain, PEST, dan Mc Farlan Strategic Grid.</em></p><p><em>Hasil penelitian merupakan blue print perencanaan strategis. Informasi yang dihasilkan akan menjadi informasi yang terintegrasi untuk kebutuhan administratif dan pelayanan publik. Tujuan strategis SI/TI  merupakan pelayanan prima yang handal untuk dapat dicapai dengan penerapan yang optimal dengan dukungan TIK. As an old educational institution, SMK Ma'arif NU 1 Ajibarang is growing rapidly, however it has not implemented Information Systems and Information Technology optimally in its business processes and does not yet have an Information Systems strategic planning portfolio. This is deemed necessary in making a strategic information system, in order to provide superiority in business competition. Information system strategic planning is one of the keys in implementing information systems and information technology in business activities. Strategic planning in this study uses themethod Ward and Peppard to compile an information system strategic plan at SMK Ma'aif NU 1 Ajibarang and AHP to determine the application roadmap. The results of this analysis define the information system strategic planning company in the form of an information system business strategy, information system management strategy and information technology, information system strategy, information system recommendations, future applications and implementation plans.

Purpose – The purpose of this paper is to examine US state strategic plans for e-government (or information technology), identify their strengths and weaknesses, and presents best practices for both practitioners and scholars interested in improving state strategic plans for information technology. Design/methodology/approach – The research analyzes the e-government strategic plans, based on a content analysis using a rubric consisting of 15 questions. Findings – The findings suggest that of the state information system plans reviewed – Michigan, Virginia, and Massachusetts are the most comprehensive. Overall, the state plans were effective in developing strategies and core beliefs, and assessing their strengths and opportunities, while less successful in recognizing weakness and threats. Research limitations/implications – This study builds on existing research examining strategic information systems plans in US states and assesses the extent to which each plan addresses established criteria for developing strategic plans. This study also attempts to fill the need for more data and empirical evidence in the development of literature in strategic planning and performance measurement. Practical implications – The research employs a public sector approach to strategic planning, and while the process is not specific to information systems it is comprehensive in its approach, grounded in literature, and offers guidance to public sector leaders in planning for investments in information systems and technology. Originality/value – The conclusion offers suggestions for both public administration practitioners and scholars interested in improving state strategic plans for information technology.

This paper arose from the perceived need to make a contribution towards assessing a strategic information system by using a new method for eliciting the weights of criteria. This is considered one of the most complex and important stages in multicriteria models. Multicriteria models have been proposed to support decisions in the context of information systems given that problems in this field deal with many conflicting criteria. The new procedure for eliciting the weights of the criteria has the advantage of requiring less effort from the decision-maker and, thus, the risk of inconsistent answers is minimized. Therefore, a model based on this new procedure is proposed and applied using data from a glass packaging factory that needs to select a single information system from a set of systems previously identified as relevant. The results obtained are consistent both with the performance of alternatives and with the additive model used to evaluate the alternatives.

Nowadays, business activity in every organization will not be parted from information system (IS) and information technology (IT). STMIK XYZ is one private college that has a good business growth. In order to reach the objective of the college in its vision and mission, it needs business strategy and IS/IT strategy. The basic concept in arranging framework IS/IT strategic planning in STMIK XYZ is John Ward and Joe Peppard’s concept. The framework of IS/IT strategic planning consists of 5 steps, that are initialization preparation strategic planning of IS/IT, understanding business and information needs, defining target of IS/IT, defining strategic IS/IT, and planning and implementation. Strategic analysis uses PEST analysis method, BCG matrix analysis, five Porter power analysis, SWOT analysis, value chain analysis, CSF and KPI analysis. The research result is to make a framework of IS/IT integrated strategic planning so it could ease the management to manage resources to produce information that needed, accurate, and could be used by anybody.Keywords: planning, business strategy, IS/IT strategy, information system strategic planning, Ward & Peppard method.

The Timor Tengah Selatan Regency Tourism Office is one of the regional apparatus organizations that has the authority to implement the regional government's authority in the tourism sector. Information Technology Systems are factors that affect the sustainability of organization's activities. The Timor Tengah Selatan Regency Tourism Office still encounters obstacles in the application of information systems that do not support the entire business process and the lack of IS implementation makes performance inefficient. One of the contributing factors is that there are not enough human resources who have the skills in managing information systems and information technology properly. The purpose of this research is to develop a strategic planning of information systems in accordance with the needs of the organization. In the preparation of information systems strategic planning research using the Ward and Peppard approach with various analyzes such as SWOT analysis, Value Chain, and Mc. Farlan Strategic Grid. Based on the results of this study resulted in several recommendations to be carried out including the creation of Contract Making Administration System, and Mobile Tourism Information System and the development of Regency Tourism Website Timor Tengah Selatan regency, SIPD (Local Government Information System), and SIMDA (Regional Management Information System) GOODS.

The Bengkayang Regional Secretariat is a regional apparatus that has the task of formulating policies in Regional Government whose main task is to assist Assistant III in the Administration and General Affairs in institutional arrangement, organizational development, management and performance of regional apparatus. However, this research focuses on the organizational part whose task is to produce output in the form of Regent Regulations, Regional Regulations and Decrees and so on. The purpose of this research is to analyze the use of information systems and propose a number of application portfolios that can support planning and realization to improve office performance. As seen from the development, the office is still working on various tasks manually and there is no information system that supports the operational performance of the office. This information system strategic planning uses the Ward and Peppard framework supported by a SWOT analysis (Strength, Weakness, Opportunities, Threats), Value Chain (main activity and support for internal offices), McFarlan Strategic Grid (Mapping applications). Research with this method provides recommendations that have a big influence in optimizing the application of information systems and increasing the effectiveness of performance so that the vision, mission and goals of the organization can be achieved by following the increasingly rapid development of technology. Proposals for information systems that can be implemented within the next 3 years, namely e-formation, SIOTAK, SI MONEV, SI SPPD and SI Staff Reference.

Virgina Aesthetic Company (Farina Beauty Clinic) is an organization or company engaged in the field of face and body skin care services. To be able to get a competitive advantage and be able to survive in tight competition, the strategy that can be done by a beauty clinic is differentiation and cost reduction. One of the things that can be done for cost-reduction is to make the business processes in the Beauty Clinic more efficient, one of the things that can be used for efficiency is Information Systems (IS) / Information Technology (IT). This research is an effort to build an information system strategic planning and application portfolio in the Virgina Aesthetic Company (Farina Beauty Clinic) that can provide optimal, well integrated and innovative contributions that can unite all supporting aspects in achieving clinical business strategies to increase its competitive value especially in health services.In preparing the information system strategic planning framework using the Ward and Peppard Model approach and in evaluating the elaboration of information systems strategic planning and business strategies using IT Balance Scorecard. Several analytical methods such as Value Chain Analysis, SWOT Analysis, PEST Analysis and Five Force Model Analysis are used to analyze internal and external business environments. Strategic Grid McFarlan Analysis is used to map the application portfolio. In the end this research resulted in a recommendation for the organization in the form of development priorities which were divided into two related matters, the establishment of an IS / IT unit and the development of an application portfolio that would support the sustainability of Virgina Aesthetics Company (Farina Beauty Clinic) Karawang.
