This article proposes an approach to improving methods of managing competitiveness in market conditions. Currently, in connection with the processes of modernization in the economy and changes in market conditions, there is a need to improve the approaches and methods of production management. Russian enterprises are faced with the emerging conditions of competition. The relevance of the article is due to the fact that today the issues of managing the competitiveness of an enterprise have not been sufficiently considered and requires an improved approach to the formation of new mechanisms for managing the competitiveness of enterprises, contributing to its increase and the acquisition of a stable position by the enterprise in the market, based on the development of new scientific methods and principles. The novelty of the article is in the concepts of developing an approach to managing the competitiveness of industrial enterprises, contributing to an increase in their level on the basis of a proposal for a management model based on diagnostics and forecasting of the state of the enterprise and its ability to compete.

The article notes the low quality of economic and production management in Russia. The reasons for this and ways to eliminate them are established. It is shown that the global trends of socio-economic development are not fully reflected in the theory of economic and production management. The ways of developing a management model based on improving the quality of interaction between people and economic entities are proposed. The concept of interaction in relation to socio-economic processes is revealed. The ways of minimizing management costs are considered.

Increasing the competitiveness of enterprises in the world and domestic markets will make a huge contribution to the effective development of the country as a whole based on strategic analysis. It should be noted that the competitiveness of enterprises of this industry and their products depends not only on the conditions of the world market, but also on the degree of Organization of production of enterprises within the country. An important source of solution to this problem is the support of the state in the implementation of effective methods of industry management, new approaches to the organization of production, achievements of Science and scientific and technological progress in production. In the context of limited opportunities of society, despite the maximum support of the state, it remains a serious problem to increase the resource potential of enterprises based on strategic analysis, increase the material and technical level, its industrialization, and use of intensive innovative technologies in the near future. Thus, all of the above determined the relevance of the topic of the scientific article and its importance in the development of the country's economy. At the same time, despite the high relevance of the issue and the depth of scientific research, there is a lack of systematic approach and a lack of comprehensive consideration from a modern economic point of view. Also, in many theoretical aspects, only individual studies are devoted to the methodological and practical aspects of the formation of market conditions. Therefore, in order to replace it, there is a need to solve the issues of improving the economic efficiency of industrial enterprises by improving the economic mechanism for increasing the competitiveness of enterprises.

In 2020, under the major impact of the global COVID-19 epidemic, people are paying more and more attention to safety issues including health and personal safety, and relevant supervision and testing methods are also constantly updated across different countries. In industrial enterprises, both spread of diseases and occurrence of accidents are largely caused by unsafe state of things and unsafe behaviors of people, among which, human factor is the most important factor. In recent years, many scholars have conducted theoretical and practical research on individual behavior from the perspective of individual psychological characteristics. Where, individual initiative as an important individual psychological trait is increasingly incorporated in the research category of safety behavior. A close correlation exists between individual initiative and evolution of safety production behavior. According to constraint conditions and replicator dynamics equation, this paper uses evolutionary game method and computer fuzzy system Matlab simulation software to conduct numerical experiment analysis on the ideal state of the game between organizations and individuals, thereby studying the behavior evolution trend. The basic idea of fuzzy control is to use computer to realize human’s qualitative control experience. Research is found that whether an individual adopts safety obedience behavior will be directly affected by whether the organization adopts regulatory safety production management model. And if the organization adopts regulatory safety production management model and the individual does not implement safety obedience behavior, it is impossible to achieve a stable state. The evolution process of the two to the ideal state is affected by multiple factors.

The paper presents the analysis of the data received from the survey of heads of industrial enterprises and also experts-researchers in 2003-2004. The data describe the economic state of enterprises and their position in competitive, administrative, intermediary, financial etc. environment. The assumption of essential heterogeneity of the set of industrial enterprises, including enterprises of the same sector or the same territorial formation is confirmed. It is shown that Russian industrial enterprises as a rule do not feel influence of the stock market situation while the condition of the currency market influences the majority of enterprises. The sensitivity of enterprises depends on their economic situation: the better is the state, the stronger is the influence. Weak influence of the investment and administrative environment on the state of enterprises and negative influence of the activity of intermediary organizations are registered. More than 2/3 of the respondents consider important strengthening of the responsibility of large proprietors for inefficient activity of their enterprises. Lack of the strategic approach in the activity of authorities of all levels is ascertained and the necessity of development and realization of industrial policy at all administrative levels, including the municipal one, is shown.

The article is devoted to the development of the concept of the state to manage its tax risks, based on a systematic approach. The author's concept presupposes the presence of the following elements logically arranged according to the principle "from the general to the particular": 1) mechanisms for managing tax risks, 2) disclosing methodological recommendations, 3) specific proposals for changing legislation. To achieve this goal, the author used general scientific methods (deduction and induction, analysis and synthesis, observation, description, generalization) and private scientific methods of cognition (comparison method, graphical and tabular data presentation methods). We have presented a brief overview of the main tax risks of the Russian Federation in the current economic environment, which are classified in four areas: 1) risks in the field of value added taxation; 2) risks in the field of taxation of profits and income; 3) risks, the source of which is Russia's membership in the Eurasian Economic Union; 4) customs risks. The author presents a general scheme of tax risk management by the state, which includes the context, goals and management strategy. The priority mechanisms for managing the tax risks of the state are formulated on the basis of the presented classification of tax risks. These areas include: introduction of an end-to-end product traceability system; substantiation of taxation methods; joint elimination of tax risks (Federal Tax Service, Federal Customs Service, Ministry of Labor, Federal Service for Financial Monitoring); optimization of tax administration costs on the part of both tax authorities and taxpayers; harmonization of indirect taxation, including duty-free trade; harmonization of international tax rules at the international level; selection of the most effective tools for eliminating multiple taxation. A draft "road map" has been developed to improve the management of state tax risks.
