Road accidents are generating economic and public high costs. They include: losses resulting from the long-lasting or temporary impossibility of creating GDP, expenses on the treatment and rehabilitation of people injured in the accidents, costs of emergency services involvment, payment of compensations and benefits, financial losses or emotional suffering of the accidents' victims and perpetrators' relatives, leading to reduce their economic activity. Statistical data presented in the point out to the high risk of road accidents. Also causes of unsatisfactory level of the road safety improvement in Poland were presented.

Local roads (district roads) constitute an important part of the road network in Poland, making up around 29.7 % (124,945 km) of all public roads. In 2017, 10,578 accidents, which is 35.7% of all accidents in Poland, took place on local roads. These roads are used primarily by regular users who are very familiar with the defects of these roads. This means that the effects of the low technical standard of local roads and the insufficient number of road traffic devices on the safety on the road can be partly compensated for by the fact that drivers adjust their behaviour to the conditions on the road. This hypothesis can be verified through developing dependency models of road safety measures of local roads’ and technical characteristics. The article presents the research carried out based on regression models of accident prediction. The models were developed with the use of the data on the road surroundings arrangement (built-up areas, access), road condition and the extent of signposting, including data on speed limits and overtaking as well as risk exposure variables. Due to the incomplete data on accidents and the small number of accidents, different approaches to the modelling of the number of road accidents were applied.

The article analyzes statistical data from 2014-2017 obtained from the Voivodeship Training Centre for Drivers (WORD) in Rzeszow. Analyzed the data related to the road safety system. Analyzed among other things, the number of trainings for drivers violating road traffic regulations, the number of training courses and the number of training courses in professional development of examiners. The analysis showed a large number of organized trainings for drivers violating road traffic regulations, as well as a large number of organized workshops perfecting the professional qualifications of examiners. The analysis and conclusions flowing from it may be useful in other traing centre for drivers that want to introduce new courses and trainings on the road safety system, and thus contribute to improving road safety.

The article presents the analysis of statistical data of drilling road accidents with children. Proposals are given for the development of new technologies for the prevention of injuries to children in road traffic accidents, as well as training them in road safety rules and ensuring the safety of pedestrians on the roads around educational institutions.

The subject of this research is the system of legal relations in area of ensuring road safety in terms of operation of highly automated vehicles on public roads. The object of this research is social relations arising in the context of operation of highly automated vehicles traffic on public roads. The goal of this article consists in examination of the normative legal framework that regulates the peculiarities of operation of highly automated vehicles, as well as in development of recommendations for improving the normative legal framework. The author explores the issues of normative legal regulation of operation of highly automated vehicles on public roads. Special attention is given to the current issues of legal nature. The novelty is defined by the need to improve legal mechanism for the operation of highly automated vehicles on public roads. The author identifies the problems and offers solution on enhancing road safety in terms of operation of highly automated vehicles on public roads for protecting the road users. The conclusion is made on the need to revise the normative legal acts in the area of ensuring road safety for the purpose of achieving a positive result from implementation of highly automated vehicles into road traffic. The acquired results can be used in the legislative activity of government authorities, law enforcement practice, educational process of the educational institutions, scientific research of the experts on ensuring road safety, improvement of the branches of the Russian legal system.

The article presents problems and threats related to the transport of dangerous goods. The statistical data of breakdowns and road accidents involving dangerous goods were concluded. The article describes the results of own research related to the transport of dangerous goods. Finally, the structure of the road transport safety system for dangerous goods was proposed, which will reduce the risk of dangerous incidents and improve the operation of emergency services.

The article presents examples of activities and enterprising attitudes researched by the author in the field of the enterprise in the improvement of the road safety.  There are also presented the examples of enterprising activities of many institutions interested in this matter - from government-institutions, including the Department of the National Education, the Department of Transport and Building, the National Council of Traffic Safety, provincial Centres of Road Traffic, the Police and schools, to the over government institutions like European Parliament and Council and private driving schools.  The author presents the system of education about traffic safety - puts emphasis on activities of the driving schools - as an example of enterprising activities. The article gives examples of protecting pedestrians in road accidents. The article compares also the chosen indicators concerning traffic accidents in Poland and in chosen countries of the European Union in years 2000-2004.

Introduction. One of the important problems in the Russian Federation is road safety improvement (RS). This is due to the enormous damage that accidents inflict on the national economy. The Russian Federation lags behind the leading countries of the European Union in the field of road safety in terms of key indicators by 3.5 times. To close the gap, in January 2018, we adopted the 'Strategy for road safety in the Russian Federation for 2018 - 2024’ (Strategy). The goal of the Strategy is to strive for zero mortality in road traffic accidents (RTA) by 2030, and in 2024 to reduce the social risk to 4 deaths per 100 thousand inhabitants.Materials and methods. The developments are based on a new theory developed at SibADI - this is the cyclical dynamics of road accidents on a national scale, subordinate to the level of the economy. During crisis, there is a decrease in the number of accidents; this is influenced by a number of factors, the main one is a decrease in the total mileage of vehicles. During such periods, the effectiveness of measures to reduce road accidents is often confused with the real cause, which leads to a decrease in funding and the curtailment of work to improve road safety, which should not be done. When the economy recovers, the level of road accidents recovers and even begins to grow due to the loss of qualifications of drivers who are idle during the crisis.Results. There are two different approaches to achieving this goal. At the federal level, there is a programmatic approach, while in the regions the project method is used within the framework of the 'Safe and High-Quality Highways’ national project (BKAD). A similar project was adopted in the Omsk region. A feature of the road safety project implementation in the Omsk region is the involvement of science. Research is carried out at the Organization and Traffic Safety Department and is introduced into the educational process and implemented at the Federal Training Center for advanced training of workers involved in the training of drivers, created in SibADI.Discussion and conclusion. The scientific approach guarantees the identification and quality solution of the main problems of the road safety project. This applies to recommendations for stabilizing project financing, justifying the development of public transport, using new technologies, improving the regulatory and legislative framework in all areas of urban planning and infrastructure.


In India road accidents are very serious problem because of large population and high traffic density of vehicles. Most of the road accidents occur mainly due to the negligence of driver and poor infrastructure only a few accidents occur due to the technical error of vehicles. The main purpose of this research paper is prevention of road traffic accidents and improvement of road safety in Shimla. Road safety is very important aspect of today’s life, so it is important that everybody should aware about road safety. To do this study a section of 12km length is chosen between Panthaghati to Dhalli in district Shimla on NH 5 where accidents black spots are identified for the section by analyzing secondary data used to prevent road accidents. In this study primary data is used for observing the road conditions and secondary data is used to find accidents black spot. Black Spot is a point or a place on the road where road accident occurs repeatedly one after another which is known as accident black spot. To identify these black spots we use weighted severity index (WSI) method. It is one the most reliable and effective method for determining the most proven accidents black spots. Shimla is a hilly area and it has narrow roads, blind curve and black spots which increase the chances of road traffic accidents. In past recent years road traffic accidents are increasing in Shimla and this study deals with identification of major issues causing road traffic accidents. This research paper helps to improve the road safety in Shimla because in this study the analysis has been done to identify the major problems responsible for gradually increasing road accidents. This research paper is also used in future research paper as reference purpose and it will also provide an overview to other researchers who want do their research on similar kind of topics.

This article analyzes the relationship and influence of factors such as the population, the level of motorization, economic development, and the state of the state road network on the state of the risk of road accidents, including the level of mortality and road injuries, as well as the relevance of improving methods for assessing, managing and predicting the risk of accidents in road traffic. National indicators of the level of road deaths and injuries in different countries were studied. The relationship between road accidents and the level of motorization, income of the population, the state of the road network, and other indicators were revealed. The urgency of the problem of road accidents and the organization of measures to reduce the level of road accidents is emphasized. It also takes into account the special importance of forming conceptually new approaches to the task of improving the efficiency of public administration in the field of organization and maintenance of road traffic through the implementation of the Concept of Road Safety in the Republic of Uzbekistan for the period 2018-2022, which includes the following main directions: further improvement of the regulatory framework in the field of road safety, including significant strengthening of responsibility for gross violations of traffic rules; comprehensive improvement of road infrastructure, improving the quality of roads, creating reliable conditions for the safe movement of vehicles; improving the legal culture, the necessary knowledge, and skills of road users, strengthening their discipline.
