Education is an integral part of the life of society, on the development of which the intellectual and spiritual potential of the country depends. With penetration of market relations into the educational sphere, globalization of educational services, on the one hand, and the peculiarities of the demographic situation in our country, on the other, the role of marketing and PR technologies in shaping the image of higher education institutions is difficult to overestimate. Thus, the theoretical foundations of formation of the readiness of future teachers for creating the image of the education institution not only enhances the importance of an individual university, but also influences formation of the image of education as a whole.

The article is devoted to the description and analysis of factors that potentially and actually affect the socio-economic development of the state on the example of the higher education institution. It is established that at the system level the level of ensuring the quality of educational activities and the quality of higher education has a decisive influence on the formation of a positive image of a higher education institution. The results of a survey of students on the criteria for choosing a university to study are presented. Statistics on public funding of education in general and higher education in particular are presented and analyzed. It is established that, despite the formally high percentage of education funding from the level of GDP in absolute terms, the actual funding is low and needs to be strengthened by attracting external funding from customers. Attention is also paid to the state of development of educational services for foreign students. In a competitive environment at the national and international level, the decisive influence on the involvement of foreign students in the university is influenced by the structure of the training program, teacher qualifications, organization of the educational process in the classroom and so on. The article on the example of a higher education institution presents the main stages of formation and development of the internal system of quality assurance of education as an object of influence on the socio-economic development of the state. The development and/or improvement of internal quality assurance systems in universities is becoming a powerful basis for increasing university funding from external (personally involved) sources, reducing the outflow of applicants abroad and the successful provision of educational services to foreign students. At this stage, given the limited opportunities for funding of educational activities by the state (compared to EU countries), the successful implementation of the university development strategy is possible provided that systematic work is done to improve the quality of educational services for domestic and foreign citizens. As part of further research, it is planned to analyze the mutual impact of the education quality assurance system on the effectiveness of scientific activities, the provision of additional paid educational services, training for external customers and other sources.

Проблема занятости населения, профессионально-квалификационные и территориальные диспропорции в предложении и спросе на рабочую силу в моногородах России в настоящее время приобретают стратегическое значение с точки зрения формирования необходимого количества рабочей силы, обеспечивающей экономическое развитие предприятий ОПК в моногородах. Без принятия регулирующих мер ситуация на рынке труда в моногородах может обостриться в ближайшем будущем. Решение этой проблемы во многом возможно за счет сохранения небольших градообразующих вузов, которые являются социальными и культурными центрами города. Анализируется влияние наличия градообразующего вуза в моногороде на демографическую ситуацию и формирование необходимого количества специалистов городского хозяйства моногородов в основном за счет местного населения, обеспечивающего экономическое развитие предприятий оборонно-промышленного комплекса. В последние пять лет темпы старения населения в моногородах Удмуртской Республики значительно отличаются: наблюдается омоложение населения в Воткинске и незначительные темпы старения населения в Глазове и Сарапуле. Это обусловлено тем, что в вузах этих городов снижается количество обучающихся по бюджетной форме обучения и оборонный заказ практически не проявляется - данная политика провоцирует «невозвратную образовательную миграцию». Подобная ситуация может привести в недалеком будущем к отсутствию необходимого количества рабочей силы, существенно ограничивающему выполнение государственной программы комплексного развития моногородов.

The article raises the topical issue of training competitive professionals capable of working under modern market conditions. The transition to market relations changes the education policy and the system of educational services provision. The professional destiny of a future manager and the success rate of an educational institution depend on the quality of providing educational services to graduate students specialised in educational institution management. The purpose of the article is to analyse the results of a survey of graduate students aimed at determining the status of educational services given within the specialty 073 "Management" (specialization "Educational Institution Management") in various higher education institutions of Ukraine. Monitoring the state of the educational services provided to graduate students majoring in educational institution management has been carried out on the basis of general scientific and empirical cognition methods: comprehensive study of quality training of master-course students, observation, survey in the form of questionnaires, analysis of graduate students’ responses, analogy. The criteria enabling graduate students to assess the quality of educational services provided by higher education institutions have been defined: the fundamental nature of training; level of knowledge and experience of teaching staff; organization of the educational process; culture and communication level of teachers; reaction of teachers and administration of higher education institution to further demands of graduate students, etc. On the basis of the analysis and generalisation of the processed material, the basic demands of master-course students majoring in educational institution management for increase in the level of educational services have been defined: decrease in theorising of educational material; practice orientation; increase in the use of interactive teaching methods by teachers; expansion of the list of optional courses; increase in opportunities for individual counselling at a convenient time; involvement of leading specialists, experts, experienced educational institution managers in teaching; improvement of facilities and resources of an institution; increase in the level of additional educational services provision in higher education institutions. According to the results of the study, it has been concluded that it is necessary to establish a flexible system of training master-course students majoring in educational institution management.

The article discusses the introduction of the process of training lawyers with higher education in Uzbekistan by the Soviet authorities. For the establishment and development of Soviet power in the country, as in other areas, the training of lawyers becamea necessity. Initial attempts to train lawyers, problems in the organization of the educational process and the general picture of the higher education institution were covered on the basis of available archival data. The policy of the Sovietstate on thetraining of lawyers was analyzed on the example of the first higher education institution in the country. The article also discusses the one-sided policy pursued by the ruling party in the training of lawyers, the establishment of political criteria for the admission of students and its consequences

The article tackles the issues related to the use of comparative law a source of substantive law in a specific legal system, with specific regard to corporate law. Expanding on previous studies on the general role of comparative law in the framework of sources of law (§ 1), the study argues that the comparative argument may be used to regulate purely domestic cases and as well as a play a crucial role in interpreting internal laws (§§ 1.1, 1.2) and analyzes the theoretical foundations of such process (§ 1.3) as well as the problems caused by the application of foreign law by a domestic judge (§ 2). Subsequently, two examples of such usage of the comparative legal argument are provided, drawn from the Italian corporate law experience (§ 3): on the one hand, the introduction of a specific regulation of a simplified private company (società a responsabilità limitata semplificata), representing a circulation of German (Unternehmergesellschaft- UG) and Belgian (société privée a responsabilité limitée starter) models (§ 3.1); on the other hand, the use of comparative law by in the interpretation of the organization structure in the Italian dualistic system (§ 3.2).

Many publications of Russian and foreign researchers tell about need of critical reconsideration of programs of marketing education. The priority in this process is taken by a problem of reduction of the content of vocational training of marketing specialists in compliance with the requirements of labor market. The cause is that, on the one hand, the demand of graduates is observed by labor market, on the other hand - employers are not quite satisfied with the level of their competence. Results of research of a demand of marketing specialists by labor market of the Ulyanovsk region and poll of the high school teachers participating in vocational training of marketing specialists about the formed competences and personal characteristics of future marketing specialists are presented in this article. In the article the attention to a question of is also paid what professional knowledge, abilities and personal qualities is not enough for the young specialists in marketing who just left walls of higher education institution, ways of overcoming of barriers "good theoretical base - bad orientation to practical activities" within training are given in higher education institution. In the conclusion the conclusion about what "portrait" of the modern marketing specialist who left walls of higher education institution is drawn.
