Selecting the right candidate for the right cause is similar to identifying the most compromising solution of multi-criteria decision making (MCDM) problem. In real life the selection criteriamay involve vague and incomplete data which cannot be expressed in precise mathematical form or numerical values. Apparently fuzzy-based technique can be applied to describe and represent these data in fuzzy numbers. This paper presents a MCDM fuzzy TOPSIS based model designed to solve the selection problemfor allocation of government staff quarters. Result shows that the proposed model is suitable and appropriate. It was also found that the MCDM model which uses single decision maker rating process can also be applied to multiple decision makers. It is recommended that the application of fuzzy TOPSIS can be extended to other selection processes such as vendor selection, training evaluation or group marking of project works.

Currently there are about 500 institutions throughout Malaysia which offer tertiary education level. They consist of public and private colleges. However, this variety will lead to confusion among the Malaysians in order to choose the right places to further their studies. The aim of this study is to select and rank the significant factor which influences the selection of university between IPTA and IPTS. By approaching the main objective, the sub-objective; to determine the most preferred university based on the associated factor can also be examined. Fuzzy TOPSIS (Fuzzy Technique for Order Preference by Similarity to Ideal Solution) is one of the best methods to assess this kind of multi-criteria decision-making problem. The alternative of this research will be the factors influencing Malaysians’ choice of universities which are affiliation, course offered, cost of education and reputation. While the criteria will be IPTA and IPTS. The data was collected by interviewing experts in both fields; public and private sectors. The result referred by the value of closeness coefficient of each alternative is determined in order to rank those alternatives (factors). Based on the result, the major factor is affiliation while the rest is course offered, cost of The most preferred is IPTS that represents a better affiliation.

Minimizing the impact of electronic waste (e-waste) on the environment through designing an effective reverse supply chain (RSC) is attracting the attention of both industry and academia. To obtain this goal, this study strives to develop an e-waste RSC model where the input parameters are fuzzy and risk factors are considered. The problem is then solved through crisp transformation and decision-makers are given the right to choose solutions based on their satisfaction. The result shows that the proposed model provides a practical and satisfactory solution to compromise between the level of satisfaction of constraints and the objective value. This solution includes strategic and operational decisions such as the optimal locations of facilities (i.e., disassembly, repairing, recycling facilities) and the flow quantities in the RSC.


The selection of hospital sites is one of the most important choice a decision maker has to take so as to resist the pandemic. The decision may considerably affect the outbreak transmission in terms of efficiency , budget, etc. The main targeted objective of this study is to find the ideal location where to set up a hospital in the willaya of Oran Alg. For this reason, we have used a geographic information system coupled to the multi-criteria analysis method AHP in order to evaluate diverse criteria of physiological positioning , environmental and economical. Another objective of this study is to evaluate the advanced techniques of the automatic learning . the method of the random forest (RF) for the patterning of the hospital site selection in the willaya of Oran. The result of our study may be useful to decision makers to know the suitability of the sites as it provides a high level of confidence and consequently accelerate the power to control the COVID19 pandemic.

Supplier selection is an important component of supply chain management in today?s global competitive environment. Hence, the evaluation and selection of suppliers have received considerable attention in the literature. Many attributes of suppliers, other than cost, are considered in the evaluation and selection process. Therefore, the process of evaluation and selection of suppliers is a multi-criteria decision making process. The methodology adopted to solve the supplier selection problem is intuitionistic fuzzy TOPSIS (Technique for Order Preference by Similarity to the Ideal Solution). Generally, TOPSIS is based on the concept of minimum distance from the positive ideal solution and maximum distance from the negative ideal solution. We examine the deficiencies of using only one metric function in TOPSIS and propose the use of spherical metric function in addition to the commonly used metric functions. For empirical supplier selection problems, more than one metric function should be used.

For the effectiveness of human resources work in the assessment of the right decision is needed. Therefore, the software is made that can take a decision to recommend employee achievement for PT. Megariamas Sentosa. The software is built on the basis of a decision support system that has the ability to select outstanding employees using the ELECTRE method. This Electre method has criteria that can determine alternative decisions in application in the software. So that decision makers can determine the selection of outstanding employees. The process in this Electre method compares employees with one employee to another and gives out put value of priority intensity in the form of the assessment result / criteria that has been specified by the company to the employee. The result of this process is recommended as an outstanding employee in PT. Megaria Mas Sentosa.

Rapid liberalization of education sector in India has resulted in increased competition. As a result, we have witnessed rapid rise in number of management institutes. The student's evaluation about an institute/college is based on multiple criteria. Realizing the need a focused review on the literature was made to understand the subject. The review highlighted that conventional methods for B-school evaluation are inadequate for dealing with the imprecise, uncertain or vague nature of linguistic assessment. To overcome this difficulty, due to MCDM problem, Fuzzy multi-criteria decision-making methods are proposed. The aim of this study is to use fuzzy technique for order preference by similarity to ideal solution (TOPSIS) and Analytical Hierarchal process (AHP) methods for the selection of better B-school. The proposed methods have been applied to a B-School selection problem of the students of NCR and results are presented. This chapter contributes to previous researches by adding a new avenue, where the MCDM technique can be useful. The selection of an institution for getting a professional degree is a very tough task for the students and as well as for their guardians. This method can help them to find a better solution by providing a quantitative framework.

The supplier selection process attracted a lot of attention in the business management literature. This process takes into consideration several quantitative and qualitative variables and is usually modeled as a multi-attribute decision making (MADM) problem. A recognized shortcoming in the literature of classical MADM methods is that they don't permit the identification of interdependencies among attributes. Therefore, the aim of this study is to propose a model for selecting suppliers of telecommunications equipment that includes the interaction between attributes. This interaction can model the hidden knowledge needed for efficient decision-making. To model interdependencies among attributes the authors use a recently proposed consistent fuzzy logic, i.e. interpolative Boolean algebra (IBA). For alternatives ranking they use the classical MADM method TOPSIS. The proposed model was evaluated on a real-life application. The conclusion is that decision makers were able to integrate their reasoning into the MADM model using interpolative Boolean algebra.

In this article we present an econometric model of oil production forecast at OECD member level that will allow decision makers but also other oil product stakeholders to be responsible for oil production in OECD member states. This responsibility can be perceived from several perspectives: economic, social, environmental, political, military etc. In order to be able to find the ideal formula for our calculation, we went through the specialized literature and brought elements of analysis during the research through several econometric paths traveled by other researchers and who provided us with support for our research. Before proceeding technically, in order to understand the urgency of this approach and of this study, we also discussed how oil and natural gas are explored, exploited and extracted from the underground deposits. We considered that the proposed model could be improved in the future so as to portray certain geopolitical or economic factors, determinants for oil production, such as embargoes, periods of armed conflict in the main extraction areas or times of financial crisis and the decline of financial markets.

Recently, there is of significant interest in developing multi-criteria decision making (MCDM) techniques with large applications for real-life problems. Making a reasonable and accurate decision on MCDM problems can help develop enterprises better. The existing MCDM methods, such as the grey comprehensive evaluation (GCE) method and the technique for order preference by similarity to an ideal solution (TOPSIS), have their one-sidedness and shortcomings. They neither consider the difference of shape and the distance of the evaluation sequence of alternatives simultaneously nor deal with the interaction that universally exists among criteria. Furthermore, some enterprises cannot consult the best professional expert, which leads to inappropriate decisions. These reasons motivate us to contribute a novel hybrid MCDM technique called the grey fuzzy TOPSIS (FGT). It applies fuzzy measures and fuzzy integral to express and integrate the interaction among criteria, respectively. Fuzzy numbers are employed to help the experts to make more reasonable and accurate evaluations. The GCE method and the TOPSIS are combined to improve their one-sidedness. A case study of supplier evaluation of a collaborative manufacturing enterprise verifies the effectiveness of the hybrid method. The evaluation result of different methods shows that the proposed approach overcomes the shortcomings of GCE and TOPSIS. The proposed hybrid decision-making model provides a more accurate and reliable method for evaluating the fuzzy system MCDM problems with interaction criteria.

PurposeThe objective of this study is to assess quantitatively how feasible blockchain is for various industries, such as logistics and supply chain, health, energy, finance, automotive, pharmaceutical and agriculture and food using a comprehensive list of indicators.Design/methodology/approachA decision aid was applied to the problem of identifying the feasibility of blockchain in Turkish industries. To this end, first, a set of indicators was identified. Then, the fuzzy AHP and fuzzy TOPSIS were utilized to assess the feasibility comparatively using the data gathered from a group of experts. Finally, a scenario analysis was conducted to ensure the consistency of our evaluation.FindingsThe findings of this study suggest that comparatively, logistics and supply chain, finance and health industries are the most feasible industries for blockchain. This study further suggests that blockchain is the least feasible for the automotive industry compared to the rest of the identified industries.Research limitations/implicationsIt is cumbersome to find out the respondents who have sufficient knowledge of both blockchain and the identified industries. Even if we took the utmost care in identifying the right respondents, we limited our search to the biggest industrial hubs of Turkey.Practical implicationsThe findings of this research may help various decision-makers employed in governments, conglomerates, software and consulting firms and national research institutions make more informed decisions and allocate their resources more effectively.Originality/valueTo this date, the current studies have solely investigated possible research opportunities in blockchain and demonstrated several blockchain applications in stand-alone cases. To the best of our knowledge, however, no single study exists that evaluates the feasibility of blockchain comparatively and holistically among a group of industries using various indicators.
