Currently there are about 500 institutions throughout Malaysia which offer tertiary education level. They consist of public and private colleges. However, this variety will lead to confusion among the Malaysians in order to choose the right places to further their studies. The aim of this study is to select and rank the significant factor which influences the selection of university between IPTA and IPTS. By approaching the main objective, the sub-objective; to determine the most preferred university based on the associated factor can also be examined. Fuzzy TOPSIS (Fuzzy Technique for Order Preference by Similarity to Ideal Solution) is one of the best methods to assess this kind of multi-criteria decision-making problem. The alternative of this research will be the factors influencing Malaysians’ choice of universities which are affiliation, course offered, cost of education and reputation. While the criteria will be IPTA and IPTS. The data was collected by interviewing experts in both fields; public and private sectors. The result referred by the value of closeness coefficient of each alternative is determined in order to rank those alternatives (factors). Based on the result, the major factor is affiliation while the rest is course offered, cost of The most preferred is IPTS that represents a better affiliation.

Selecting the right candidate for the right cause is similar to identifying the most compromising solution of multi-criteria decision making (MCDM) problem. In real life the selection criteriamay involve vague and incomplete data which cannot be expressed in precise mathematical form or numerical values. Apparently fuzzy-based technique can be applied to describe and represent these data in fuzzy numbers. This paper presents a MCDM fuzzy TOPSIS based model designed to solve the selection problemfor allocation of government staff quarters. Result shows that the proposed model is suitable and appropriate. It was also found that the MCDM model which uses single decision maker rating process can also be applied to multiple decision makers. It is recommended that the application of fuzzy TOPSIS can be extended to other selection processes such as vendor selection, training evaluation or group marking of project works.

Supplier selection is an important component of supply chain management in today?s global competitive environment. Hence, the evaluation and selection of suppliers have received considerable attention in the literature. Many attributes of suppliers, other than cost, are considered in the evaluation and selection process. Therefore, the process of evaluation and selection of suppliers is a multi-criteria decision making process. The methodology adopted to solve the supplier selection problem is intuitionistic fuzzy TOPSIS (Technique for Order Preference by Similarity to the Ideal Solution). Generally, TOPSIS is based on the concept of minimum distance from the positive ideal solution and maximum distance from the negative ideal solution. We examine the deficiencies of using only one metric function in TOPSIS and propose the use of spherical metric function in addition to the commonly used metric functions. For empirical supplier selection problems, more than one metric function should be used.

Rapid liberalization of education sector in India has resulted in increased competition. As a result, we have witnessed rapid rise in number of management institutes. The student's evaluation about an institute/college is based on multiple criteria. Realizing the need a focused review on the literature was made to understand the subject. The review highlighted that conventional methods for B-school evaluation are inadequate for dealing with the imprecise, uncertain or vague nature of linguistic assessment. To overcome this difficulty, due to MCDM problem, Fuzzy multi-criteria decision-making methods are proposed. The aim of this study is to use fuzzy technique for order preference by similarity to ideal solution (TOPSIS) and Analytical Hierarchal process (AHP) methods for the selection of better B-school. The proposed methods have been applied to a B-School selection problem of the students of NCR and results are presented. This chapter contributes to previous researches by adding a new avenue, where the MCDM technique can be useful. The selection of an institution for getting a professional degree is a very tough task for the students and as well as for their guardians. This method can help them to find a better solution by providing a quantitative framework.

In most of the machining processes, the complexity arises in the selection of the right process parameters, which influence the machining process and output responses such as machinability and surface roughness. In such situations, it is important to estimate the inter-relationships among the output responses. One such method, Decision-Making Trial and Evaluation Laboratory (DEMATEL) is applied to study the inter-relationships of the output responses. Estimation of proper weights is also crucial where the output responses are conflicting in nature. In the current study, DEMATEL technique is used for estimating the inter-relationships for output responses in machining of EN 24 alloy under dry conditions. CRiteria Importance Through Inter-criteria Correlation (CRITIC) method is used to estimate the weights and finally the optimal selection of machining parameters is carried out using Techniques for Order Preference by Similarity to an Ideal Solution (TOPSIS) method. The model developed guides the decision maker in selection of precise weights, estimation of the inter relationships among the responses and selection of optimal process parameters.

Choosing the right college is a crucial step for students in preparing for their careers and future. With education at the college, the student increases their chances of getting better jobs. But because of the limited capacity of public college, students and parents must select a private college that agrees with desires and abilities. Errors in choosing a college result in students experiencing failure in carrying out education in the college. Therefore, students and parents need to consider several factors such as accreditation status, costs, the number of students, lecturers, facilities, study programs, and others to select a private college. Nevertheless, students and parents experience confusion in choosing a private college. This is due to many private colleges and the lack of information about these private colleges. Therefore, the aim of this study is to build a decision support system to select a private college that matches the desires and abilities of students and parents. This study uses Fuzzy Multiple Attribute Decision Making (FMADM) logic with the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) method to rank each alternative private college. The test results showed that the system performance meets functional requirements and the perform system achieved an accuracy of 83,33%. This decision support system helps students and parents make decisions to select a private college that according to their desires and abilities accurately.

An important objective of a group decision-making problem is to determine the weights of attributes that are given by experts participating in the decision-making process. Since different decision-makers have unequal importance in decision-making, a series of studies focused on finding a set of appropriate weights for experts participating in a decision problem. In this paper, the problem of weight determination among decision-makers is investigated by extending an algorithm taken from the technique for order preference by similarity-to-ideal solution. In this case, a pair of most compromising and least compromising solutions is derived from individual judgments of decision-makers and then, these solutions are applied as the bases for determining the magnitude of individual alignment with the group opinion by using a closeness coefficient approach. Determining the weights of decision-makers, the group decision-making problem is then solved. Application of the proposed method is illustrated by a numerical example for the selection of a maintenance strategy.

The global pandemic and subsequent series of movement control orders (MCOs) imposed by the Malaysian government have severely impacted the tertiary education sector comprising both public and private universities in Malaysia. Private colleges and universities in Malaysia now face increased financial pressures as enrolments of students have either been cancelled outright or deferred. Whilst full-time employees in the tertiary education sector face additional pressures to handle these disruptions, contractual staff members face the risk of unemployment resulting from the non-renewal of their existing teaching contracts. Even if some of these classes can be moved online, challenges remain; for example, scientific research and classes that require physical access to laboratories for the conduct of experiments will be impacted.

Materials constitute a large proportion of the total project cost and the absence of right materials in the right quantities and quality on site when needed is one of the most commonly experienced causes of delays in construction projects. Although supplier selection is a strategic issue, contractors generally select suppliers based on their past experi­ences, which may result in selecting wrong suppliers. Supplier selection decision is generally made by multiple decision makers and is affected by several criteria. Therefore, selecting the right supplier among many alternatives considering several compromising and conflicting criteria is a multi-criteria group decision-making (MCGDM) problem. This paper proposes an integrated fuzzy MCGDM approach, which employs fuzzy analytic hierarchy process (AHP) and fuzzy Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) together, for the supplier selection problem. In the proposed approach, fuzzy AHP is used to analyse the structure of the supplier selection problem and to determine the weights of the criteria, and the fuzzy TOPSIS method is employed to rank the alternative suppliers. The proposed approach is applied to a problem of selecting the most appropriate rail supplier and company management found the proposed decision approach satisfactory and implementable in future supplier selection problems.

Multi-criteria decision-making (MCDM) techniques are increasingly being used for the problem of location selection, which directly affects the long-term success of a company. Besides these techniques, with the advantage of handling both spatial and non-spatial data, geographic information systems (GIS) also represent a useful method for selecting the appropriate location for different kinds of facilities and sites. In this respect, this study aims to compare the results of a MCDM technique, fuzzy technique for order preference by similarity to ideal solution (TOPSIS), and GIS for the location selection of shopping malls in Turkey. According to the results of both fuzzy TOPSIS and GIS, the Marmara region was determined as the best alternative for shopping malls in Turkey.

The selection of an appropriate spillway has a significant effect to the construction of a dam and several procedures and considerations are needed. In the past, this selection of the type of the spillway was arbitrary and sometimes with bad results. Recently the Multiple Criteria Decision Making theory has given the possibility to make a decision about the optimum form of a spillway under complex circumstances. In this paper, the above method is used and especially the TOPSIS (Technique for Order Preference by Similarity to Ideal Solution) method for the selection of a spillway for a dam in the district of Kilkis in Northern Greece—‘Dam Pigi’. As the criteria were fuzzy and uncertain, the Fuzzy TOPSIS method is introduced together with the AHP (Analytic Hierarchy Process), which is used for the evaluation of criteria and weights. Five types of spillways were selected as alternatives and nine criteria. The criteria are expressed as triangular fuzzy numbers in order to formulate the problem. Finally, using the Fuzzy TOPSIS method, the alternatives were ranked and the optimum type of spillway was obtained.
