The article is devoted to the history of the development of polar agriculture in the Yamal-Nenets National District during the Great Patriotic War. The questions of the dynamics of expansion of the sown areas of open and protected ground in the specified territory are considered. Based on the analysis of documents preserved in the state archives of the Russian Federation, detailed information on the development and use of sown areas is provided, in particular, the volumes of cultivated and manufactured products are indicated. Attention is paid to the development of collective and individual truck farming in the Yamal-Nenets okrug during the war years. The question is raised about the role of collective farms in the development of polar agriculture in the okrug, in particular, data on collective farms which areas were engaged in crop production are provided. The novelty of the study is seen in the attraction of new historical sources, allowing to enter into scientific circulation data that help to systematize and detail information on the development of polar agriculture in the Yamal-Nenets okrug during the Great Patriotic War. The relevance of the study is due to the scientific and social significance of the works devoted to the development of the Arctic territories of the Russian Federation in significant periods of Russian history. The authors conclude that during the war years in the district there was a leap in the development of the industry.

The authors of this article aimed at reconstructing the biography of B. I. Fuks in the context of the history of the Soviet era and its most important events. Boris Ilyich (Ber Eljich) Fuks (1897–1973) was a Doctor of Medical Sciences, Professor, a surgeon, the founder of Novokuznetsk Surgical School. His scientific and pedagogical activity was primarily connected with the Tomsk State University and the State Institute for Advanced Training of Doctors, consistently located in Tomsk, Novosibirsk, Stalinsk (Novokuznetsk). The research is based on the documents found in the State Archives of the Russian Federation, the State Archives of Tomsk Region, the State Archives of Kemerovo Region, the State Archives of Kemerovo Region in Novokuznetsk, and the Archives of Novokuznetsk State Institute for Advanced Training of Doctors, and some publications in the central and local periodicals. The documents from the personal archive and memoirs of B. B. Fuks, the son of B. I. Fuks (Boston, USA), made up a separate important set of sources.

The article analyzes the experience of fighting epidemics and infectious diseases on the territory of the Kirov region of the USSR during the great Patriotic war. During the war period, the region experienced outbreaks of various types of typhus, scarlet fever, measles, tularemia and other infections among the population and the military contingent. The set of anti-epidemic measures was a system of effective interaction of various agencies, services and organizations of the region. The analysis of the epidemic situation is based on the study of materials from the Central and regional state archives of the Russian Federation.

The article is devoted to the analysis of the short combat path of one of the national formations formed during the Great Patriotic War — the 115th Kabardino-Balkar Cavalry Division. Finding itself at the forefront of the enemy offensive at the end of July 1942, the division was able to withstand virtually only a few heavy battles with tank formations of the Wehrmacht. The whole drama of the Red Army was reflected in the tragic fate of the division. The article is based on the archival material of the Russian archives (first of all, the Central Archive of the Ministry of Defense of the Russian Federation), as well as German operational documents, which was introduced into scientific circulation for the first time.

The question of the delimitation of powers in the sea open spaces adjacent to Alaska between two states (Russia and the USA) remains open and problematic to this day. This work is devoted to the study of more than a century and a half of the history of the Arctic conflict between the two powers in the Bering and Chukchi Seas. The prerequisites and stages of the conclusion of the 1990 agreement on the line of delineation of sea spaces, the legal consequences of the lack of Russian ratification of this treaty, as well as the economic losses incurred by the Russian Federation in connection with the reduction of the economic zone, are examined.

The article is devoted to the study of modern theoretical and legal problems of ensuring biological security in the Arctic zone of the Russian Federation. The published Draft of Federal law No. 850485-7“On biological security of the Russian Federation”provides an opportunity to take a closer look at the problem of legal provision of biological security in relation to the most vulnerable ecosystems, and, first of all, the Arctic. The article considers the most important features and potential risks of the Arctic zone of the Russian Federation of critical importance from the point of view of biological hazards, the features (specificity) of biological safety problems from the point of view of organizational-legal features and, in particular, from the perspective of environmental law. It is proved that, given the special situation of the Arctic zone of the Russian Federation, in addition to the base Federal law“About biological safety” required a specific law on biological and ecological safety of the Arctic zone of the Russian Federation, which should be generated on a slightly different model than the draft Federal law «On biological safety”, to wear the most specific, applied nature.

The paper considers the priorities of the state policy of the Russian Federation in the Arctic, from the point of view of the development of scientific research, identified by the main strategic documents of national policy and security in the Arctic zone of the Russian Federation. Measures for implementation of priorities in the development of scientific research in the Arctic can be divided into three main sections: 1. Scientific projects and expeditions in the Arctic; 2. International activities; 3. Coordination and implementation of integrated research in the Arctic. Note that currently the Ministry of education and science of the Russian Federation develops the Analytical Coordination Program “Comprehensive research of the Arctic and Antarctic”, in cooperation with the federal state bodies and Governance of the Subjects of the Arctic zone of the Russian Federation. The mechanism of the Program will ensure coordination between state bodies for integrated scientific researches in the Arctic in the interests of economic and scientific development of the region, and the creation of the scientific, technical and technological reserve in order to ensure of national security in the Arctic zone of the Russian Federation.
