Dear readers,The year 2017 marks the 55th anniversary of the Journal of Information & Communications of the Ministry of Information and Communications, and the 18th anniversary of its scientific publication – the Research and Development on Information and Communication Technology (RD-ICT) journal. Again, the purpose of RD-ICT is to provide a forum for researchers and professionals to disseminate original and innovative ideas in the fields of information technology, communications and electronics in Vietnam and worldwide.Without kind support and invaluable contribution of readers and authors, and hard work of the anonymous reviewers and editors under the former editorship of Prof. Nguyễn Thúc Hải, Prof. Trần Văn Lộc and Prof. Nguyễn Cảnh Tuấn, RD-ICT would not be what it is today – a total of 37 issues in Vietnamese and 14 issues in English.To contribute to the development of research in Vietnam, toward standard practices, high quality and international visibility, RD-ICT has been taking measures by following current practices of prestigious international research journals. In this editorial, we would like to inform you some of the things we have been doing lately.Since June 2014, RD-ICT has applied online journal management and publishing, thanks to the well-known open-source Open Journal System of the Public Knowledge Project, which is used by thousands of online scientific journals worldwide. The editorial board of RD-ICT is currently being extended to include international prominent scientists, thus forming a team of international associate editors, under the complementary technical editorship of Prof. Đỗ Ngọc Minh (University of Illinois at Urbana-Champaign, United States), Prof. Nguyễn Hoàng Hà (University of Saskatchewan, Canada) and Prof. Nguyễn Linh Trung (Vietnam National University, Hanoi). Each submission is now assigned to an associate editor who then coordinates the review process and makes editorial decision.For improved paper quality in terms of organization and presentation, authors are guided to good practice of technical paper writing. The article presents the authors ‘view on the activities of the scientific journal” Bulletin of the North Ossetian State University named after K. L. Khetagurov”. The relevance of the article is due to a significant increase in the role of research work of teachers and students of universities and the requirements for their publication activity; the importance for the university of having highly rated scientific journals and the increasing importance of the scientific publication of the university for improving the training of students. At the scientific and theoretical level, the changes that were determined by the modernization of education in the country and the need to improve the quality of scientific publications in accordance with the vector of development of international high-ranking publications and the desire of the university management and the editorial board to keep the journal in the trend of modern science are understood. Attention is paid to the problem of evaluating and reviewing scientific articles, the idea of the impact of reviews on the development of scientific knowledge is justified; the systematic work of the editorial board on the introduction of scientific research into the educational process of the university is shown. The new tasks of the editorial board are considered, the solution of which will contribute to improving the quality of the publication and the research activities of the teaching staff and students of the university. The purpose of the work is to substantiate the author’s approach to the current state, functioning and perspective view of the development of the university scientific publication and to determine its place in the modern scientific and educational space. The research methodology is based on systematic, activity-based and culturological approaches using such methods as systematization, generalization, analysis, description and comparison.

Editormetrics analyse the role of editors of academic journals and their impact on the scientific publication system. However, such analyses would best rely on open, structured and machine-readable data on editors and editorial boards, whose availability still remains rare. To address this shortcoming, the project Open Editors collects data about academic journal editors on a large scale and structures them into a single dataset. It does so by scraping the websites of 6.090 journals from 17 publishers, thereby structuring publicly available information (names, affiliations, editorial roles etc.) about 478.563 researchers. The project will iterate this webscraping procedure annually to enable insights into the changes of editorial boards over time. All codes and data are made available at GitHub, while the result is browsable at a dedicated website (https://openeditors.ooir.org). This dataset carries wide-ranging implications for meta-scientific investigations into the landscape of scholarly publications, including for bibliometric analyses, and allows for critical inquiries into the representation of diversity and inclusivity. It also contributes to the goal of expanding linked open data within science to evaluate and reflect on the scholarly publication process.

In this edition, we are pleased to present the last advances of The Academic Society Journal in terms of relevance and diffusion. Due to our continuous effort for improvement, we now have ISSN, DOI in publications, a peer review policy and editorial board of renowned professionals. In this context, our editorial board is integrating professor Daniel Martins, who is coordinator of the Robotics Laboratory (LAR) at UFSC. In addition to him, other LAR members were invited to join the team of reviewers. The UFSC – IFSP partnership started at 2014, with the approval of CAPES Public Call in Assistive Technology in Brazil and Studies on Disability (PGPTA) No.59/2014 with the project “Reconfigurable Platform for Assistive Technology for Bedridden Patients”. The funds from this project helped to finance scholarships for undergraduate and graduate students from both universities involved. From that moment, UFSC has been participating annually in the MEC3F Congress of Engineering and Applied Sciences in the three Borders, an event that undoubtedly promoted the exchange between these universities. This event is deeply connected with our Society and TAS Journal. During the 6th International Symposium on Multibody Systems and Mechatronics MuSMe 2017, organized by the Commission for Mechatronics and Technical Committees for Multibody Dynamics, Robotics and Mechatronics in UFSC, in Florianópolis, it became evident the importance of creating research centers of excellence in Latin America to increase our international competitiveness, a fact that we can evidence now with the recent participation of Prof. Silvina Ramos group. In September 2018, the 4th WMRD - Fourth Workshop on Mechanism and Robot Design, of Federal University of Santa Catarina UFSC was gathered in Blumenau and the participants had the opportunity to discuss new forms of scientific cooperation between the institutions. Today, we have completed our partnership with the participation of professors and students from the Robotics Laboratory – LAR from UFSC. We hope our work and partnership will allow us to further elevate the concept of the TASJ journal, generating a greater impact factor, number of publications and will support scientific and technological knowledge. Interestingly, what started with assistive technology and accessibility projects can then increase accessibility to scientific publication, open access and free of charges.

Background: The h-index is a metric widely used to present both the productivity and impact of an author’s previous publications. Purpose: To evaluate and observe any correlations among the h-indices of 2015 editorial board members from 8 top sports medicine journals. Study Design: Systematic review. Methods: The sex, country of residence, degree, and faculty position of the editorial board members were identified using their respective scientific publication profiles. The h-index and other bibliometric indicators of these editorial board members were obtained using both the Web of Science (WoS) and Google Scholar (GS) databases. Nonparametric statistics were used to analyze differences in h-index values, and regression models were used to assess the ability of the editorial board member’s h-index to predict their journal’s impact factor (IF). Results: A total of 422 editorial board members were evaluated. The median h-index of all editors was 20 (interquartile range [IQR], 19) using GS and 15 (IQR, 15) using WoS. GS h-index values were 1.19 times higher than WoS, with significant correlation between these values ( r2 = 0.88, P = .0001). Editorial board members with a PhD had significantly higher h-indices than those without (GS, P = .0007; WoS, P = .0002), and full professors had higher h-indices than associate and assistant professors (GS, P = .0001; WoS, P = .0001). Overall, there were significant differences in the distribution of the GS ( P < .0001) and WoS ( P < .0001) h-indices of the editorial board members by 2014 IF of the journals. Both the GS h-index (β coefficient, 0.01228; 95% CI, 0.01035-0.01423; P < .0001) as well as the WoS h-index (β coefficient, 0.01507; 95% CI, 0.01265-0.01749; P < .0001) of editorial board members were significant predictors of the 2014 IF of their journal. Conclusion: The h-indices of editorial board members of top sports medicine journals are significant predictors of the IF of their respective journals.

The article presents results of comparative analysis of the texts of original publication of Professor V. Melikov’s scientific monograph “Heroic Defense of Tsaritsyn: 1918” and its 1938 version published in view of the 20th anniversary of the defense of Tsaritsyn during the Civil War. J. V. Stalin's editorial revision of the text is probably the only evidence of his active intervention in late 1930s in the formation of the official view on the defense of Tsaritsyn and his own role in it, as well as that of K. E. Voroshilov and M. S. Budyonny. The study allows to identify main points and accents of editorial treatment of censorship and of Stalin himself as main participant in the event and unofficial editor of the new publication. Stalin’s editorial changes expunged names of most command officers from the text. All information on the military operations of the Steel division and its commander, D. P. Zhlob, who was arrested and executed during the prepress, was removed. Stalin also edited and deleted the “cult of personality” flattery to himself and his comrade-in-arms S. M. Budyonny. At the same time, the censorship, namely the editorial board of the People's Commissariat of Defense of the USSR, promptly updated the text by inserting documents and materials on the ongoing trials for counter-revolutionary activities of persons mentioned in the monograph as participants in the events. Political repression of early 1938 resulted in their neutralization as “enemies of the people.” Thus, editing of V. A. Melikov’s monograph by I. V. Stalin and the censorship was an example of the gradual transformation of scientific publication into instrument of political and ideological strife in the context of oncoming new wave of terror.
