     Dear Scientists, The Journal STUDIES IN HISTORY AND PHYLOSPHY OF SCIENCE AND TECHNOLOGY is a specialized scientific publication on theoretical and philosophical (Philosophy of Science) sciences. The journal, founded in 1993, was published under the title «Herald of Dnipropetrovsk University. Series History and Philosophy of Science and Technology». Under this name, 25 issues of the journal were issued by 2017 inclusive. Due to the change in the name of Dnipropetrovsk University, the need to change the name of the magazine is necessary. From No. 26 the magazine begins to come out under the new name which is indicated on its cover. Since the journal STUDIES IN HISTORY AND PHYLOSPHY OF SCIENCE AND TECHNOLOGY is the successor of the journals "The Bulletin of the University of Dnipropetrovsk. Series History and Philosophy of Science and Technology ", the numbering of the journals with the changed name will continue. The editorial board of the magazine, which consists of well-known specialists in the field of historical and philosophical sciences (both domestic and foreign), ask the scientists of these areas of scientific research to send their research materials for publication in the scientific professional journal STUDIES IN HISTORY AND PHYLOSPHY OF SCIENCE AND TECHNOLOGY (ДОСЛІДЖЕННЯ З ІСТОРІЇ І ФІЛОСОФІЇ НАУКИ І ТЕХНІКИ). The article presents the authors ‘view on the activities of the scientific journal” Bulletin of the North Ossetian State University named after K. L. Khetagurov”. The relevance of the article is due to a significant increase in the role of research work of teachers and students of universities and the requirements for their publication activity; the importance for the university of having highly rated scientific journals and the increasing importance of the scientific publication of the university for improving the training of students. At the scientific and theoretical level, the changes that were determined by the modernization of education in the country and the need to improve the quality of scientific publications in accordance with the vector of development of international high-ranking publications and the desire of the university management and the editorial board to keep the journal in the trend of modern science are understood. Attention is paid to the problem of evaluating and reviewing scientific articles, the idea of the impact of reviews on the development of scientific knowledge is justified; the systematic work of the editorial board on the introduction of scientific research into the educational process of the university is shown. The new tasks of the editorial board are considered, the solution of which will contribute to improving the quality of the publication and the research activities of the teaching staff and students of the university. The purpose of the work is to substantiate the author’s approach to the current state, functioning and perspective view of the development of the university scientific publication and to determine its place in the modern scientific and educational space. The research methodology is based on systematic, activity-based and culturological approaches using such methods as systematization, generalization, analysis, description and comparison.

An effort to establish programs of study in the history of science took place at the University of Toronto in the 1960s. Initial discussions began in 1963. Four years later, the Institute for the History and Philosophy of Science and Technology was created. By the end of 1969 the Institute was enrolling students in new MA and PhD programs. This activity involved the interaction of the newly emerging discipline of the history of science, the practices of the University, and the perspectives of Toronto’s faculty. The story of its origins adds to our understanding of how the discipline of the history of science was institutionalized in the 1960s, as well as how new programs were formed at that time at the University of Toronto.

Ansaq continues working towards becoming a solid scientific and global research-publishing platform, while contributing to translating the strategic goal of Qatar University in the field of scientific research. The QU strategic goal aspires that “the University should excel in focused, relevant, measurable, influential and collaborative research, and should be keen on finding solutions, and pushing towards progress in knowledge and innovation.” The University’s tireless efforts in academic higher education and scientific research have qualified it to occupy advanced positions in Arab, regional and international classifications. Additionally, it recently bagged second place in the Times Higher Education classification (THE) for Arab universities, 2021. Such ranking would not have been achieved without the presence of this insightful vision and ambitious strategy, and working with determination to implement it. Ansaq is pleased to present to its honorable readers and researchers this new issue, which contains six research papers covering different knowledge areas of Arabic language sciences and literature, such as grammar, rhetoric, literature, novel and others; in addition to a book review. Thus, it strengthens bridges of communication among scholars and researchers in Arabic language sciences and literature from East, West, North and South of the world, enabling them to explore knowledge emanating from different countries, and expanding the circle of knowledge exchange across the four directions of the compass. Without the continuous support of various parties at Qatar University and its affiliates, the journal would not have published this edition, and the previous editions as well. This support starts with the journal’s editorial board and their untiring work through the stages of the research journey; from reception until publication, the Languages, Media and Translation Sector at the College of Arts and Sciences, and the members of the Arabic Language Department. Furthermore, Qatar University Press remains to be the main partner of Ansaq, and the permanent supporter of the journal’s work and its publications. This new edition of Ansaq has been published after launching the electronic platform of the journal on Qatar University website, which enables automation of work in the journal at every stage. Researchers can upload their research directly through this platform and follow the peer-review procedures, and how they progress until publication. The launching of this e-platform is the result of diligent and hard work for more than a year led by Qatar University Press, in cooperation with the University Library. All of these steps ultimately lead to translating the strategic goal of Qatar University in terms of scientific research, developing it to serve the scientific community, and contribute to the development of knowledge that ultimately serves societies, or should do so.

In today's conditions of agrarian production in Ukraine, due to the rapid development of scientific and technological progress, a significant contribution belongs to scientific research based on world recognition, and publications in scientific journals indexed in the international science-computer databases of Web of Science and Scopus will lead to the possibility of modernization of modern science in agrarian institutions of higher education. It is established that realization of scientific researches in higher agricultural educational institutions is a prerequisite for increasing their competitiveness in the international scientific and educational space. So, agricultural universities, along with the implementation of their main function - educational - are engaged in field research and development of innovative research in the agrarian sector. Today, in our country, there is already an experience in defining scientific research and innovation priorities, but until now, the research of domestic scientists did not take into account the use of large-scale modern information capacities to determine the effectiveness of scientific activity. In this regard, the attraction of information technology in combination with the use of international science-computer databases Web of Science and Scopus in the agrarian sphere will significantly expand the scientific outlook of scientists. The aim of the study is to determine the main advantages of using the international science-computer databases Web of Science and Scopus for research in the agrarian sector and to provide suggestions for the search for data and selection of journals for their effective use in the research work of scientific and pedagogical workers of higher agrarian institutions. The information base of the study consists of the current legislation and normative acts of Ukraine, resolutions of the Cabinet of Ministers of Ukraine, official data of the State Statistics Service of Ukraine on scientific and innovative activities, data presented in the international science-computer databases of Web of Science and Scopus. Current issues of the transformation of the scientific system at the state and world levels, which have a positive effect on the level of provision of the research sphere in combination with the staffing component of the scientific and technological potential, remain relevant in modern conditions. Today, we are seeing a deepening of the integration of education and agrarian science within the university sector, which is due to the increasing importance of scientific research and training of agronomists-researchers of the proper level. It has been established that the publication of the results of laboratory-field research in scientific journals indexed in the science science of Web of Science and Scopus should become a promising direction and actively develop among scientific groups of young scientists, in particular, when performing scientific research in agronomy. At the present stage, the development of agrarian production is based not only on the achievements of agricultural sciences such as crop production, agriculture, ecology, fodder production, but also on a number of economic sciences. The studies have taken into account that the importance of research in agrarian science of this interaction is intensified in the conditions of structural transformations of the agricultural economy, as well as the provision of its innovative development, since the integrated interaction of agrarian production, science and agricultural education institutions has a positive effect. In this scientific work, the necessity of the development of science-based research in agrarian universities was determined and the world's bibliometric platforms Web of Science and Scopus were analyzed. It also proved expediency of carrying out scientific researches with the use of science-based studies on the basis of agrarian institutions of higher education. Under the international science and technology databases of Web of Science and Scopus, the criteria and standards necessary for the qualitative use of science in research are researched. Taking into account the results, the main criteria for the selection of science-computer platforms and their indicators were selected: the coverage of Ukrainian scientific publications and publications, the accuracy of data, including the veracity of the citation of the scientific publication, the filtering of excess data, the possibility of obtaining all information about the publication by author. The general characteristics of science-metric databases of Web of Science and Scopus (interface language, data volume, data source, science-metrics) were investigated and the main technical and functional characteristics were determined. Considered the availability of advanced search, the ability to communicate with scientists, the identification of a scientist, the possibility of a reference to a scientific publication. After analyzing specialized literature and sites for the development of international science-computer databases for further thorough research, the course of publications to readers in the Internet space was determined, which is related to the active participation of authors in the placement of scientific articles in such information systems as Google Scholar, ORCID, Research ID. Thus, in agrarian educational institutions, the availability of information and analytical activities in the context of complex changes in the information environment transforms the educational institution into a center of social communication, which is important for conducting research. In this regard, the involvement of information technology in conjunction with the use of international science-computer databases Web of Science and Scopus in the agrarian sphere will significantly expand the scientific outlook of scientists. Information provision of the scientific and educational process at the expense of publications of scientific articles of the corresponding level enhances the role of scientific and pedagogical workers in solving the problems faced by agrarian higher educational institutions at the present stage of development. Therefore, one of the priority directions of activity of scientific and pedagogical workers of agricultural higher educational institutions is the development of navigation functions in the world of science-computer systems in order to facilitate the transformation from the element of research into the participant of scientific and educational work and increase the scientific status of the university.

The board will be strengthened by their contributions. The Senior Editors are Associate Professor Geraldine Lefoe, University of Wollongong, Australia and Dr Meg O'Reilly, Southern Cross University, Australia. Our editorial board includes members of the host institution (University of Wollongong), Dr Lynne Keevers, Ms Lucia Tome, Associate Professor Greg Hampton, Dr. Michael Jones, Associate Professor Anne Porter, and Dr. Dominique Parrish. Our external board members include Ms Jude Carroll, Associate Professor Andrew Furco, Professor Terence Lovat, and Ms Carolyn Webb. We have particularly appreciated the support of the University of Wollongong’s Deputy Vice Chancellor (Academic) Professor Rob Castle who has recently retired. His patronage and support of our journal has seen it move from a small internal journal to a much larger international journal. He has been a great champion for teaching and learning in the local and national arena and his contributions to the institution and to the sector have been greatly valued. We wish him well in his retirement and know that he will continue his contributions to the sector in the years to come.

Summing up the results of scientific research activity for 2017, we can confidently say that NUST MISIS, based on the scientific po­tential and experience of its teaching and research staff, has achieved even more substantial gains in the field of fundamental and applied research. Through the development of laboratories, invitation of inter­nationally recognized researchers to the university, and participation in ambitious international scientific projects, the university continues ev­ery year to conduct even more research and development in disciplines that are both conventional and new for NUST MISIS. This article presents the main results of the research and technology and innovation efforts of the National University of Science and Technology MISIS (NUST MISIS) for 2017. The issues of inclusion in international ratings, university financing, results of the researchers’ publishing activi­ties, as well as the results of scientific and innovation efforts, have been covered here in detail.
