This article responds to recent calls for more engagement from political ecologists in ocean and coastal governance concerns, and employs a controversy over the practice of gill netting in North Carolina as a lens into questions about how narratives of nature and power affect fisheries policymaking processes. The article analyzes commercial and recreational fisher narratives about marine ‘nature,’ including perceptions of resource health, expressions of blame or responsibility, and storylines about the different roles of fishers and managers in the process of governing fisheries. The article focuses particularly on how fishers perceive the politics of fisheries management and where they believe power lies in negotiations about the ‘right’ ways to steward and allocate fishery resources. Fisher narratives are then compared to those of fishery regulators themselves. The article asks how the perceptions of different groups about politics and power in fisheries management affect their levels of trust and engagement with each other and with the policymaking process. It offers insights into the complex negotiations over the meaning of terms like ‘conservation,’ ‘endangered,’ and ‘livelihood,’ and analyzes the implications of these narratives for stimulating material changes in the coastal seascape and in the lives of fishers.

With increase in numbers, size, and effectiveness, fishing fleets have depleted important stocks of fish, and strong international action by governments is imperative for the future viability of fishery resources. The author favors a system of an overall quota of fish, with individual quotas for boats and plants, and predicts that this will become "the accepted method of running fisheries" in 20 years. He discusses how best to organize such a system, with full consultation between governments and their national fishing industries as well as at the international level. For efficient handling of the complex issues involved and a full understanding of them, he suggests that governments should appoint to their fisheries ministries officers who have specialized in fisheries management and are able to analyze the situation in depth and advise the administrators on the implications of alternative management policies. The controls over fishing that he advocates are essential because "free fish means eventually no fish."

Targets and limits for long-term management are used in fisheries advice to operationalize the way management reflects societal priorities on ecological, economic, social and institutional aspects. This study reflects on the available published literature as well as new research presented at the international ICES/Myfish symposium on targets and limits for long term fisheries management. We examine the inclusion of ecological, economic, social and institutional objectives in fisheries management, with the aim of progressing towards including all four objectives when setting management targets or limits, or both, for multispecies fisheries. The topics covered include ecological, economic, social and governance objectives in fisheries management, consistent approaches to management, uncertainty and variability, and fisheries governance. We end by identifying ten ways to more effectively include multiple objectives in setting targets and limits in ecosystem based fisheries management.


<em>Abstract</em>.—We examined perceptions of and responses to crowding by boat anglers on hydropower and flood-control reservoirs in western North Carolina by reviewing angler opinion information obtained during year-long creel surveys conducted 1997–2006. Interview topics included subjective ratings of crowding on the day of interview, boating safety concerns, alterations to fishing trips due to crowding, types of behavioral alterations used to avoid crowding, and incidence of night fishing. Angler perceptions of crowding and resulting changes in fishing behavior were typically higher in warmer months and on reservoirs with greater fishing pressure. However, boat anglers on reservoirs with high fishing pressure but low nonfishing boat traffic reported fewer crowding concerns than on reservoirs with more diverse boating use. Spatial responses to crowding were reported on all waters and included fishing coves, diverting fishing trips to less-crowded reservoirs, and leaving the reservoir to avoid crowds. Temporal responses to crowding were more common on heavily used reservoirs and included fishing at night, avoiding weekends, and avoiding summer months. We recommend focusing access improvements on enhancements for off-season and night fishing, including improved access-area lighting and low-water ramps and docks.

ObjectiveWe aim to describe the anatomy and symmetry patterns of the optic canal in patients having undergone maxillofacial CT imaging.MethodsIn this retrospective chart review, we included all patients who received sinus and maxillofacial CT at the University of North Carolina hospitals between 2008 and 2016, without facial or cranial fractures or other medical conditions that would affect optic canal size. We measured the length of ≥75% enclosed canal, minimum cross-sectional area and minimum diameter bilaterally using iNtuition TeraRecon (Durham, North Carolina) and compared bilateral symmetry using a 20 % difference threshold. Each parameter above was compared among white, black, non-white and non-black patients.ResultsOf 335 patients, the mean canal length was 5.61±2.22 mm. The mean minimum area was 11.84±3.11 mm2. The mean minimum diameter was 3.28±0.55 mm. A total of 39.4% (132/335) of patients had asymmetric canal lengths, 18.8% (63/335) had asymmetric minimum areas, and 12.5% (42/335) had asymmetric minimum diameters. No differences were found between racial groups. The right optic canal was larger than the left (right: 12.12 mm vs left: 11.55 mm, p<0.0001).ConclusionOptic canal asymmetry is not uncommon. It may affect risk of papilloedema severity, explain cases of unilateral or asymmetric papilloedema and possibly asymmetric glaucoma.

AbstractResource allocation is a fundamental and challenging component of common pool resource governance, particularly transboundary fisheries. We highlight the growing importance of allocation in fisheries governance, comparing approaches of the five tuna Regional Fisheries Management Organizations (tRFMOs). We find all tRFMOs except one have defined resources for allocation and outlined principles to guide allocation based on equity, citizenship, and legitimacy. However, all fall short of applying these principles in assigning fish resources. Most tRFMOs rely on historical catch or effort, while equity principles rarely determine dedicated rights. Further, the current system of annual negotiations reduces certainty, trust, and transparency, counteracting many benefits asserted by rights-based management proponents. We suggest one means of gaining traction may be to shift conversations from allocative rights toward weighting of principles already identified by most tRFMOs. Incorporating principles into resource allocation remains a major opportunity, with important implications for current and future access to fish.


<em>Abstract.—</em>Urban and community fishing (UCF) projects are viewed as a way to provide easily accessible fishing opportunities to an increasingly urbanized society, thereby retaining and recruiting anglers and maintaining support for conservation of fisheries resources. Nearby, out-of-city fishery resources provide an option for development of UCF opportunities by municipalities lacking aquatic resources that can support recreational fishing. Examples of out-of-city fishing sites used as part of UCF projects in eight states are summarized. These out-of-city fishery resources not only provide relatively accessible fishing opportunities, but they also provide more diverse and often more natural fishing experiences. This diversity of fishing experiences may be useful for satisfying a broader angler constituency and aiding the transition of anglers from urban to more traditional, rural fisheries. Inclusion of out-of-city fishery resources in UCF programs can benefit from partnerships between state fisheries management agencies and municipal agencies and organizations.

The Right Reverend Dr. Paul Lionel Puryear, Sr., Professor Emeritus at the University of Virginia, passed away on Thursday, April 22, 2010, in Charlottesville, Virginia, at the age of 80. Born in Belleville, New Jersey, as the second son of the Reverend Thomas Langston Puryear, Sr., and the Reverend Pauline Sims Puryear, he attended public schools in Newark, New Jersey. He transferred as a high school freshman to the renowned Palmer Memorial Residential School in Sedalia, North Carolina. He became an ordained A.M.E. minister at the age of 18.

Abstract Symes, D. 2007. Fisheries management and institutional reform: a European perspective. – ICES Journal of Marine Science, 64: 779–785. Changes to the institutional frameworks that help shape fisheries policy-making are typically incremental and piecemeal, with governments content to tinker at the edges, but rarely willing to embrace fundamental reform. The present study outlines the nature of institutional frameworks and explores the need to ensure coherence across different scales of governance. Co-management and participative governance are commonly regarded as important recent developments. Although they may well satisfy notions of “good governance”, their ability to deliver better policy, more effective management, and sustainable fisheries is open to question. In the search to improve the efficacy of fisheries management, three key issues are identified: restructuring of co-management organizations, clarification of property rights, and development of an ecosystem-based approach. Finally, attention is drawn to the challenge to fisheries governance posed by moves towards integrated management.
