Abstract Transport and its major part of transport means is currently based on the internal combustion engine principle. For these engines, the primary energy source is oil, natural gas, coal, biomass and others. These primary energy sources and their processing in refineries and factories are used to produce products that are used to drive engines - fuels. From what energy sources these fuels will be produced and what technology will be used to process and produce them is also an important. This whole process must take the reduction of total emissions into account. Future fuels can be considered synthetically produced diesel or hydrogen, which can later significantly affect the decrease in emissions from their processing, production and subsequent combustion of these more environmentally friendly types of fuels. This article processes analyses and development of basic pollutants, total emissions and energy consumption in the Slovak Republic and the EU. In the second part there is an evaluation of the emissions trend development in transport in the EU and Slovakia.

The paper’s main purpose was to identify and present the current situation and changes in energy consumption in agriculture in the European Union (EU) countries. The specific objectives were the determination of the degree of concentration of energy consumption in agriculture in the EU countries, showing the directions of their changes, types of energy used, and changes in this respect, establishing the correlation between energy consumption and changes in the economic and agricultural situation in the EU countries. All member states of the European Union were deliberately selected for research on 31 December 2018 (28 countries). The research period covered the years 2005–2018. The sources of materials were the literature on the subject, and data from Eurostat. Descriptive, tabular, and graphical methods were used to analyze and present materials, dynamics indicators with a stable base, Gini concentration coefficient, concentration analysis using the Lorenz curve, coefficient of variation, Kendall’s tau correlation coefficient, and Spearman’s rank correlation coefficient. A high concentration of energy consumption in agriculture was found in several EU countries, the largest in countries with the largest agricultural sector, i.e., France and Poland. There were practically no changes in the concentration level. Only in the case of renewable energy, a gradual decrease in concentration was visible. More and more countries developed technologies that allow the use of this type of energy. However, the EU countries differed in terms of the structure of the energy sources used. The majority of the basis was liquid fuels, while stable and gaseous fuels were abandoned in favor of electricity and renewable sources—according to which, in the EU countries, the research hypothesis was confirmed: a gradual diversification of energy sources used in agriculture, with a systematic increase in the importance of renewable energy sources. The second research hypothesis was also confirmed, according to which the increase in the consumption of renewable energy in agriculture is closely related to the economy’s parameters. The use of renewable energy is necessary and results from concern for the natural environment. Therefore, economic factors may have a smaller impact.

Fuelwood, and wood wastes provide almost half of the renewable energy production of the European Union. Enhancing the use of wood in renewable energy production has more constraint than wind- or solar energy. Forests in the EU member states are sustainably used, they are increasing both in terms of area, and growing stocks. There are possibilities to enhance the fallings and use more fuelwood. Short rotation coppices could fulfill the long term demand for fuelwood; because these plantations surpass the dendromass yield of forests.

Abstract The contribution deals with the Slovak and the EU legal regulation of tobacco and tobacco products. Its primary purpose is to point out the Slovak and European legal acts which constitute the main regulatory instruments in this field using the method of analysis and synthesis. Rules of production, distribution and conditions of use of tobacco and products thereof are in the Slovak Republic contained mainly in two acts - the Act No 335/2011 Coll. on Tobacco Products and the Act No 377/2004 Coll. on the Protection of Non-smokers, as well as in special Decree No 212/2012 Coll., regulating tobacco products. Regulation of excise duty on tobacco products can be found in the Act with the same name - Act No 106/2004 Coll.. Another objective of the paper is also to draw attention to the amendment of Act on Protection of Non-smokers which entered into force on 1 July 2013. The European Union struggles with the negative consequences of smoking at the supranacional level and its institutions - the European Commission, the European Parliament and the Council of the EU - are already for several years adopting legal acts to facilitate uniformity and easier interpretation of European law also in the field of legal regulation of tobacco and tobacco products. The predominant part of the existing legislation deals with the approximation of laws in areas that are closely related to the manufacture, presentation and sale of tobacco products, but also to the collection of taxes from these products.

Abstract Transformation of the heating sector is recognized as being essential for ensuring reliable and affordable energy services provided with reduced consumption of energy sources, diminished impact on the environment and less import dependency. The possibility of utilizing energy sources that otherwise would be wasted needs to be considered and treated as a big advantage of district heating systems. Despite many advantages, sewage wastewater heat is still a mostly unused resource at the global level and a totally unused energy source in Serbia, while data about the potential of this energy source are lacking. This research proposes a methodology for the determination of the technical potential of waste heat from wastewater treatment facilities for use in district heating systems by heat pump application. Data from existing wastewater treatment facilities are used for providing data for replication in cities without wastewater treatment plants but with district heating systems. An estimation of the recoverable heat energy potential of wastewater is used for evaluation of some effects that could be obtained through its full utilization for heat production in the existing district heating systems. Three groups of indicators are selected for analysis focusing on district heating systems' energy performance (primary energy factor, specific heat consumption per degree day and heating area), the security of energy supply (import dependency, Shannon Wiener diversification index, the share of renewables) and environmental impact (carbon dioxide emission coefficient). Values of the selected indicators are determined for the current state of district heating systems and for the possible future state that could be achieved after full utilization of sewage wastewater potential. The proposed methodology is applied to Serbia, as a case study. It has been shown that all analyzed indicators for the projected future would have more preferable values compared to the values that correspond to the current state of the district heating systems. The use of this renewable energy source should provide primary energy savings of 5% per year, reduction of carbon dioxide emission of 6.5% per year, reduction of import dependency of DH systems of 9.8% and improved diversification of energy sources of 21%.

Abstract A quarter of a century ago, the Soviet Union dissolved and the Cold War ended. Now the current political era involves a broad challenge to liberal democracy in the European Union. Central European countries such as the Czech Republic, Hungary, the Republic of Poland, and the Slovak Republic (‘the Visegrád Group’) joined the EU in 2004 with the hope that the post-Cold War era would be one of peace and stability in Europe, including (most importantly) the expansion of Europe’s democracy. A turning point came in 2014, however, when the Syrian refugee crisis hit the EU and caused a political ‘about face’. The European refugee and migrant crisis have strengthened right-wing populism among the European countries, including the Visegrád group. Obviously there are certainly similarities between the populist rhetoric of Hungary’s ruling party, Fidesz, and the Law and Justice party (known as PiS) which is governing the Republic of Poland. The two countries appear to be following the same path of becoming ‘illiberal democratic’ states. The templates of authoritarianism which both countries have adopted involve the following: the restriction of civil society and the independence of the media, control of the judiciary and the court system, together with the transformation of the constitutional framework and electoral law in order to consolidate power. This paper analyses two examples of authoritarian populist leaders: first, Viktor Orbán, the Prime Minister of Hungary of the Fidesz Party and, second, Jarosław Kaczyński, a leader of the Law and Justice Party (PiS) in Poland. A brief description of each is provided as a background for the discussion which follows.

The evaluation of non-renewable primary energy expressing the impact of the environment is part of the energy performance certificate. The evaluation is based on factors of primary energy. New buildings or larger modifications of existing buildings must meet the legislative requirements in the Czech Republic, which are consistent with the requirements of the European Union. On the basis of modeling of different energy sources and different number of energy sources for the selected building are set values of non-renewable primary energy.

Abstract The increasing consumption of energy, as well as exhaustibility of fossil resources, initiate the necessity of finding renewable resources. Especially biofuels represent the important role in terms of renewable resources, development of which is often question under debate in many countries. By increasing of blending mandate in the European Union (EU), the SR after joining the EU forced to implement the changes in its action plan for renewable energy in transport and set benchmarks share of methyl ester of rapeseed oil in diesel fuel. The aim of the paper is to evaluate the economic impact of biodiesel production in the Slovak republic. At the same time, biofuel production has an impact on the price of conventional fuels. The relationship between biofuel production and prices of agricultural crops as well as conventional fuels we examined through regression and correlation analysis, which showed that between production of biodiesel and the prices indicated exists certain dependency.

AbstractThe policy of renewable energy sources has gained more importance over recent years. The European Union is facing serious challenges regarding greenhouse gas emissions and energy sustainability, followed by the supply security, import dependence and competitiveness as well as the effective implementation of the internal energy market. The energy policy of the European Union is the most effective response to the new situation the member states of the European Union are facing. The EU energy policy aims to cause a new industrial revolution and the growth of the economic energy efficiency with low emissions of carbon dioxide. In order to achieve this, targets have been set for the future. Among them is the increase in the share of production and consumption of renewable energy in the total energy balance.

The aim of the work was to analyze the changes in the epidemiology of salmonellosis and campylobacteriosis diseases in Slovakia over the past 10 years and evaluate them in the context of epidemiological changes comparing to the EU. Salmonellosis (A020) and campylobacteriosis (A045) belong to the diseases with the highest morbidity in Slovakia. For the period 2001–2010 was reported in Slovakia 109 304 salmonellosis cases in human and 3 327 cases of Salmonella carriage. The five-year EU-trend (2005–2009) showed a statistically significant decrease of salmonellosis disease (with a mean reduction of 12% per year). Campylobacteriosis remains a long time the most frequently reported zoonotic disease in humans in Slovakia as well as in EU. For the period of 2001–2010 25 574 campylobacteriosis cases was reported in Slovakia. Most diseases were reported in 2010 with the number 4 591 (84.63 morbidity/100 000 inhabitants). Increase in morbidity is evident since 2003 with an average annual increase of 22%. We focused on more in-depth epidemiological analysis of salmonellosis and campylobacteriosis cases in Slovak Republic in relation to the infection agens and the outbreak of disease transmission mechanism, age and gender, location and seasonality of disease.

AbstractAs Poland is considered a coal country, renewable energy resources still do not have a significant share in energy production. Further, 14% contribution of renewable energy to total primary energy production in 2020 is endangered. Thus, in order to speed up with renewable energy sources new actions should be stimulated. The aim of the article is to describe the most popular renewable energy installations in Poland and further to search for a case study indicating that an investment in renewable sources is profitable without financial support. The results indicate that prior literature does not present any analysis of profitable renewable energy investment without financial support. It states the need for regulators to implement additional financial support not only on the European Union level but also on the national one.
