Maturity Assessment of Maintenance Processes at ATC-Service Providers The focus of the research is the analysis and assessment of Air Traffic Control (ATC) maintenance and technical service processes. Deriving from the general ATC process model, which is the part of the Air Transport System, the related ATC Services including a Key Performance Indicator System were developed. A theoretical analysis was performed to develop a special correlation matrix between the Air Transport System to ATC service and ATC technical services, which reflect the top-down approach of process modelling proceeding. A particular research of different international ATC service organization, selected by defined parameter was performed for analysis. The analysis was implemented with different scientific research methods. Basing on this international research, a detailed SWOT analysis and conclusions of each ATC organization itself and additionally a parameter-oriented comparison between the different organizations and their specifics were performed. The results of this research were described in a SWOT analysis, rating assessment of utilization of the theoretical methods and qualified evaluation of implemented KPI System. For final maintenance process evaluation an ATC-Maintenance Process Maturity method based on ISO /IEC Standard 15504 was developed. The results and developments of the research will be the essential prerequisite for the further research of dissertation and development of a harmonized ATC Meta Frame Maintenance Process Model as a part of the Air Transport System on macro model level and deriving to the ATC specific Maintenance Service Model on micro level for the specific ATC organization basing on service and business modelling methods.

Abstract The article presents a method for assessment of availability and risk functioning of technical objects (transport means) in an executive subsystem. Indexes of the availability and risk connected with functioning of a single technical object have been determined on the basis of a mathematical model of the operation and maintenance process, in the studied transportation system. A Mathematical model of the operation and maintenance process has been developed with acceptance of an assumption that the process model is to be represented by a homogeneous Markov model X(t).

A theoretical analysis and benchmark was performed to develop a service model for air traffic control (ATC) systems. Based on a survey of theoretical methods and approaches for ATC maintenance processing in relation to traditional and European harmonised ATC parameters, a structured analysis and evaluation of the problem was performed at an international ATC organisation. The research was performed with parameter-oriented comparison. The results of the research were used in a process maturity assessment and key performance indicator (KPI) system. An ATC-specific maintenance process maturity method based on ISO/IEC Standard 15504 was developed for the process of analysis. The results can be used to develop an ATC service maintenance model as part of an air transport system model (macro model) and to develop an ATC service model and KPI system (micro model).

This study aims to provide insights into the impact levels of digitalization and intelligentization on air transport system (ATS) in Australia, China, the US, and India. Air transport system is one of the most efficient transport systems which contains three elements: air traffic control, airport, and airlines. In modern society, the importance of digitalization and intelligentization in ATS is attached to by publics. In this study, firstly, comparative analysis is used to analyze the different states of digitalization and intelligentization level and air transport system in sample countries. Then, correlation analysis is used to study the correlation of the different impact factors with the ATS in different countries. The third one is regression analysis, it is used to analyze the relationship between ATS and the development of digitalization and intelligentization in four sample countries. At last, forecasting analysis is used to predict the future trend of digitalization and intelligentization’s impact on ATS in the sample countries in the next few years. Then, the most significant impact factors for ATS will be obtained. Also, the future development trends of ATS under digitalization and intelligentization’s impact could be forecasted by using econometric models.

The global COVID-19 outbreak has demanded drastic actions and policies from the governments and local authorities to stem the spread of the virus. Most of the measures involve behavioural changes from citizens to reduce their social contact to a minimum. Thus, these actions influence individual activity patterns and transport systems in different ways. This paper studies the short-term impacts on the transport system caused by the different policies adopted by the Colombian government and local authorities to contain the COVID-19 spread. Using official and secondary data concerning the seven most populated cities in Colombia, we analyse the impacts on three components of the transport system: air transport, freight transport, and urban transport. Results show that national policies and local decisions have decreased the demand for motorised trips across the cities, diminishing congestion levels, reducing transit ridership, and creating a reduction in transport externalities. The country banned air transport for passengers and only allowed air cargo for medical and necessary supplies, which will have negative consequences for the economics of the airline industry. During the first three months of the COVID-19, freight was the most resilient transport component. However, freight trips diminished around 38%, affecting mainly the supply chain of nonessential products. During the pandemic, governments need to provide subsidies to maintain the system supply to avoid crowdedness and promote active transport by allocating less-used street space to cyclists and pedestrians. In the short term, transportation service providers will face a financial crisis, deepened by the pandemic, which will require government assistance for their recovery.

Abstract Objectives To develop a goal-oriented indicator system based on the balanced scorecard (BSC) concept, which takes into account the perspectives of the referring physician and patient and emphasizes the focus on the internal processes of the radiology department. Methods Development of a BSC occurred in six steps: (Step 1) strengths/weaknesses and opportunities/risks (SWOT-) analysis of the radiology department, (Step 2) setting-specific objectives (model, core values, key objective) followed by the development of 4 perspectives, (Step 3) and definition of strategic issues oriented to the value-added chain of the processes of the radiology department. (Step 4) Creation of a “Strategy Map” with regard to the perspective and their cause–effect relationships. (Step 5) Development of an automated key performance indicator (KPI) cockpit for the monitoring, reporting, and management scorecard. Results A total of 10 success factors were identified using SWOT analysis. The core values include high quality in clinical, teaching, and research areas. The radiological value-added chain is composed of three processing steps. 1. registration, 2. examination, and 3. reading/X-ray demonstration. Three action programs were derived: 1. increase competency (e.g., specialist standard), 2. improve referring physician/patient satisfaction, 3. increase productivity. Daily process monitoring was added to the management cockpit as a monitoring scorecard. The scorecard comprises 18 KPIs and is automatically updated every month. The annual management scorecard comprises 10 KPIs. Conclusions The BSC makes it possible to implement a strategy for radiology that is strongly oriented toward the requirements of the referring physicians and the demands of patients.

Technology changes will always be for the better, not only to the end users but also to the intellectual property owners of the technology and the implementers of the technology. The objective of this paper is to study the feasibility and viability for entrepreneurs to become service providers for the dispensation of fertilizers, pesticides, fungicides and supporting services such as aerial crop reconnaissance using Unmanned Aerial Vehicles (UAV) or drones. The methodology used for this study is SWOT Analysis. Both primary and secondary data is used for this analysis. This study finds that paddy farming employing drones is feasible. The beneficiaries of this study shall be the government, by way of lowering financial cost to subsidise the paddy planting, the farmers who no longer need the services of migrant workers, thus saving production cost, and finally the drone service providers and their downstream business associates who can engaged themselves in very lucrative businesses.

The implementation of Trajectory-Based Operations, invented by the Single European Sky Air Traffic Management Research program SESAR, enables airlines to fly along optimized waypoint-less trajectories and accordingly to significantly increase the sustainability of the air transport system in a business with increasing environmental awareness. However, unsteady weather conditions and uncertain weather forecasts might induce the necessity to re-optimize the trajectory during the flight. By considering a re-optimization of the trajectory during the flight they further support air traffic control towards achieving precise air traffic flow management and, in consequence, an increase in airspace and airport capacity. However, the re-optimization leads to an increase in the operator and controller’s task loads which must be balanced with the benefit of the re-optimization. From this follows that operators need a decision support under which circumstances and how often a trajectory re-optimization should be carried out. Local numerical weather service providers issue hourly weather forecasts for the coming hour. Such weather data sets covering three months were used to re-optimize a daily A320 flight from Seattle to New York every hour and to calculate the effects of this re-optimization on fuel consumption and deviation from the filed path. Therefore, a simulation-based trajectory optimization tool was used. Fuel savings between 0.5% and 7% per flight were achieved despite minor differences in wind speed between two consecutive weather forecasts in the order of 0.5 m s−1. The calculated lateral deviations from the filed path within 1 nautical mile were always very small. Thus, the method could be easily implemented in current flight operations. The developed performance indicators could help operators to evaluate the re-optimization and to initiate its activation as a new flight plan accordingly.
