The article discusses the methodology and provides the results of a multivariate SWOT analysis for a scientific and manufacturing educational process based on a set of regulatory and strategic documents, statistical data of the Republic of Kazakhstan; The main conclusions and description of the generated matrices for the subjects of interaction within the hierarchical triangle «Education – Science – Manufacturing (ESM)» are given.

The production of official statistical and geospatial data is often in the hands of highly specialized public agencies that have traditionally followed their own paths and established their own production frameworks. In this article, we present the main frameworks of these two areas and focus on the possibility and need to achieve a better integration between them through the interoperability of systems, processes, and data. The statistical area is well led and has well-defined frameworks. The geospatial area does not have clear leadership and the large number of standards establish a framework that is not always obvious. On the other hand, the lack of a general and common legal framework is also highlighted. Additionally, three examples are offered: the first is the application of the spatial data quality model to the case of statistical data, the second of the application of the statistical process model to the geospatial case, and the third is the use of linked geospatial and statistical data. These examples demonstrate the possibility of transferring experiences/advances from one area to another. In this way, we emphasize the conceptual proximity of these two areas, highlighting synergies, gaps, and potential integration.

The article presents the current state and tendencies in the development of inclusive education in the Polesye region, the Gomel region, the Republic of Belarus), based on analytical and statistical data. The role of the Center for Correctional and Developmental Training and Rehabilitation in the implementation of the educational process and socialization of individuals with special developmental needs is revealed. The ways of increasing the level of speech pathologists’ professionalism in working with disabled students are highlighted. The role of the international project “Training and retraining of teachers and education administrators in the environment of diversity” in the formation of an inclusive culture of education system specialists is noted.

The relevance of the study is conditioned by the need to revise the methods of farming with a focus on the use of innovative technologies to improve the quality and quantity of output. The purpose of the study is to analyse the problems and prospects of agricultural production in the Republic of Kazakhstan to create a comprehensive innovative model for the further development of the agro-industrial sector. The study of the prospects for the modernised improvement of the agro-industrial complex of the Republic of Kazakhstan was carried out in three stages based on the functional and logical, systemic, and structural approaches using methods of analysis, synthesis, comparison, systematisation, SWOT analysis, and statistical data processing. The analysis of research papers of Kazakhstani and foreign researchers was carried out to separate the problems and opportunities of agriculture of the Republic of Kazakhstan. It is determined that the agricultural complex of the state is represented by three forms of management, including farming, cooperatives, and the main business. The features of innovative activity and types of innovations in agriculture are considered. The possibilities and strengths of agriculture of the Republic of Kazakhstan are substantiated in accordance with the statistical data of gross output for 2012-2019. The organisational model of further development of the agro-industrial complex of the state in the context of the application of innovative technologies and the establishment of relationships with state information systems is proposed. The practical value of the study consists in providing a general analysis of both the problems and prospects of agriculture in the Republic of Kazakhstan, as a result of which a comprehensive model of innovative development was compiled

As noted in the explanatory note to the «Information Systems Specialist» professional standard, the success of implementing information systems is largely determined by the accuracy of their adaptation to the business processes of the customer organization. Today, BPMN notation is often used as a tool for extracting requirements for information systems. BPMN provides executable semantics that make it possible not only to draw up a detailed specification of a business process, but also to model it with numerical estimates. The aims of this study are to choose tools for teaching students from the number provided by BPMN notation: descriptive, analytical and executable, which allow to implement the third level of modeling; to define a methodology for teaching business modeling, including the ability to execute business processes in the universal BPMN runtimes and as an add-on on the configuration of the information system. The following methods have been used: comparative analysis and testing of the functionality provided for the development of business processes in the Bizagi and 1C: Enterprise tool environments, including the creation of the data and presentation layers necessary for BPMN execution. As a result, the main stages of business modeling are formulated, a functional comparison of tools for working at the following stages has been carried out: development of a business process model; development of a data layer that supports the execution of the process; mapping data to process tasks – forms of user tasks; programming business rules governing the process; execution of a business process by user-performer. The peculiarity of 1C: Enterprise is that the business process is essentially a superstructure over the layers of data and representations of the finished configuration of a process-oriented information system. The authors believe that both the first and the second approach deserve attention in terms of the educational process at the university for students of 09.03.02 «Information systems and technologies» specialty.

Abstract The studied problem significanceis caused by theneed of complex study of the groups which are in an nonnative environment environment. The purpose of the article is study of the of the Gipsy population that live in Zelenodolsk district of the Republic of Tatarstan to the systems and education healthcare. The leading approach to a research of this problem is a polyparadigmal methodology. The educational process is understood as an instrument of socialization of Roma children and health problems of representatives of their population. Special attention is paid to the circumstance that the questions of education of children is far from being priority one for the Gipsy population of the explored area. The understanding of health protection haw essential differences in comparison with local population. The conclusion is drawn that integration of Roma into local community depends on support of initiatives of locals and administration by most of representatives of a camp. Materials of the article can be useful to ethnologists, social and cultural anthropologists, political scientists and also representatives of the bodies/ committees and institutions supervising questions of interethnic and inter-religious interaction.

Education like others spheres of life of modern society is in the state of dynamic changes. New formats of universities as well as their missions and roles in the social and economic development are actively discussed by professional environment. A number of external and internal factors that determine the depth and scale of transformation have effects on the development of the system of higher education. The system of higher education is under the influence of the system and institutional dynamics, which dictate the need for changes. The activity of universities as centers of education, science and culture is one of the most important bases of social progress. This role becomes especially important in XXI century, which is based on new knowledge and principles of technological development. First of all a university takes new features in the current conditions of globalization. The fundamental task that needs to be solved in order to achieve the goals of a modern University is the change of meanings, goals and content of education by active participation in the internationalization processes of the system of higher education and by introducing reforms in educational process. Of course new economic conditions (global market and information technologies) require modifications. It was stated that the commercialization of University innovations in Azerbaijan is a relatively new direction, since the country is just adopts the path of an innovative economy. In this regard the transformation of a scientific idea to a product or a service faces a number of difficulties. It was investigated the problem of commercialization of the results of scientific activities of higher educational institutions in Azerbaijan. For the first time Azerbaijan State University of Economics has implemented its rebranding in the educational system of the country in order to strengthen the market position of the educational institution and realization of innovative marketing strategies. The University’s strategic goals were defined under the UNEC brand, and the brand development was successfully continued with the support of the scientific and expert community. An integrative educational environment is created in Azerbaijan State University of Economics and such environment ensures the unity of the “education – science – innovation – commercialization – production system”. It is important to note that UNEC strategy also provides for clustering of economical education and so that it provides for increasing the integration pace of the University into the world scientific and educational space. The article presents the innovative infrastructure of Azerbaijan State University of Economics connected with its integration into the global scientific and educational environment. The paper studies the matters of the international cooperation issues of the University with universities of such countries as USA, EU, Russia, Turkey, which expands the academic potential of the University and increases its competitiveness. The article substantiates the conclusion that the globalization of higher education increases the importance of commercialization of higher education institutions in the field of education and science. The article reveals the successful experience of UNEC University in the creation and implementation of joint educational programs, expanding academic mobility, attracting foreign applicants, conducting joint researches and international scientific events in partnership with universities in the EU, Russia and Turkey.

This article states the need to change the approach, as well as the forms and methods of teaching in the process of developing students' speech within the subject "The Russian language and Culture of speech". The purpose of the study is to describe the ways of active teaching methods application in order to improve students' speech culture. The author notes that modern teaching methods have ceased to respond to the needs of society and do not contribute to successful socialization of university graduates. The novelty of the study lies in the fact that the author proposes that the work on a text (in the broad sense of the term) should become the main one in the teaching process. . The author proposes an updated process model of trainingenumerates those teaching forms and methods that contribute to the successful implementation of the model, describes the conditions of using these methods in the educational process. According to the author, the modeling of problem-based situations, the use of active teaching forms and methods reveal new opportunities to the teacher, help to develop students' communicative competence, and will largely determine further successful socialization of graduates.

This paper reports on field studies and model development aimed at understanding coliform fate and transport in the Quabbin Reservoir, an oligotrophic drinking water supply reservoir. An investigation of reservoir currents suggested the importance of wind driven phenomena, and that both lateral and vertical circulation patterns exist. In-situ experiments of coliform decay suggested dependence on light intensity and yielded an appropriate decay coefficient to be used in CE-QUAL-W2, a two-dimensional hydrodynamic and water quality model. Modeling confirmed the sensitivity of reservoir outlet concentration to vertical variability within the reservoir, meteorological conditions, and location of coliform source.

Studying the historical facts of past wars and armed conflicts and natural and man-made emergencies, today in the Republic of Kazakhstan one of the most important security issues is the preparation and organization of the evacuation of the population from possible dangerous zones, taking into account the emergence of new threats to the country’s security. The paper presents an algorithm for constructing universal scales of the distribution function of opportunities by types of support and rebuilding them into subject scales using display functions. The purpose of the paper is to determine the integral indicators characterizing the possibility of accommodation of the evacuated population and the impact on resources during relocation. On the subject scales of cities and districts of the region, indicators of the possibility of relocation of a certain amount of the evacuated population by types of support and indicators characterizing the impact on the district’s resources during resettlement of a certain amount of the evacuated population are determined. It was concluded that the use of integrated indicators allows the selection of areas to accommodate the evacuated population without the use of statistical data, in conditions of incomplete and inaccurate information. The presented method does not replace traditional methods based on classical methods of territory assessment by the level of life sustenance, but also allows their reasonable combination with the experience of specialists in this field, taking into account the incompleteness, uncertainty, and inconsistency of the initial data of the study area, which does not allow the application of existing methods.
