In recent years, with the deepening of China's reform and opening up policy, the rapid development of the national economy and urban high-rise buildings and underground engineering increasing, many kinds of malignant fire have become increasingly complex and frequent. In the event of a fire, it may cause great loss of life, serious injuries and state property. In the absence of the necessary rescue equipment, fire brigade and emergency departments in fire and explosion engineering, engineering rescue and various natural disasters will delay the rescue, even can do nothing to rescue. This proves the forcible entry tools play a significant role in fire fighting and rescue. Therefore, the fire brigade and rescue departments should equip with efficient forcible entry tools for rescue as soon as possible.

This study sought to analyze the relationship between the operation of volunteer fire brigades and the efficiency of fire-fighting administrations. To this end, the efficiency of the fire-fighting administrations of 16 metropolitan and provincial governments in South Korea were measured using data envelopment analysis (DEA) from 2011 to 2018. In addition, the relationship between the operation efficiency of the volunteer fire brigade and the fire administration was analyzed using a Tobit regression model. DEA found that the technical efficiency based on constant returns to scale was 82.78 ± 18.12%, the technical efficiency based on variable returns to scale was 89.31 ± 12.46%, and the efficiency of the scale was 91.72 ± 10.56%. Tobit regression analysis found the ratio of volunteer fire brigade personnel, the budget ratio of the volunteer fire brigade, and the enforcement of the Act on the Establishment and Operation of Volunteer Fire Brigades to have significant positive effects on the pure technical efficiency of local governments. In addition, when the ratio of volunteer fire brigade personnel or ratio of budget had a positive effect on the efficiency of fire administration, the enforcement of the volunteer fire brigade statute exerted a positive adjustment effect. This study thus shows that volunteer fire brigades have a positive impact on the efficiency of the fire-fighting administrations of metropolitan and provincial governments.

Introduction. The article substantiates the use of the depth of fire extinguishing by fire-fighting hoses for estimating the possibility of localization of fire in the management of combat operations in residential buildings. On the basis of the criterion in a generalized form a block-scheme of the generalized algorithm of the decision-making support of the fire extinguishing manager, which makes it possible to determine the possibility of localization of the fire by the available water fire-fighting hoses, is offered. A theoretical substantiation of the value of depth of fire extinguishing with direct fire-extinguishing jets in not-large squares of rooms and a functional dependence of the depth of extinguishing on the water pressure before the fire hose nozzle, which raises the calculation accuracy, is given. Goals and objectives. To evaluate the possibilities of localization of the fire by the available means and, as a whole, to increase the efficiency of fire-extinguishing management by the fire-division in the multi-story dwelling buildings. Increasing the calculation accuracy of the depth of fire extinguishing. Methods. Using the depth of fire extinguishing as an efficiency criterion in estimating the effectiveness of fire fighting with water fire-fighting units. The comparison of the actual value of the criterion with the required value determines the possibility of localization of the fire. Conclusions. The use of extinguishing depth as a criterion of effectiveness can serve as a basis for new methods and models to support the management decision-making of the fire extinguishing manager. The depth of fire extinguishing can be calculated as a function of the head before the nozzle of a fire-brigade can be used as a criterion of efficiency of the management of a fire-unit armed with water fire-brigade. AbstractSuppose a ‘fire’ breaks out in the digital realm. Which fire brigade would we call? Do we sufficiently understand the vulnerabilities? What should we prioritize in our fire-fighting efforts? What powers do the authorities have to minimize the number of victims and to limit the damage? Are their powers commensurate for our digital world? These questions take on renewed urgency when the ‘fire’ in question is not limited to the digital domain but, left unchecked, has the ability to disrupt the ‘real world’ and undermine confidence in public institutions. Answering these questions inevitably leads to fundamental questions about the role of government, citizens and businesses. These themes are the subject of this report.
