В статье исследуются основные тенденции развития современного глобального рынка карточных платежных систем. В частности, рассматриваются характер и динамика распределения рыночных долей международных и локальных платежных систем в разрезе различных потребительских и географических сегментов, выявляются основные стратегические направления развития платежных систем, прогнозируются базовые параметры карточной индустрии на ближайшие годы. The article examines the main development trends of the current global market of card payment systems. In particular, it consid-ers the distribution of the market shares of international and local payment systems (in the context of consumer and geo-graphic segments), identifies the main strategic development trends of the payment systems. Summarizing the analysis, the author anticipates the basic parameters for the card industry in the coming years.

The research is devoted to the study of digital protectionism technologies, in particular, Internet censorship as a non-tariff barrier to digital trade and the determination of the strategic motives of states to use them. The reports ‘Freedom on the Net’ and ‘The network readiness index 2020’ acted as a basic data source for the study of modern instruments of government regulation of interactions in the digital environment. Internet censorship technologies have been considered in six countries with varying levels of Internet freedom: Russia, Belarus, Kazakhstan, Georgia, Armenia and Estonia. The key instruments of digital protectionism as a non-tariff barrier of the digital economy have been identified, such as: localisation requirements; restrictions on cross-border data flow; system of national protection of intellectual property rights; discriminatory, unique standards or burdensome testing; filtering or blocking; restrictions on electronic payment systems or the use of encryption; cybersecurity threats and forced technology transfer. Internet censorship technologies have been demonstrated and their influence on the strategic development of trade relations between economies in cyberspace has been determined. The scientific value of the article lies in substantiating the understanding of Internet censorship as a natural tool for regulating the development of a digital society and international trade relations. Each state at one time goes through a technological stage of development, which leads to the emergence of different levels of digital isolation and integration; and Internet censorship is a natural element in the system of building a national platform economy and consolidating the country’s internal technological and innovative advantages in digital realities.

The paper offers a roadmap to the current economic thinking concerning interchange fees. After describing the fundamental externalities inherent in payment systems and analysing merchant resistance to interchange fee increases and the associations' determination of this fee, it derives the externalities' implications for welfare analysis. It then discusses whether consumer surplus or social welfare is the proper benchmark for regulatory purposes. Finally, it offers a critique of the current regulatory approach, and concludes with a call for more novel and innovative thinking about how to reconcile regulators' concerns and the industry legitimate desire to perform its balancing act.

Introduction. Today, almost the only industry in the country that Ukraine can really be proud of and which is considered one of the most technologically advanced in the world is the development of card technologies, payment technologies and card infrastructure. The purpose of the article is to analyze the current state of electronic payment systems in Ukraine and highlight development trends. Results. The modern fintech directions in Ukraine are analyzed and examples of the impact of COVID-19 on the market of electronic payment systems for the last period are given. A number of trends are highlighted for further research in the field of electronic payment systems, which are now quite promising. Perspectives. Given the significant increase in non-cash payments, the problem of developing financial technologies and spreading awareness among the population has become especially urgent. It is necessary to improve not only the financial technologies themselves, but also the ways of providing them to clients and promoting modern financial technologies. Electronic payment systems can still be considered one of the most promising areas for future research.

Due to these developments in the industry, a global market has emerged, the medical tourism market. Countries operating in the industry are also striving to gain share from this large market or to increase their existing market shares.
