Despite the fact that the relationship between the Prussian state and the Catholic Church had an important influence on the course of events in the eastern provinces of the German Empire, no monographic study has been devoted to the subject. Works dealing with church history, the nationality question, or the Kulturkampf have given a certain amount of attention to the problem, but without elaboration of the issues involved and as a rule with limited reliance on primary source material. This article may well be the first attempt to grapple with the problem during the period 1871 to 1914. In addition to the standard published works on the subject, numerous archival sources have been consulted, especially those of the Prussian state and the German Empire.

Civil Resistence and Assumptions of the Deinstitutionalization of CounterpropagandaModestas Grigaliūnas SummaryCivil resistance is analyzed under the outlook of counterpropaganda by seeking to base the assumptions of its deinstitutionalization. Counterpropaganda may be defined by the individual activities of resistance, which are communicated in the public space. The changes of the definition of contemporary counterpropaganda are presented, and civil resistance is illustrated by the empirical examples as the method that may help understand both the processes of individual’s deinstitutionalized counterpropaganda and the military defence of the state.Key words: counterpropaganda, civil resistance, informational fights, country defence, activity of the communities 18px;">

The essay presents the public and private space from the reconfiguration imposed by the pandemic. It is considered that the information technology was inevitably intensified in order to face the pandemic and allow the continuation of life without major damages to the daily life. If before sociotechnologies were based on physical mobility and information technology for daily activities, restrictions on the use of public space have made information technology the main means of safe confrontation against the spread of the SARS-CoV-2 virus. With this, the delimitation between public and private space is questioned, which also allows the problematization of the relationship between the individual and the collective based on biopolitical concepts, which are resized by the new context that is imposed.

This article takes a close look at excerpts from an account of a journey to the Holy Land made in 720s by the English monk Willibald (700–787/789), later bishop of the Bavarian city of Eichstätt, an associate of the Archbishop of Germania, St. Boniface and a saint of the Catholic Church. Willibald dictated the account of his peregrination many years after his pilgrimage to a related nun, Hygeburge of Heidenheim, who then wrote down his biography and descriptions of his travels in a work entitled Hodoeporicon Sancti Willibaldi. Fragments of the above‑mentioned travel account concerning the specific political, social, and cultural situation in Cyprus that took place between the 7th and 9th centuries are the subject of the detailed analysis contained in this paper. Willibald arrived on the island during this period: specifically in the year 724. Cyprus at that time acted as an Arab‑Byzantine quasi‑condominium, being the object of efforts of these two powers, on the one hand officially trying to preserve its neutral character, while on the other working to diminish the influence of their competitor there. This peculiar situation had its effect on the relationship between Muslims (Arabs) and Christians (Cypriots and Byzantines) living on the island.

The subject of the article is the characteristics of modern forms of memory institutionalization – the kind of commemorative practices and the related production and dissemination of knowledge in the public space. This topic seems especially important but also controversial in post-socialist countries, in which a major process of revision of the past is continues. This process becomes a part of the political pluralization of the public sphere and the expression of the emancipation of various previously marginalized groups. Using the example of the three museum:Museum of the Macedonian Struggle for Sovereignty and Independence, War Childhood Museum in Sarajevo and „Polin” Museum of the History of Polish Jews, the author discusses: – the articulation and afirmation of subjectivity by means of museum as an institution– the mechanism for shaping the authority of institutions so as to legimitize the interpretation of the past– the relationship between the particular, often fragmented registers of the memory and the dominant power discourses.

The centrality of co-existence and negotiation to the relationship between the Catholic Church and Nazi regime was already in evidence during the period 1933–9. Although in 1932 the Catholic episcopate had banned the faithful from wearing Nazi uniforms to mass, and had extended this to a general ban on membership of the NSDAP, it swiftly rescinded these restrictive measures following Hitler’s ‘seizure of power’ in January 1933....

The catholic church in Ireland never, as a church, defined for itself an attitude towards emigration. Priests and bishops, when they spoke of emigration, usually spoke as individuals, not as members of their order. The relatively small number who have left any opinions on record were not necessarily the most influential. We cannot be certain that their views represented the feelings of the clergy as a whole. The day to day conversations and advice of ordinary priests, of which we can know little, mere far more influential in this matter than the pastorals or public letters which survive. In the place of a single voice speaking with authority or the steady murmur of unanimity, we can hear only the heterogeneous confusion of a score of voices, some perhaps seriously distorted by the public controversy in which they were raised.

Proportionality is a condition provided under both jus ad bellum and jus in bello. Based on a particular interpretation of state practice and international case law, recent legal literature argues that the two notions of proportionality are interrelated in that proportionality under jus in bello is included in the assessment of proportionality under jus ad bellum. This article seeks to refute such a position and, more generally, to clarify the relationship between the two notions of proportionality. The main argument of the article is in line with the traditional position regarding the relationship between jus ad bellum and jus in bello. It is argued that, although sharing common features and being somewhat interconnected, the notions of proportionality provided under these two separate branches of international law remain independent of each other, mainly because of what is referred to in this article as the ‘general versus particular’ dichotomy, which characterises their relations. Proportionality under jus ad bellum is to be measured against the military operation as a whole, whereas proportionality under jus in bello is to be assessed against individual military attacks launched in the framework of this operation. This article nonetheless emphasises the risk of overlap between the assessments of the two notions of proportionality when the use of force involves only one or a few military operations. Indeed, in such situations, the ‘general versus particular’ dichotomy, which normally enables one to make a distinct assessment between the two notions of proportionality, is no longer applicable since it becomes impossible to distinguish between the military operation as a whole and the individual military attacks undertaken during this operation.
