Research, understanding, and prediction of complex systems is an important starting point for human beings to tackle major problems and emergencies such as global warming and COVID-19. Research on innovation ecosystem is an important part of research on complex systems. With the rapid development of sophisticated industries, the rise of innovative countries, and the newly developed innovation theory, innovation ecosystem has become a new explanation and new paradigm for adapting to today’s global innovation cooperation network and the scientific development of complex systems, which is also in line with China’s concept of building an innovative country and promoting comprehensive innovation and international cooperation with scientific and technological innovation as the core. The Innovative Research Group at Peking University is the most representative scientific and technological innovation team in the frontier field of basic research in China. The characteristics of its organization mechanism and dynamic evolution connotation are consistent with the characteristics and evolution of innovation ecosystem. An excellent innovative research group is regarded as a small innovation ecosystem. We selected the “Environmental Biogeochemistry” Innovation Research Group at Peking University as a typical case in order to understand and analyze the evolution of cooperation among scientific and technological innovation teams, improve the healthy development as well as internal and external governance of this special small innovation ecosystem, promote the expansion of an innovation team cooperation network and the improvement of cooperation quality, promote the linkage supports of funding and management departments, and improve their scientific and technological governance abilities. Through scientometrics, visual analysis of knowledge maps, and an exploratory case study, we study the evolution process and development law of team cooperation. It is found that the main node authors of the cooperation network maintain strong cooperation frequency and centrality, and gradually strengthen with the expansion of the cooperation network and the evolution of time. Driven by the internal cooperative governance of the team and the external governance of the funding and management departments, this group has gradually formed a healthy, orderly, open, and cooperative special innovation ecosystem, which is conducive to the stability and sustainable development of the national innovation ecosystem and the global innovation ecosystem.

With a longitudinal case study on the development of Liquid Crystal Display (LCD) technology of China Electronics (CEC) Panda, this study examined how Chinese firms build their technological innovation ecosystem (TIE). We explored the evolution and the driving mechanisms of TIE. The results of the study found: (1) The enterprise’s motivations for innovation and innovation efficiency can be improved when the core enterprise’s TIE is constructed. (2) The evolution of the enterprise’s TIE undergoes three stages: formation period, incubation period, and development period. (3) The interaction between the external factors from the environment and the internal factors from the agent drives the evolution of the TIE (4). Three types of driving modes develop, depending on the nature of the main factor affecting TIE development: extrapolation drive, hybrid drive, and internal drive.

This paper combs the landscapes of China’s technological innovation practice during the 40 years of reform and opening up, and describes it as “Four-Stage Climbing” that is, “Learning–Introducing–Supplying Stage” (LIS Stage), “Introducing–Imitating–Improving Stage” (III Stage), “Integrating–Boosting–Creating Stage” (IBC Stage), and the “Innovating–Iterating–Promoting Stage” (IIP Stage). It also explains the background of each stage and its specific innovation model. Furthermore, the paper emphasizes the main features, basic experiences and main lessons of China’s technological innovation practice during the past 40 years. This paper demonstrates that with the deepening of innovation-driven development, especially in the field of “Innovation Leads Development” which is valued by the country and industry, at this stage, it is urgent to pay closer attention to the following issues: first of all, the possible changes in mechanisms of international innovation competition and cooperation under the background of potential reconstruction for international governance; secondly, the occurrence and realization mechanism of Leading Scientific and Technological Innovation in the era of science and technology, as well as the structural and institutional mechanisms of the national innovation ecosystem, and also the ecological niche in which the future scientific innovation subject and technological innovation subject should be in the national innovation ecosystem; furthermore, the mechanism of innovation and development for “science-based industries”; last but not the least, the logical construction of innovation and development research under the Chinese context.

Abstract New technological revolution has brought about significant changes in technological innovation activities. The platform has become an indispensable part of the innovation ecosystem of technology-intensive enterprises, which is derived from enterprise technology sharing. The main relationship of the innovation ecosystem is competition and cooperation. We use evolutionary game theory to consider the sharing behaviour of two enterprises in terms of different implicit parameters, thereby providing insight into the design of innovation ecosystem and technology innovation platform policies that promote open and shared technological innovation.

Innovation policies have been gaining ground in the Brazilian scenario, requiring a strategic look at innovation activities by organizations in the conception of technologies. The article aimed to analyze the actions, programs and projects that are driving the innovation ecosystem of the Technological Innovation Center of the Federal Institute of Bahia (NIT IF Baiano) with a view to strengthening Innovation Policies for local and regional development. The research had a qualitative, descriptive, exploratory approach, documentary research and content analysis. Several actions were found to foster innovation, the main ones being: scientific and technological dialogues, seminars. Thus, it was evidenced in this research that within the scope of IF Bahia the Innovation Policy for the management of Intellectual Property (IP) and Technology Transfer was recently regulated and, as a reflex, it was found that its IP indicators are retracted, for example the patents, trademarks and software. On the other hand, the scientific initiation programs received scholarships and the research projects developed managed to exceed the programmed goals. Finally, the NIT IF Baiano must remain supporting innovation policies to support the institutional Innovation Policy in order to leverage its technological indicators.

Led by made in China 2025 and the 13th five-year Plan of Guangdong Province, the development of strategic emerging industries in Guangdong Province needs to build an innovation ecosystem. In the development of industrial innovation, the management and development of enterprises are affected by policy environment, technological innovation, talent incentive and so on. The profit transformation ability, research and task development ability of core enterprises still need to be improved. On this basis, this paper takes Guangzhou as an example to investigate the current situation of incentive implementation of innovative industry and the role of industrial technological innovation from the starting point of government subsidy policy.Through the analysis of the different roles in each stage of the innovation process to achieve complementary advantages, the transformation of enterprise management mechanism, highlight the incentive mechanism of the innovation ecosystem, and achieve the healthy development of the industrial innovation ecosystem.
