Life skills education to deal with the climate change and management of natural disaster prevention for students in ethnic minorities boarding high schools are very necessary nowadays. Based on educational activities of life skills, we establish and develop the awareness, attitudes and behavior for students, help them to find the causes and consequences of climate change and the natural disaster so that they shape attitudes and behavior of themselves in adaptation and mitigation due to climate change and natural disasters, as well as conscious propaganda for everyone to perform, toward a better life, a civilized society, meet overall educational goals during the current period. So that, life skills education for the goals of meeting the needs of disaster prevention for students are concerned. However, we not only say doctrinairely but also pay attention to the results of the life skills education due to meet the needs of disaster prevention, by then we form perceptions, attitudes and behavior for students in schools and in society. So there must be coordination between the forces of education in schools with families and society. Therefore, life skills education for students acquire sustainably. Assay results consulted reviews of managers, teachers showed that life skills educational management measures meeting the needs of disaster prevention for the students are necessary and available, suitable with the practice of ethnic minorities boarding high schools.

In the process of teaching, technical teaching facilities are both a content and a means of conveying information, they help the lecturer organize and control the students' cognitive activities, in addition, they also help students be interested in learning, practice practical skills from which to form active and creative learning methods. Teaching technology is one of the necessary conditions to help teachers carry out their related work of educating, teaching and bringing up, and intellectual development, arouse the inherent intelligence qualities of students. Currently, the management of technical teaching facilities at the Central Kindergartens College has been carried out on a regular basis and achieved certain results, but in fact, there are still many inadequacies. Finding a number of limitations in the management of teaching technical facilities, thereby proposing solutions to overcome those limitations, improve the efficiency of investment, preservation and use of teaching technical facilities in the trend of Industry Revolution 4.0, improving the quality of teaching at Central Kindergarten Pedagogy colleges in the current period is a very important and urgent task.

An integral part of the implementation of any reform is the emergence of the risks of its negative impact on one or another area of region development. The decentralization reform in Ukraine is not an exception. In its the context the most probable occurrence of negative phenomena is in the border regions, which could be prevented by first detecting them. In the scientific article, the authors focus on the analysis of a number of challenges for the development of border regions in the context of decentralization reform. Given the territorial remoteness of the central regions of the country and the capital, which today serve as areas of concentration of investment and economic activity, the border regions traditionally (this is typical for the border areas of the EU member states) lag behind the rest of the regions by the main socio-economic indicators of development. Among the main challenges facing the border regions of Ukraine today are the following: the provision of competitiveness in the context of European integration processes and reduction of the border barrier function; low level of economic security; the outflow of human capital and the issue of ethnic minorities. Based on an expert survey of representatives of the fifteen united territorial communities (UTCs), the possibility of such risks of decentralization in the border regions were defined as following: groundless use of local budget funds; emergence of significant imbalances between delegated new authority and available financial resources of the community; increasing uneven development of territories within the community; increasing uneven development of communities within the country; deterioration of the availability and quality of providing educational and medical services; deterioration of the quality of local government; reducing of the state influence on the management of local development processes; radicalization of political unions representing the interests of ethnic minorities in places of their compact residence; further economic decline of the territory of communities and so on.

Abstract This article describes the relationship between the land use purpose conversion and households’ livelihoods in suburban Vinh City, Nghe An province. In the survey with 170 households losing their land to build the VSIP Nghe An industrial park project, this article shows the double impact of this issue. (1) On the positive side, households’ quality of life in the current period shows a significant improvement. They are living in better conditions with more spacious houses and modern facilities than before. The average income of households increased by 900 USD than before. (2) On the negative side, the unemployment rate increases with women older than 35 years and men older than 40 years. Along with the improper use of compensation received, income sustainability is a doubt for these households’ future.

Teachers are one of the most important factorsin determining the quality of education. In the context of education innovation in recent years improve profressional capacity, major of general teacher and preschool teachers in particular are increasingly interested. In the article, author mentions situation of music education activities program at kindergartens and suggests some solutions to improve quality of music education to foster profressional capacity building bring to preschool education high quality human resources, meeting the requirements of education reform in the current period.


The management accounting and operations management literature argue that the adoption of the advanced techniques, that accomplish the total quality management, necessitates complementary changes in an entity's management system. The purpose of this chapter is to help managers be aware of the consequences of their decisions regarding the quality of all processes happening in the leaded entity. Such decisions, taken in the current period, have important implications for changes in the activity levels and processes in the future. This chapter presents a model of thinking in which managers' and accountants' learning on the job and their choices of professional services jointly affect performance. The outcomes provide different managers to challenge the internal and external entity's environment from total quality and environmental perspectives. Especially top managers, with new abilities, easily and inexpensively succeed to translate an adapting management process into scenarios appropriate to various situations.

This essay examines how Estonia, Latvia and Lithuania have managed to secure their independence and analyzes how they have dealt with the internal and external challenges to their state-building efforts. It compares the first period of statehood between the two world wars with the current period of independence beginning with the collapse of the Soviet Union. Among the critical external tasks they have faced were deterring former imperial powers, fostering regional cooperation and gaining a voice in international organizations. Internally, consolidating democratic systems and integration of ethnic minorities have been the two most significant challenges.

This article is written with two objectives: First, to describe some of the critical methodological problems encountered in our research with Vietnamese refugees in San Diego, California, about which few studies have been conducted previous to their arrival in 1975. Second, to discuss the policy implications of research beset with these difficulties, some of which are unique to studies of refugee populations per se, while others are common to research on small ethnic minorities in general. This article focuses on four major issues: the quality of refugee studies; the purpose and functions of such research; the ethical dilemmas of studying refugees; and public policy implications of refugee research. Recommendations are offered to resolve some of these issues which would call for policy changes both in the ways refugee research are conducted, and in the training of researchers themselves.

Background: Medicare spends about 20% more on the last year of life for Black and Hispanic people than White people. With lower hospice utilization rates, racial/ethnic minorities receive fewer hospice-related benefits such as lesser symptoms, lower costs, and improved quality of life. For-profit hospices have higher dropout rates than nonprofit hospices, yet target racial/ethnic minority communities more through community outreach. This analysis examined the relationship between hospice utilization and for-profit hospice status and conducted an economic analysis of racial/ethnic minority utilization. Method: Cross-sectional analysis of 2014 Centers for Medicare & Medicaid Services (CMS), U.S. Census, and Hospice Analytics data. Measures included Medicare racial/ethnic minority hospice utilization, for-profit hospice status, estimated cost savings, and several demographic and socioeconomic variables. Results: The prevalence of for-profit hospices was associated with significantly increased hospice utilization among racial/ethnic minorities. With savings of about $2,105 per Medicare hospice enrollee, closing the gap between the White and racial/ethnic minority populations would result in nearly $270 million in annual cost savings. Discussion: Significant disparities in hospice use related to hospice for-profit status exist among the racial/ethnic minority Medicare population. CMS and state policymakers should consider lower racial/ethnic minority hospice utilization and foster better community outreach at all hospices to decrease patient costs and improve quality of life.
