For several decades, information and communication technologies (ICT) applied to health have undergone a revolutionary development, whether they are e-health, telemedicine or others, these digital changes have marked the global care system. Today, internet is the common source of information to many uses, and it is considered as the wealthiest mine of information for any kind including those of health. This survey, which interviews both Moroccan practitioners and users, is conducted online by distributing two questionnaires. The aim of this study is to discover the perception that Moroccan doctors and users have concerning the change ICTs have been able to bring about without neglecting the ethical and deontological issues involved. The results showed that doctors are already using the web in their daily practice and are open to eHealth practices such as telemedicine. As for users, the practices of eHealth are an asset that should become more widespread. Further research is needed to confirm and further explore the results of this study.

BackgroundThe health sector has always relied on technologies. According to World Health Organization, they form the backbone of the services to prevent, diagnose, and treat illness and disease. It is increasingly viewed as the most promising tool for improving the overall quality, safety and efficiency of the health delivery system.Aim of the studyThis was to assess the current situation of information and communication technologies (ICTs) in primary healthcare in the terms of describing and classifying the existing work, identify gaps and exploring the personal experiences and the challenges of ICTs application in the primary healthcare.Subjects and methodsA mixed research method in the form of sequential explanatory design was applied. In the quantitative phase a cross-sectional study was conducted among 172 family physicians using a predesigned questionnaire. Followed by qualitative data collection among 35 participants through focused group discussions.ResultsNearly half of the physicians have ICTs in their work and they were trained on it. None of them developed a community-based research using ICTs technology. Training on ICTs showed a statistically significant difference regarding the availability and the type of ICTs present in the workplace (P<0.05). Focused group discussion revealed that the majority of the participants believe that there is poor commitment of policymaker toward ICTs utilization in the primary care. Nearly 97% thinks that there is insufficient budget allocated for ICTs utilization in the workplace. Almost 88% of the participants demanded more incentives for ICTs users than non-user at the workplace.ConclusionsICTs resources are underutilized by health information professionals. Lack of funds, risk of instability of the electric supply and lack of incentives for ICTs users were the most common barriers to ICTs implementation thus a steady steps toward budget allocation and continuous training is needed.

During the last years, due to the wide spread of World Wide Web (WWW), the Internet has become one of the most valuable and effective communications media and the most inclusive source of information. However, in many cases the difficulties of establishing universal effective access could serve to reinforce current patterns of social exclusion and produce barriers to balanced development instead of supporting it. World widely there is a rising concern over the so-called “digital divide”–a term that refers to the gap existing in the opportunities to access advanced information and communication technologies between geographic areas or by individuals at different socioeconomic levels. The experience shows that specialized initiatives are needed for disadvantaged areas in order to anticipate expansion of current digital divide. This chapter is focusing on the specific instance of digital divide occurring in rural territories, and examines the ways to foster digital culture among citizens, utilizing a specific initiative (the so called “Telecentres”).

Brought to life by contemporary changes of our world, e-health offers enormous possibilities. In the World Health Organization’s World Health Assembly resolution on e-health, WHO has defined e-health as the cost-effective and secure use of information and communication technologies in support of health and health-related fields, including healthcare services, health surveillance, health literature, and health education (WHO, 2005). It is impossible to have a detailed view of its potential as e-health affects the entire health sector and is a viable tool to provide routine, as well as specialized, health services. It is able to improve both the access to, and the standard of, health care. The aim of the chapter is to focus on how e-health can help in closing one gap - optimizing patient care. The examples included and references provided are ready to be introduced in practice immediately. Special attention is dedicated to cost effectiveness of e-health applications.

We already are hybrid humans, fruit of a kind of co-evolution of both our brains and the common, scientific, social, and moral knowledge we have produced by ourselves, starting from the birth of material culture with our ancestors until the recent effects generated by the whole field of information and communication technologies (ICTs). We all are constitutively natural born cyborgs; that is, biotechnological hybrid minds. Our minds should not be considered to be located only in the head; human beings have solved their problems of survival and reproduction, distributing cognitive and ethical functions to external nonbiological sources, props, and aids, which originate cultures. This chapter also illustrates the interplay between cultures and distributed cognition, taking advantage of the so-called disembodiment of mind, and stresses the problem of the co-evolution between brains and cultures. The second part of the chapter is related to the analysis of the interplay between cultures and cognition and of some consequences concerning the problem of intercultural communication in light of the role of moral mediators, docility, and cyberprivacy. Finally, I discuss some suggestions concerning the problem of what I call the principle of isolation of cultures, with respect to the effects of ICTs.

The paper introduces a new model of telepresence. First, it criticizes the standard model of presence as epistemic failure, showing it to be inadequate. It then replaces it with a new model of presence as successful observation. It further provides reasons to distinguish between two types of presence, backward and forward. The new model is then tested against two ethical issues whose nature has been modified by the development of digital information and communication technologies, namely pornography and privacy, and shown to be effective.

In North America, aural skills (as) are usually taught to children during the instrumental music lessons. While learning musical dictation and sight-singing can be difficult for some learners, the use of appropriate technological tools could facilitate the process. However, the use of information and communication technologies (ict) by music teachers in aural skills instruction to children have not been documented. An online survey was conducted in the Province of Quebec (Canada) in order to answer the following questions: 1) To what extent do instrumental music teachers use ict when teaching as to children between 6 and 12 years old?; 2) Are the teachers’ socio-demographic characteristics, as training and perception of as teaching linked to the use and the frequency of use of ict? The results show that the use of ict to teach as is still relatively uncommon. Furthermore, it would be negatively correlated with age, competence felt during training and perceived competence to teach as. Finally, it appears that a smaller proportion of piano teachers and women use ict, or use them less often. A better understanding of the teachers’ perception of technology could help develop more adapted resources.

AbstractIntroductionInformation and communication technologies (ICT) are practical and highly available tools. In medical education, ICTs allow physicians to update their knowledge and remember the necessary information within reach of current mobile devices. ICTs as preparation tools for medical education have not been reported for medical students in Mexico.MethodologyTo assess the use of mobile devices as ICTs with medical education purposes, we distributed a questionnaire through an online survey management system to all the medical students (n=180) from a private university in Mexico City, 100% agreed to participate. We developed a questionnaire based on previous surveys and adapted it to our university.ResultsAll participants reported possession of an electronic mobile device, and 95% used it regularly for learning purposes. Regardless of the school year, the most frequent usage given to these devices was the search and reading of medical articles, the use of medical calculators, and taking notes. As the levels in career advances, there was a reduction in the use of electronic devices. According to the students, the main barriers towards using mobile devices for learning purposes were both the lack of access to the Internet and permission from the professor to use them.ConclusionMost medical students use mobile devices for learning purposes, but usage changes during their education. It is convenient to encourage the use of mobile devices and the development of ICT skills as tools for educational purposes rather than banning their use in schools and hospitals.

The growing social gap between people of different generations has led to a greater interest in the study of intergenerational interactions. Digital technologies have become necessary for people of all ages to perform daily activities, increasingly including older people. The use of information and communication technologies (ICTs) and virtual tools can provide older people with excellent opportunities to connect with other generations, improving their quality of life and well-being. The aim of this study was to examine the benefits, satisfaction, and limitations of intergenerational interactions generated by the use of virtual tools. The participants are subjects of any age and different social groups residing in Spain and have completed an online survey. The analysis of sociodemographic data of the respondents showed that there is a significant correlation between the use of social networks and all the variables analyzed, except for their level of autonomy. Most participants who participated in intergenerational virtual activities reported the benefits of their social participation, relationships, mood, mental health, and academic education. Moreover, most participants were quite or very satisfied with the person with whom they used the virtual tools, especially if the person was a friend, their partner, sibling, another relative, or colleague. Except for grandparents, people who participated in intergenerational virtual activities and who had no limitations or disabilities were more frequently reported by the participants. In conclusion, intergenerational interactions through the use of virtual tools can contribute to improving the social inclusion and relationships of all people involved.

Abstract: This study seeks to support an interdisciplinary, theory-practice integrated work on the applied ethics of information and communication technologies (ICT). Current work on applied ICT ethics is of a disciplinary nature and seeks to apply traditional philosophical norms to novel situations that are not easily identified by analogy to previous cases. I propose an alternative view in which ICTs are seen as a moral environment and ethical agents are seen as human-computer hybrids (cyborgs) whose experiences acquire ethical value ecologically. To implement such a view, I propose employing two different kinds of semiotics: a semiotics of meaning-making that is open to the environmental effects of cyborg acts across scales, and a material semiotics that allows for interdisciplinary practitioners to recognize the modes of existence involved in the ethical issues and work out better means-ends relationships among the modes pertinent to each discipline.
