In this paper we study how the part time employment and its determinants have evolved after the great recession started in 2008. As a consequence of the deepness of the recession, the Spanish economy has destroyed more than two million full time jobs. At the same time, the number of part-time jobs has slightly risen, but this evolution has not had a significant impact on the distribution of hours worked, which shows the lack of flexibility of our economy to deal with demand shortfalls by redistributing working time.

The authors produce estimates for a new and better rate of underemployment for 25 countries using the European Labor Force Survey that is based on workers’ reports of their preferred hours at the going wage. Both voluntary and involuntary part-time workers report they want more hours. Full-time workers who say they want to change their hours, mostly say they want to reduce them. When the Great Recession hit, the number of hours of those who said they wanted more hours increased, and the number of hours of those who said they wanted fewer hours decreased. The percentage of workers in both categories remains elevated. The authors provide evidence for the United Kingdom and the United States as well as from an international sample that underemployment lowers pay in the years after the Great Recession, but the unemployment rate does not. They also find evidence for the United States that decreases in the home ownership rate have helped to keep wage pressure in check. Underemployment replaces unemployment as the main influence on wages in the years since the Great Recession.

The aim of this study was to analyze mothers’ working time patters across 22 European countries. The focu was on three questions: how much mothers prefer to work, how much they actually work, and to what degree their preferred and actual working times are (in)consistent with each other. The focus was on cross-national differences in mothers’ working time patterns, comparison of mothers’ working times to that of childless women and fathers, as well as on individual- and country-level factors that explain the variation between them.In the theoretical background, the departure point was an integrative theoretical approach where the assumption is that there are various kinds of explanations for the differences in mothers’ working time patterns – namely structural, cultural and institutional – , and that these factors are laid in two levels: individual- and country-levels. Data were extracted from the European Social Survey (ESS) 2010 / 2011.The results showed that mothers’ working time patterns, both preferred and actual working times, varied across European countries. Four clusters were formed to illustrate the differences. In the full-time pattern, full-time work was the most important form of work, leaving all other working time forms marginal. The full-time pattern was perceived in terms of preferred working times in Bulgaria and Portugal. In polarised pattern countries, full-time work was also important, but it was accompanied by a large share of mothers not working at all. In the case of preferred working times, many Eastern and Southern European countries followed it whereas in terms of actual working times it included all Eastern and Southern European countries as well as Finland. The combination pattern was characterised by the importance of long part-time hours and full-time work. It was the preferred working time pattern in the Nordic countries, France, Slovenia, and Spain, but Belgium, Denmark, France, Norway, and Sweden followed it in terms of actual working times. The fourth cluster that described mothers’ working times was called the part-time pattern, and it was illustrated by the prevalence of short and long part-time work. In the case of preferred working times, it was followed in Belgium, Germany, Ireland, the Netherlands and Switzerland. Besides Belgium, the part-time pattern was followed in the same countries in terms of actual working times. The consistency between preferred and actual working times was rather strong in a majority of countries. However, six countries fell under different working time patterns when preferred and actual working times were compared.Comparison of working mothers’, childless women’s, and fathers’ working times showed that differences between these groups were surprisingly small. It was only in part-time pattern countries that working mothers worked significantly shorter hours than working childless women and fathers. Results therefore revealed that when mothers’ working times are under study, an important question regarding the population examined is whether it consists of all mothers or only working mothers.Results moreover supported the use of the integrative theoretical approach when studying mothers’ working time patterns. Results indicate that mothers’ working time patterns in all countries are shaped by various opportunities and constraints, which are comprised of structural, cultural, institutional, and individual-level factors.Keywords: mother, working time pattern; preferred working time, actual working time, integrative theoretical approach, comparative research

In this study, we use the 2004, 2008, and 2014 panels of the Survey for Income and Program Participation (SIPP) to measure the impact of the Great Recession and recovery on the availability of “good jobs” for men without a college degree. We define “good jobs” using a cluster of job quality measures, including wage thresholds of at least $15, $20, or $25 per hour, employer-based health insurance, full-time work hours, and protection from layoff. We find that the Great Recession and aftermath (2008-2015) resulted in a 1-10% reduced probability of being in a “good job” across most industries, with especially large losses in manufacturing, retail, transportation, and food service (compared to 2004-2007). In the 2014 panel, there is only a slight post-recession recovery in the predicted probability of being in a “good job,” and the probability of being in a “good job” remains well below 2004 levels. Although the probability of being on layoff from a “good jobs” does decrease substantially in the 2014 cohort as compared to the rate of layoff during the Great Recession, our clustered measure of job quality shows that access to “good jobs” remains limited for most working-class men and that the recovery from the Recession has largely not reached the working-class.

Abstract This paper analyzes the effect of working time reduction (WTR) on the Spanish economy. Using microdata from the Economically Active Population Survey (EAPS) and the Wage Structure Survey (WSS), we estimate the changes in employment, worked hours, wages and salaries, and the labour share driven by a 5-hour reduction of the ordinary work week in full-time contracts (from 40 hours to 35 hours), without a wage reduction. According to our results, this WTR would mean the liberation of private sector hours that are equivalent to 1.2 million full-time jobs. To calculate job creation, we consider the occupations and technical conditions of production (based on the European Working Conditions Survey). Consequently, had the WTR taken place in 2017, it would have created 560 thousand jobs, thus causing the unemployment rate to fall by 2.6 p.p. Moreover, women are found to be the group most affected by this measure. As for the effect on wages, these would have increased by 3.7%, implying a labour share increase of 2.1 p.p. Finally, we study the macroeconomic effects, through an extended version of the single-equations Bhaduri–Marglin model using quarterly data from 1995Q1 until 2017Q4. Our results show that a WTR of 5 hours leads to an increase of 1.4% in GDP.

In this chapter, the authors describe the effects that neoliberal economic restructuring has had on the earning potential of men at the bottom of the labor force. Pushed into low-wage full-time employment that falls far short of meeting family needs or into part-time employment, or even out of the labor force, these men struggle to contribute as providers, and as fathers more generally. Financial stress in family relationships has become less episodic and more permanent, while marriage has ceased to be a viable institution in economically unstable social circumstances. The jobless recovery of the early part of the decade and the Great Recession at the end help us to see family vulnerability in a neoliberal context.

Purpose Working time accounts (WTAs) allow firms to smooth hours worked over time. The purpose of this paper is to analyze whether this increase in flexibility has also affected how firms adjust employment in Germany over the business cycle. Design/methodology/approach This paper uses rich microeconomic panel data and fixed effects estimations to compare the employment adjustment of firms with and without WTAs. Findings The authors show that firms with WTAs show a similar separation and hiring behavior in response to revenue changes as firms without WTAs. One possible explanation is that firms without WTAs used short-time work (STW) to adjust hours worked instead. However, the authors find that firms with WTAs use STW more than firms without WTAs. Originality/value These findings call into question the popular hypothesis that WTAs were the key driver of the unusually small increase in German unemployment in the Great Recession.

SummaryThis paper investigates the development of skill shortages during the period 2007-2012. Using the German Establishment Panel of the Institute for Employment Research (IAB), we find differences across the years before, during and after the Great Recession. Furthermore, we analyze the importance of firm characteristics and that of certain, specific measures with respect to the skill shortage.The empirical analysis reveals that the relative skill shortage in the service sector during the Great Recession was more substantial than before and after 2009. The opposite pattern is observed for working time accounts. Firms with a high share of female workers typically experience usually less difficulty in finding qualified employees to fill jobs. However, during the Great Recession, the opposite was observed. Young firms facing competitive pressure, high wages, and without working time accounts that did not hoard skilled workers in the past tend to skill shortage. The estimations confirm that apprenticeship and further training serve to reduce the number of unfilled, high-skill jobs. It is also helpful when the firm has developed a plan for its personnel requirements. Other measures such as retaining older workers or hiring foreign workers were not successful. Ultimately, a skill shortage within a firm is often only a short-term phenomenon and less often observed over a longer period.
