This article focuses on the analysis of the integration of gender perspective in planning documents of development cooperation policies and more specifically, in Spanish decentralized cooperation policies. For this analysis, we suggest a framework in order to evaluate the design and the coherence of these policies, without taking into account the result and the impact analysis of them, but considering the limitations of the implementation of gender perspective of the main international co-operation organizations, the characteristics of Decentralized Co-operation and the need of an evaluation framework for these policies. Afterwards, we apply this framework for evaluating co-operation policies of the major public institutions of the Basque Country.

Decreasing election turnouts and citizens’ disinterest in democracy galvanized the European Commission (EC) to co-fund a set of e-participation pilot projects. During the runtime of the program, and in particular after the last projects ended in 2010, policy makers at European level were keen to know how well this funding program performed. Hence, the EC also initiated a project called MOMENTUM with the aim to monitor and evaluate the progress and impact of the projects. MOMENTUM designed and performed a systematic comparative analysis of the projects. This chapter presents the impact evaluation framework, which is based on methods of evaluation from empirical research, thereby also reflecting programmatic contexts of the projects. The evaluation framework grounds the interplay of elements of a holistic e-participation solution: the participation process, the topics to discuss, the policy supported, and the technology and tools deployed. The authors present results of the evaluation and demonstrate how attention on the interrelations of these issues affect users’ perception and motivation to participate in an e-participation endeavor. Insights show that the method developed can lead to useful and usable impact analysis and evaluation results. The survey results provide valuable clues to the behavioral intention of the civil society to use e-participation tools and applications. These findings provide not only information on whether and how far the monitored projects are successful but also why they succeeded or failed and how they can be improved.

Pricing is a common measure for parking demand management that has been implemented worldwide. However, the impact of parking price on a parking lot’s quality of service is seldom discussed. This study investigated the impacts of a ladder daily maximum fee charging strategy on the quality of service of the Hongqiao International Airport parking lot based on automatic transaction data before and after the strategy was implemented. An evaluation framework considering managers’ and users’ perspectives was designed. The estimation results show that the new price regulation method largely discouraged long-term parking demand and improved the availability of airport parking facilities, especially during long holidays. As a consequence, throughput and income largely increased in the airport, and there were extra time costs during vehicle departures. The price elasticity of parkers with different parking durations was further estimated. The results showed that price sensitivity is relatively inelastic but varies based on parking duration.

<p>Este artículo describe una experiencia educativa innovadora centrada en el tratamiento que se está dando a la formación en género en los nuevos grados de la Escuela Universitaria de Magisterio de Vitoria-Gasteiz (en adelante EUMVG). La orientación elegida para introducir la perspectiva de género responde a los resultados de una investigación previa, realizada por la entonces dirección de la EUMVG dentro de una convocatoria impulsada por el Vicerrectorado de Calidad y Mejora de la Universidad del País Vasco/Euskal Herriko Unibertsitatea (UPV/EHU) en 2009. La convocatoria recibía el nombre de Plan de implementación y Seguimiento de Acciones de Mejora (PISAM), a la que se presentaron tres acciones de mejora, recibiendo subvención la que atendía al diagnóstico de la situación de la Igualdad en dicha escuela. Gracias a esa primera aproximación, se vio la necesidad de introducir la coeducación en los nuevos planes de estudio, y se concretó en esta propuesta que se presenta a continuación, en la que se trabaja la formación en género de manera transversal, a través de trabajos modulares y mediante actividades complementarias de formación y sensibilización integradas en las asignaturas troncales de los Grados de Educación Infantil y Primaria. Este artículo recoge la experiencia acumulada durante los primeros cursos de grado. El paso siguiente sería elaborar las herramientas de investigación que permitan estudiar en qué medida se han satisfecho las insuficiencias detectadas por aquellas alumnas y alumnos que conformaron la comunidad de la que partió la necesidad de implementar las políticas de igualdad en la docencia.</p><p><strong>ABSTRACT</strong></p><p>The gender perspective in the curricula of Degree in the Teacher Training School of Vitoria-Gasteiz.</p><p>This research describes an innovative educational experience focused on the treatment given to a gender based training that is being conducted in the new degrees of the University College of Teacher Training of Vitoria-Gasteiz. The path choosen to introduce the gender perspective is based on the results of a previous research carried out by the present school management team. This research is within the Implementation and Monitoring of the Improvement Actions´ Plan (PISAM) of the University of the Basque Country (UPV/EHU) in 2009, which has been chosen among other projects because of its proposal about doing a diagnosis related to the gender achievements of the mentioned University College. The research underlined the need to introduce the coeducation in the new curricula, and it was specified in this proposal. This project works on gender training as a cross curricular subject, using modular assignments and complementary activities to train and raise students´ awareness that are integrated in the core subjects of the Pre-school and Primary Education Degrees. This article gathers the results obtained in the first and second curses of the grade. The next step will be to elaborate the research tools that will enable to analyse whether the needs detected by the students have been satisfied. These students formed the community who marked the beginning of this.</p>

Hurbilketa honetan, etxebizitzarako eskubidearen garapenaren ikuspegi historikoa hartzen da abiapuntutzat, eta eremu konparatuan alderatzen da eredua. Era berean, Andaluzian, Kanarietan, Nafarroan, Katalunian, Euskal Autonomia Erkidegoan, Valentzian, Extremaduran eta Balear irletako lege-proiektuan etxebizitza-arloan onartu diren arau autonomikoen edukia aztertzen da, eta Konstituzio Auzitegiaren maiatzaren 14ko 93/2015 Epaiaren zuzenbide-oinarrien azterketarekin alderatzen dira arau autonomiko horiek. Epai horretan, Andaluziako Etxebizitzaren Legearen kontra formulatu zen konstituzio-kontrakotasuneko errekurtsoa ebatzi zen. RESUMEN: Este trabajo se aproxima al impacto de la descentralización legislativa en el desarrollo del derecho a la vivienda, en concreto de su aspecto subjetivo. En esta aproximación se toma una perspectiva histórica de dicho desarrollo y se contrasta el modelo en el ámbito comparado. Se analiza, así mismo, el contenido de las normas autonómicas en materia de vivienda aprobadas en Andalucía, Canarias, Navarra, Cataluña, País Vasco, Valencia, Extremadura y el proyecto de ley balear y se contrastan con el análisis de los fundamentos de derecho de la Sentencia del Tribunal Constitucional 93/2015 de 14 de mayo que resuelve el recurso de inconstitucionalidad formulado contra la ley andaluza de vivienda. Se llega a la conclusión de que los marcos competenciales descentralizados han favorecido, hasta ahora, y podrían seguir favoreciendo en un futuro, la articulación de instrumentos que vuelven exigible el derecho a la vivienda ante la Administración Pública y los Juzgados de lo Contencioso-administrativo. ABSTRACT: This work draws closer to the impact of legislative decentralization in the development of the right to housing, particularly of its subjective aspect. On this approach a historical perspective is taken regarding such development and the model is set against in the comparative area. Likewise, the content of rules in force in the Autonomous Communities in the field of housing passed in Andalusia, Canary Islands, Navarra, Cataluña, Basque Country, Valencia, Extremadura and the bill of Balearic Islands are analyzed and they are set against the analysis of the legal basis of the Constitutional Court judgment 93/2014 of May 14th which determines the action on unconstitutionality made against the Andalusian Act on housing. It was concluded that the decentralized competence framework have so far favoured and could further in the future the articulation of legal tools that could make effective the right to housing before the Public Administration and the Contentious-Administrative courts.

Este número de Oñati Socio-Legal Series, titulado El género de los sistemas penales juveniles: Debates necesarios, es el resultado de las ponencias e intercambios mantenidas en un taller interdisciplinario que tuvo lugar en 2018. Se encuentra integrado por once artículos que discurren sobre las experiencias en justicia penal juvenil dirigidas hacia adolescentes mujeres y otras temáticas vinculadas, a partir de la exposición de resultados de investigaciones e intervenciones realizadas en América Latina (Argentina, Brasil, Chile, México y Uruguay) y el Estado Español (Cataluña, Madrid, País Vasco, Zaragoza). Las discusiones mantenidas en este espacio y los artículos publicados son una muestra más del auge punitivo global que viven las sociedades capitalistas contemporáneas y que podemos observar en los diferentes contextos a través de la extensión de las formas de control y alcance de los sistemas penales que se produce sobre la población tanto adulta como joven y adolescente. En este marco, es interesante contextualizar cómo son los tránsitos de las mujeres más jóvenes por los sistemas penales, haciendo énfasis en la necesaria inclusión de una perspectiva de género que pueda comprender las singularidades que forman parte del tratamiento de las mismas en estos sistemas. This issue of Oñati Socio-Legal Series, entitled The Gender of Juvenile Criminal Systems. Necessary Debates, is the result of the communications and exchanges held at an interdisciplinary workshop that took place in 2018. It is composed of eleven articles that discuss experiences in juvenile criminal justice aimed at adolescent women and other related issues, based on the presentation of the results of research and interventions carried out in Latin America (Argentina, Brazil, Chile, Mexico and Uruguay) and the Spanish State (Catalonia, Madrid, Basque Country, Zaragoza). The discussions held in this space and the articles published are one more example of the global punitive expansion that contemporary capitalist societies are experiencing and that we can observe in the different contexts through the extension of the forms of control and scope of the penal systems that are produced on the adult, young and adolescent population. In this framework, it is interesting to contextualize how the transits of younger women through the penal systems are, emphasizing the necessary inclusion of a gender perspective that can understand the singularities that are part of the treatment of women in these systems.

The case study will be developed into the frame of the international development cooperation, taking several projects of rural electrification in the South coordinated by develompent NGOs from the North. The analysis will make a panoramic and historical revision of the evolution of the international develompent cooperation and the different approaches from a gender perspective. Later on we will deepen the concept of Energy and the evolution of its consumption along the Human History, being specially aware of not skipping the fact that the use of women bodies as an energy resource is essential to mantain the current economical system. We are in the need of a different paradigma that questions the basis of Capitalism and Patriarchy, because here is where the hegemonic concepts are hold. Thus, we will propose an analysis framework with an Ecofeminist approach to obtain sustainability and we will use it to analyse the projects of rural electrification.The critical Human Rights theory defines the rights as fighting processes that pursue an egalitarian access to material and immaterial goods. Taking this into account, the energy supply is understood as a material good that will lead to the obtention of other material and immaterial goods. Thus, the technology implemented in the communities for the energy supply will go together with a fighting process to get an egalitarian access, along with processes of social transformation. So, the technology installed must mean a real emancipation tool for the community and especially for women. This emancipation will depend on the process rather than on the transference as a simple technological aim. This is why the development NGOs that work for the defense of the rights in this communities suppling them energy must go beyond a simpe technified approach. That means the need of focusing in the process, letting the community participate and reviewing the models of participation from a gender perspective. The goal must then be the satisfaction of the basic needs of the population and especially the real needs of women, because they have been hidden under gender roles. Besides, the implementation of technology cannot forget aspects as environmental, social and gender justice for the effective and real achievement of the desired sustainability.


The university is considered one of the engines of growth in a local economy or its market area, since its direct contributions consist of 1) employment of faculty and staff, 2) services to students, and supply chain links vendors, all of which define the University’s Market area. Indirect contributions consist of those agents associated with the university in terms of community and civic events. Each of these activities represent economic benefits to their host communities and can be classified as the economic impact a university has on its local economy and whose spatial market area includes each of the above agents. In addition are the critical links to the University, which can be considered part of its Demand and Supply chain. This paper contributes to the field of Public/Private Impact Analysis, which is used to substantiate the social and economic benefits of cooperating for economic resources. We use Census data on Output of Goods and Services, Labor Income on Salaries, Wages and Benefits, Indirect State and Local Taxes, Property Tax Revenue, Population, and Inter-Industry to measure economic impact (Implan, 2016).

This paper assessed the impact of the mechanization of the 8 tribal paddy farmers’ groups of Goa benefited in the year 2011 through the Tribal sub-plan program of ICAR-CCARI through results of surveys conducted in 2012 and 2015. Shift to mechanization among beneficiaries was significant in power tillers (64-100%) but less in power reapers(0-91%). Also significant saving in manpower (Power tillers:33.3% to 60%, power reapers: 33.3% to 83.3%), , time (field capacity increased (power tillers : 41.7% to141%, power reapers :58.1% to 912.8%) and cost(power tillers :44.7% to 59.1%, power reapers : 57.8% to 82.9%) was reportedthrough the use of equipment as compared to desi plough or manual methods of harvesting. Some constraints like lack of access roads and training in use and maintenance of the equipment were reported by the beneficiary farmers.
