Park and Ride (P&R) systems play a potentially important role in transportation planning to decrease the undesirable effects of private cars in the Central Business District (CBD). In order to achieve this objective, an essential component to be investigated is the catchment areas of these P&R facilities. However, a limited number of studies have applied the Geographic Information System (GIS) to study the spatial boundary accessibility of the catchment areas of P&R. This study aims to analyze the spatial boundary accessibility of the catchment areas of P&R facilities using three GIS methods. The first method uses geometric shapes to analyze the catchment areas of P&R facilities according to regular shapes, such as parabolas or circles. The market area is the second method used to analyze travel time via the tool ArcGIS Network Analyst to determine the catchment area of P&Rs. Finally, the dynamic accessibility method determines how accessible a facility can be through a study of the spatial boundary accessibility of P&Rs based on the travel time and distance between zones and P&R. The result shows that the static methods identify the spatial boundary accessibility through the calculation of the size of the shape of each P&R separately, while the dynamic method identifies the level of accessibility in detail for all P&R and also the accessibility of each zone to reach a facility. In conclusion, the dynamic accessibility method presents better accuracy than static methods in order to estimate the spatial boundary accessibility of the catchment area of P&Rs.

Abstract Using the 2015 national Minimum Data Set Version 3.0, the Area Health Resources Files, the 2015 Provider of Services File, and the Rural-Urban Commuting Area codes, this study assessed rural-urban differences in newly admitted, Medicare skilled nursing facility (SNF) residents’ functional status, cognitive performance, and behavioral issues using self-performance, early loss, and late loss Activities of Daily Living (ADLs); the Cognitive Function Scale (CFS); and indicators of aggression, psychosis, or wandering, respectively. The study evaluated 686,881 unique patient assessments for newly admitted Medicare SNF residents across 15,157 facilities in 47 states. Negative binomial and generalized linear models with state fixed effects and clustering by SNFs were used to evaluate rural-urban acuity differences before and after adjusting for socio-economic factors; admission source, and market area characteristics. Compared to urban SNF residents, rural residents were more likely to be cognitively impaired (45% Isolated Small Rural, 44.5% Small Rural, 41% Large Rural, 38.8% Urban), and have behavioral issues (6.7% rural, 4.8% urban). Unadjusted and adjusted regression models confirmed bivariate findings that rural SNF residents were less functionally impaired (IRR range: 0.974-.987), but had more cognitive and behavioral issues in more remote rural locations than urban. The (unadjusted) odds of cognitive impairment were 1.1-1.3 times higher for residents of rural vs urban SNFs; while the odds of having any one of the behavioral issues were 1.2-1.6 times higher in more remote rural locations. The capacity of rural SNFs to manage complex cognitive and behavioral problems deserves further research.

AbstractThe European Single Market created a common market for millions of Europeans. However, 30 years after its introduction, it appears that the benefits of the common European project are occasionally being questioned at least by some parts of the population. Others, by contrast, strive for deeper integration. Against this background, we empirically gauge the growth effect that arose from the Single Market. Using the synthetic control method, we establish the growth premium for the Single Market overall and for its founding members. Broadly in line with the predictions made by Richard Baldwin at the onset of the Single Market project, we find significantly higher real GDP per capita for the overall Single Market area of around 12–22 %. In comparison, smaller EU Member States seem to have benefited somewhat more compared to larger countries. The estimated growth effects underline the case for further deepening and broadening the Single Market where possible.

The problem of setting tariffs is often a point of conflict between communities and managers. On the one hand, the community wants tariffs at the lowest level according to their capabilities with satisfactory service, on the other hand, the management wants high rates that can generate satisfactory profits. Basically, the determination of parking rates in accordance with the ability and willingness of the community will make it easier for users of parking facilities to pay the tariffs, especially if balanced with adequate services and facilities. Formulate the problem in this study is how the ability and willingness to pay parking users in the Banjaran Market area and whether the existing parking rates are in accordance with the ability and willingness of parking users in the Banjaran Market?. The method used in this study is descriptive analysis method, descriptive is a systematic, actual and accurate depiction of facts, data on events being studied. Analysis is the arrangement of data to obtain answers to questions that arise in research. For users of parking facilities for two-wheeled and four-wheeled vehicles on weekdays, the ATP value is obtained. The first hour tariff is Rp. 1,629.39, the progressive parking rate is Rp. 629, 39 WTP the tariff is Rp. Rp 1.388.08. For users of two-wheeled and four-wheeled vehicles on weekends, the ATP value for the first hour is Rp. Rp. 1,388.08 and the next hour tariff is Rp. 388.08 with a fixed WTP rate of Rp. 1388.08. From all calculations ATP is greater than WTP. The difference between the amount of ATP and WTP from the results of the analysis can occur due to several factors, one of which is the large percentage of parking fee allocation used as a component of ATP calculations that is not suitable for the tariffs applied at the Banjaran Market.
