In the context of the reform of the sale of agricultural land, the priority is to optimize land use, which is to find a balance of land that would meet their environmental, economic and social compliance with the functions of the agricultural sector. Two main approaches to the optimization process are considered. The first is by intensifying agriculture with significant energy costs, land depletion and the inevitable increase in environmental pressures. And the second is the gradual formation of a balanced agrosphere with alternative agriculture and environmentally friendly livestock. The structure of land plots in terms of regions of Ukraine, which in the conditions of the land market does not promote balanced land use, is analyzed. Acquired arable land will not be transferred to other categories of land at auctions, even if it is significantly degraded. When forming the pricing policy in the land sector, it is important to compare the value of arable land in Ukraine and European countries. This comparative analysis shows the underestimated value of arable land in Ukraine (the lowest figure in Europe is less than 1 thousand euros / ha) at the initial stage of sale. It is estimated that the six-year lease of arable land at this stage of land reform is more appropriate than their sale. The fact of plowing part of pastures under these conditions and increasing the share of arable land in river valleys, drained lands, etc. is alarming. According to the results of the calculations, Table 1 shows the value of arable land, pastures, hayfields by administrative regions. The comparative characteristic of agricultural lands on the available highly productive lands is carried out. The highest share of such lands in Ternopil, Poltava and Cherkasy oblasts was found out, which provides for their highest valuation. The created map diagram of the general cost assessment of agricultural lands demonstrates their land resource potential and reflects the spatial differentiation of this indicator by typological groups of regions. The authors analyzed the optimization model of land use in Ukraine, developed by a group of leading domestic scientists under the project "Sustainable Development Programs", and proposed to consider the category of productive lands as basic arable lands, the share of which in Ukraine is 44.8% of arable land. The directions of reforming land relations in Ukraine taking into account historical traditions and granting the highest status of the basic land user - the rural community are offered. At the same time to make calculations, based on the results of which to identify production types (specialization) of farms, which will be the most objective, as it takes into account local natural and economic conditions; - on the basis of specialization of peasant farms, study of types of land use in enterprises of various forms of ownership and data on natural land fertility to perform agricultural zoning of the territory; - in each allocated agricultural area, the whole array of land in use, divided into at least 3 groups: 1) lands of peasant farms, which over time should be granted the right of life ownership with the possibility of inheritance and on which the state should support non-profit, subsistence farming; 2) lands withdrawn from agricultural circulation due to the destruction of their natural fertility and those to be transferred to the nature reserve fund, and, over time, included in the national ecological network; 3) lands that have not yet lost their natural fertility and those that are in the use of agricultural enterprises of various forms of ownership. Goal. To carry out a scientific analysis of approaches to the determination of the effectiveness of land use in the context of the transformation of land relations. Methods. System-structural analysis of approaches to optimization of land use of rural territories. Results. The theoretical and methodological approaches to increase the efficiency of use of agricultural land potential potential in the development of decentralization processes are substantiated. Conclusions. The complex system of measures concerning the ecological and economic regulation of the use of land- resource potential by the development of a system of land management projects on the basis of ecologically safe land use is substantiated and proposed.

The current needs in the regulation of land relations, which are due to a qualitatively new approach to the development of land use potential, land use, ownership and disposal and the conditions under which the free land market in Ukraine should be formed. The concept of transformation is considered, which means the process of replacing the features of one economic order with similar features of another order, resulting in the transformation of the economic system as a whole. The main problems of land management in rural areas of Ukraine, which provide for the revival of rural areas by optimizing their territorial organization, creating conditions for balanced use of nature and protection of natural resources, improving social conditions and living infrastructure of rural residents, improving the demographic situation in rural areas. It is emphasized that to date in Ukraine no land is classified according to suitability on the basis of taking into account (balancing) environmental opportunities and economic feasibility. It is indicated that the priority in the implementation of land policy is the development of the necessary land management and urban planning documentation, land inventory, topographic and geodetic works, land valuation, land management schemes and feasibility study of land use and protection of administrative-territorial entities, development of working projects reclamation of disturbed lands, protection of lands from erosion, flooding and other dangerous geological processes. The components of the formation of information and analytical support for monitoring the use of land resources of the united territorial communities of Ukraine are proposed. It is concluded that the functioning of the land market in Ukraine should be based on social justice, public, public and private interests, legality, efficiency, transparency, openness, ensuring the balanced development of settlements and other areas, protection and rational use of land resources potential and other natural resources. At the same time, the main generator of sustainable development of rural areas, its economic «engine» should be economic activity in rural areas, rational use of land and resource potential, focused on the multifaceted functioning of the rural economy.

The purpose of this work is to analyze the land resource potential of the Transcarpathian region and the main trends in the efficiency of its use. The study of land use optimization in the mountainous and foothills of the Carpathians is of particular importance. The specific climatic and morphological conditions of the region and the reorganization of land use exacerbate the problem of effective development of the agricultural sector and ecology of land reproduction. Method. General scientific methods, including analysis, scientific synthesis, analytical method, methods of comparison and generalization been used in the study. To study the current state of land and resource potential of the Transcarpathian region, information from the Main Department of the State Geocadastre in the Transcarpathian region and statistical materials of the Main Department of Statistics in the Transcarpathian region have been used. To achieve this goal, comparative geographical and statistical research methods have been used. Scientific novelty. The article highlights the trends, approaches and features of land use potential of the Transcarpathian region. Its spatial differentiation has been investigated, the component structure of the land fund of the Zakarpattia region has been analyzed and the intensity of the target use of the land resources of the region has been determined. A general assessment of the use of land resources of the Transcarpathian region has been done as a major factor in the development of agricultural monosystems and identified areas of its rational use. It has been determined that a characteristic feature of the land resources of the region is the low level of area use suitable for agricultural production, there is also a significant withdrawal of land for commercial and residential construction. Practical meaning. The results of this study can be used in the educational process of educational institutions; in the development of state and regional programs for the development of the agricultural sector of the national economy; for the preparation of new regulatory, program and methodological documents.

Land as a component of the country's natural resource potential is a unique object. The interests of all members of society are referred to it because land is a universal factor in social life. Analyzing the development of the agrarian sector of Ukraine, it should be noted that in recent years it has been characterized by increased use of available agricultural land, land degradation, and their complete loss. This is further evidence that the study and analysis of the environmental aspects of the functioning of the land market in Ukraine, and, at the same time, the issues of agricultural land use efficiency are of particular relevance today. Sustainable development of the land-resource sphere depends on a large extent of the processes that take place in the system of property relations. Therefore, the research of formation and implementation of mechanisms of development of land relations is of particular relevance. The necessity of soil fertility preservation programs development is foreseen on the basis of the conducted researches. This program will include removal degraded and unproductive lands from intensive cultivation, reduction of plowed land and introduction of economic stimulation system of rational use and protection of land. It is proposed to improve the current situation through the mechanism of public-private partnership. The article describes the main measures and methods of ecological and economic mechanism for encouraging land users. The key features of the new bill have been identified. The current state and efficiency of land use and the dynamics of capital and foreign direct investments in agriculture, forestry and fisheries are analyzed. The essence of ecological paradigm is considered as a guideline of ecological policy of the short-term perspective. The negative consequences of disturbance of the ratio between agricultural lands are outlined. Environmental factors of influence on the development of the agricultural land market are given.

The aim of the work was the landscape analysis of agricultural geographical landscapes in the Altai Territory and elaboration of measures aimed at the rational use of agricultural lands. Environmental and landscape (landscape) approach became the main method of scientific research used in the analysis of modern agricultural landscapes. The cartographic method, using GIS-technologies, made it possible to digitize the obtained materials. Synthesized maps of agro-ecological, natural and other zoning of territories are based on topographic, soil, geobotanical and other thematic maps made during land surveying during the field survey. Retrospective analysis, induction and deduction methods,analysis and synthesis, as well as the abstract-logic method were also used in the work. Our main result was the analysis of land use territory for agricultural enterprise in municipal district of Altai Krai. Exploration of lands indicates a pronounced plant-growing specialization of JSC “Pobeda” with a developed animal breeding direction. Limiting factors affecting the rational use of land are natural and climatic conditions, terrain,unsystematic anthropogenic activity and, as a result, the development of erosion processes. The degree of eroded and deflated arable land is more than 50%, hay and pasture lands are also very unstable. Landscapes have been typified, based on which eleven types of land have been identified and their geomorphological description has been carried out. The first five types of land can be used for agricultural production with limitations compensated by crop technology and erosion control measures, the sixth and seventh types require grassing and, in some cases,conservation, the eighth and ninth types can be partially used for pasture and area valorization; the remaining two are not suitable for agricultural use but should be potentially used for planting and forest management. As a result of the presented transformation of agricultural lands, the structure of cultivated areas has changed. The area of arable land decreased by 877 ha, and of pastures by 365 ha,while the area under hayfields, fallow lands, and forest lands increased by 295, 191, and 875 ha respectively. Low-productive lands were withdrawn from agriculture. We suggested that the sustainability of agricultural land use was mainly caused by the reduction of anthropogenic load and increase in ecological equilibrium of the territory.

Theoretical and practical aspects of development of strategic prospects for the land reform implementation in Ukraine have been analysed, possible consequences of termination of moratorium on land sale and the need to improve management in the process of the national land reform implementation have been determined in the article. The main strategic priorities of land relations in Ukraine have been covered. The research vector is focused on taking into account principles of land resource management regulated by specific methods and forms of legal impact on the land market formation and free circulation of land in general, management in a particular area complying with theoretical foundations of basic mechanisms of public administration and regulation. The conceptual foundations of strategic prospects for the implementation of the land reform in Ukraine and the launch of the land market have been presented in the article. It has been noted that the strategic prospects for the implementation of land reform in Ukraine will make it possible to achieve economic, social and environmental effects and to implement a number of sustainable development goals. The main legislation issues and the need of certain changes, improvement of public administration in the area of land relations enabling the economic growth in Ukraine have been covered. Abstract. As part of the German Research Foundation (DFG) project “Land Use Concepts for Marginal Regions”, since 1997 we have made analyses of the seed bank of 22 cultivated allotments, as well as of 15 meadow/pasture and 16 fallow allotments on former arable land of the Lahn-Dill Highlands, a marginal cultivated landscape in Hesse, Germany. One aim of this study is to determine according to which dynamic laws the seed bank of arable-land weeds is depleted after cultivation is abandoned. Depending on the intensity of the arable land use, the seed banks of rankers and cambisols that are presently still cultivated contain up to 1 004 800 seeds of arable-land species capable of germination m−3. Soils that were last cultivated less than ten years ago have much lower seed densities, while the seed bank of arable-land species is largely exhausted after only ca. 20 yr. This points to an exponential depletion of the seed bank of arable-land species and their abundance over time. On the basis of the present results, <20 yr remain in the Lahn-Dill Highlands for the reestablishment of characteristic arable-land vegetation from the seed bank.

Purpose. The aim of the article is determining the conditions of rational use of agricultural land conditions and substantiation of measures to optimize the distribution and rational use of agricultural land. Methodology of research. General scientific and special methods are used to achieve this goal: the dialectical method of scientific knowledge – to consider the essence of the rational use of land and its protection; synthesis – to clarify the relationship between the subjects of land relations; analysis – to assess the constituent elements of agricultural land; graphic – for visual display of the obtained results; abstract and logical method – for the formation of conclusions and research proposals. Findings. The state and rational use of land in the region and the state are studied. The structure of agricultural lands in Ivano-Frankivsk region and Ukraine is analysed. The main ecological and economic aspects of land tenure and land use in agriculture are described, including changes in land relations. The main reasons that caused the negative trends of rational use and protection of land in agriculture are identified. Measures have been developed for the rational use of land in the economic activity of land and its protection. Originality. Approaches to the interpretation of the concept of “rational use of land” are systematized and generalized. Measures on rational use of agricultural lands in economic activity are offered, namely: creation and realization of innovative scientific and technical programs in the field of rational use of lands and their protection; improving the regulatory framework in the field of land relations; development of a mechanism for financing programs; introduction of environmentally friendly ways of agricultural production, etc. Practical value. The expediency of studying and forming the conditions of rational use of agricultural lands is proved. The results of the study can be used by agricultural enterprises in conducting business activities. The aim of this study is to diagnose and identify trends for agricultural land use structure in the Central and Eastern European countries. Particular attention has been paid to the spatial differentiation characterising that structure, and to the significance that diverse kinds of conditioning have had in shaping it. Analysis has extended to the basic structural elements of agricultural land that are arable land, grasslands and permanent crops, while the countries included are the East-Central Europe acceding to the EU, i.e., Estonia, Latvia, Lithuania, Poland, Czechia, Slovakia, Hungary, Romania, Croatia, Slovenia and Bulgaria. The main sources of database have been Eurostat and FAO. The region under study emerges as very much diversified in terms of structure relating to structural elements of agricultural land. However, once the Eastern Bloc fell, all the countries experienced losses in area of agricultural land, as well as declines in the amounts of land growing permanent crops. Where key crops were concerned, the share of industrial species increase at the expense of vegetables, fruits and potatoes cultivation. Key factors underpinning observed trends for land use comprised privatisation and restitution of land, demographic processes in rural areas, domestic and EU agricultural policies as well as agro-ecological conditions.

Land legislation - the Land Code of the Russian Federation, the Federal Law " Land Management", the Federal Law "Turnover of Agricultural Lands", the Federal Law "State Regulation of Agricultural Lands Fertility" proclaimed the obligation of state authorities, local governments, legal entities and individuals realize their activities with preservation of land as the most important component of the environment and a natural resource, and carry out measures for the reproduction of the fertility of agricultural lands. There are proclamations, but no effective economic, administrative mechanisms and institutions of enforcement to save productive land and soil fertility. Regulations for the environmentally safe use of separately cultivated plots of arable land, contours of hayfields and pastures with spatial identification of the boundaries of their action on the map for land management have not been established – we can see negative impacts of excessive cultivation of arable land. The proposed measures to ensure the fertility of agricultural lands are aimed not at land use with soil-saving agricultural technologies in the process of agricultural activities when growing crops (in accordance with the established regulations), but at restoration of soil fertility after depletion of agricultural land use through reclamation and other measures for agrochemical services. This article proposes to restore the compulsory land management activities in case of identification of lands with water and wind erosion and other negative impacts with the development of regulations for environmentally safe agricultural land use for each field or part of it, the contour of hayfields and pastures exposed to negative impacts of anthropogenic or natural load. It is easier to prevent than to cure.
