Purpose. The aim of the article is determining the conditions of rational use of agricultural land conditions and substantiation of measures to optimize the distribution and rational use of agricultural land. Methodology of research. General scientific and special methods are used to achieve this goal: the dialectical method of scientific knowledge – to consider the essence of the rational use of land and its protection; synthesis – to clarify the relationship between the subjects of land relations; analysis – to assess the constituent elements of agricultural land; graphic – for visual display of the obtained results; abstract and logical method – for the formation of conclusions and research proposals. Findings. The state and rational use of land in the region and the state are studied. The structure of agricultural lands in Ivano-Frankivsk region and Ukraine is analysed. The main ecological and economic aspects of land tenure and land use in agriculture are described, including changes in land relations. The main reasons that caused the negative trends of rational use and protection of land in agriculture are identified. Measures have been developed for the rational use of land in the economic activity of land and its protection. Originality. Approaches to the interpretation of the concept of “rational use of land” are systematized and generalized. Measures on rational use of agricultural lands in economic activity are offered, namely: creation and realization of innovative scientific and technical programs in the field of rational use of lands and their protection; improving the regulatory framework in the field of land relations; development of a mechanism for financing programs; introduction of environmentally friendly ways of agricultural production, etc. Practical value. The expediency of studying and forming the conditions of rational use of agricultural lands is proved. The results of the study can be used by agricultural enterprises in conducting business activities. The current state of land use in Ukraine is characterized by high agricultural development and land cultivation. The predominant share in the total land stock of Ukraine is occupied by agricultural land (70.8% of the country's territory). Ukraine accounts for about 0.45% of the world land fund, while arable land occupies 2.4% of its world-wide area. According to resource-based indicators of land use Ukraine is also characterized by an extremely high level of development of living space and only about 8% of the territory can be attributed to anthropogenically unchanged. Ecological and economic aspects of land use include of rational land use, which characterizes the optimal involvement of all lands in economic circulation and their effective use for the main purpose, creation of favorable conditions for increasing productivity of agricultural land and obtaining from the unit of area the maximum amount of products at the lowest cost of labor and funds. The article substantiates that degradation of soils has its own characteristics, caused by various factors and processes. It is established that the practice of land use and the state of study of the above problems will require further study of the preconditions for the development of land degradation processes caused by the main factors: human economic activity and climatic and relief-ground conditions. The existing system of land protection in agriculture due to the influence of a number of natural and economic factors, as well as insufficient attention from the state does not ensure their rational use. Therefore, it is necessary to adhere to an integrated system of protection of agricultural land.

Introduction. Land reform is entering a crucial stage, which involves the gradual acquisition of the right to buy or sell agricultural land by individuals and legal entities. In such conditions, it is important to substantiate the mechanisms and trends that will be characteristic of the market for agricultural land lease, as these mechanisms today provide organized high-commodity agri-food production. Purpose Substantiation of economic and legal bases of the land lease market functioning after entry into force of norms on free sale of agricultural lands. Method (methodology). Data from the State Statistics Service of Ukraine, the State Geocadastre and the Ministry of Justice were used. Economic and legal theoretical and practical provisions related to land relations in agriculture of Ukraine are considered. Monographic and abstract-logical methods, as well as methods of comparison, generalization and analysis are used. Results. The nature of land relations in agriculture and the predominance of rent as a tool for land accumulation by agricultural enterprises is established. The size and structure of the agricultural land market are characterized, including the volumes of leased land are determined, the emphasis is on the leading position of lease in the system of land redistribution in the industry. Prospects for the development of land relations from the standpoint of entry into force of the law № 552-IX provisions. Peculiarities and expectations from the introduction of the agricultural land market are substantiated. It is established that due to the existing relations on the market of agricultural lands and the existing restrictions on their purchase and sale, economic use of land will continue to take place mainly on lease, the share of which will gradually decrease, but still remain significant.

The tendencies of the land fund change during the last years are considered. An analysis of a number of normative documents was made to highlight the main problems in modern land use. A number of problems in the sphere of land relations during the period of land reform are listed. The systematic deforestation of protective forest stands, violation of the regime of land use within the boundaries of water protection zones and coastal protective bands is observed. In the article, an acute need to implement measures for the use and protection of lands with a view to meeting the set tasks within the territories, which are subjected to significant anthropogenic load as a result of population accumulation and high intensity of land use is highlighted. The need for comprehensive measures to develop and implement technical solutions for the rationalization of land use and land protection is argued in the article. The evaluation of the distribution of agricultural enterprises by the average area of agricultural and the share of the total area of agricultural land in Ukraine, which they occupy is presented. The dynamics of changes in the areas of agricultural land and arable land in their composition, as well as pastures, hayfields, deposits, and perennial plantations is investigated.

The aim of the work was the landscape analysis of agricultural geographical landscapes in the Altai Territory and elaboration of measures aimed at the rational use of agricultural lands. Environmental and landscape (landscape) approach became the main method of scientific research used in the analysis of modern agricultural landscapes. The cartographic method, using GIS-technologies, made it possible to digitize the obtained materials. Synthesized maps of agro-ecological, natural and other zoning of territories are based on topographic, soil, geobotanical and other thematic maps made during land surveying during the field survey. Retrospective analysis, induction and deduction methods,analysis and synthesis, as well as the abstract-logic method were also used in the work. Our main result was the analysis of land use territory for agricultural enterprise in municipal district of Altai Krai. Exploration of lands indicates a pronounced plant-growing specialization of JSC “Pobeda” with a developed animal breeding direction. Limiting factors affecting the rational use of land are natural and climatic conditions, terrain,unsystematic anthropogenic activity and, as a result, the development of erosion processes. The degree of eroded and deflated arable land is more than 50%, hay and pasture lands are also very unstable. Landscapes have been typified, based on which eleven types of land have been identified and their geomorphological description has been carried out. The first five types of land can be used for agricultural production with limitations compensated by crop technology and erosion control measures, the sixth and seventh types require grassing and, in some cases,conservation, the eighth and ninth types can be partially used for pasture and area valorization; the remaining two are not suitable for agricultural use but should be potentially used for planting and forest management. As a result of the presented transformation of agricultural lands, the structure of cultivated areas has changed. The area of arable land decreased by 877 ha, and of pastures by 365 ha,while the area under hayfields, fallow lands, and forest lands increased by 295, 191, and 875 ha respectively. Low-productive lands were withdrawn from agriculture. We suggested that the sustainability of agricultural land use was mainly caused by the reduction of anthropogenic load and increase in ecological equilibrium of the territory.

The article outlines the main trends in the spatial development of agricultural land use and land tenure in the Non-Chernozem Economic Zone of the European part of Russia, which are summarized in several groups; worldwide trends, the most significant changes in countries, production and market phenomena, changes in the forms and types of ownership and land management. An assessment of the main problems that prevent the spatial development of agricultural land use is considered in the article paying the special attention to the areas unfavorable for agricultural production. The authors describe the existing problems in the field of land relations and administration of agricultural lands.

The purpose of the research was to determine the system of measures aimed at financial provision of restoration and improvement of the fertility of the agricultural lands, which are an important part of the state strategy for the development of the Ukrainian economy agrarian sector. Characteristics of land use in European countries and Ukraine were presented. The sources of financial provision of agricultural land restoration were analyzed. The measures aimed at successful restoration of fixed assets of agrarian enterprises, in particular land resources are proposed.

Theoretical and practical approaches to the formation of land market in Ukraine are considered in the article. The views of scientists and practitioners on the problem of creating land market are summarized. It has been proven that land market is vital for agriculture and rural residents. It allows using land as collateral for agricultural enterprises. It is a source of income for farmers and allows land to move to a more efficient owner. It is investigated that during the transformations in the agricultural sector of Ukraine, the state monopoly on land was abolished, agricultural enterprises were privatized, new market structures were created, that is preconditions were created for the introduction of market land turnover and formation of the secondary market of agricultural land. Today it is obvious that further regulation of land relations is needed to ensure effective development of newly created economic agricultural formations. The lack of a real market for agricultural land hinders their efficient distribution and restrains long-term investment in land and agriculture in general. The history of reforming land relations of foreign countries is analyzed and systematized. Peculiarities of land markets formation and organization of lease land relations in the countries of the world are shown. It is studied that the state regulation of the agricultural land market of the EU member states is aimed at preserving land, preventing excessive concentration or fragmentation of land, sale of land primarily to farmers who have experience in agricultural production and live in the area. The issue of the land market is especially acute for countries with economies in transition, including Ukraine. Of particular note is the lease of agricultural land, which is the main form of land relations in many countries. The need to apply positive foreign experience in creating a market for agricultural land in Ukraine is indicated.

The article examines theoretical formation foundations of functioning system of the agricultural land market in foreign countries. It is analyzed basic and special parameters of the legislative framework on land, protection of rights and opportunities of land owners, purchase and sale procedures in the context of land relations. It has been determined that the success of land reforms and the effectiveness of implementation and functioning of the land market depend on the level of their scientific substantiation, state regulation and measures to coordinate interests of its participants. Land relations are governed by norms of civil, administrative law, or by special laws dedicated to certain types of land relations, as well as laws on agrarian and land reforms in foreign countries. Such key aspects of public regulation are considered in: the taxation system, the credit and financial mechanism, antimonopoly policy, special targeted programs. There is various level of centralization and decentralization of land management, representative bodies of territorial communities that have different powers to regulate land use, organizational and legal forms of land use and forms of ownership of land resources that are not the same in countries with different socio-political systems. It has been determined that the legal regulation of land potential should contain effective aspects of the practical application of norms in real context. That is not only the normative existence of functioning rules, but also the practical aspect of ensuring the implementation of the state's land potential through local authorities within the land areas. This issue can be analyzed by the experience of foreign countries, such as the USA, Germany, France, Italy, Poland, Cyprus, Israel.


The concept of land management and rational land use is defined. The influence of digitization on the state administration of rational use of agricultural land is investigated. The analysis of the development of electronic administrative services in the field of land relations of Ukraine on the principle of its extraterritoriality is carried out. Modern ways of counteracting irrational conduct of agrarian activity on the state level have been revealed. Methods of stimulating responsible use of land resources by agricultural producers are investigated. The problems of environmental management at the level of economic entities are explored that mainly covers the principles, peculiarities of positioning and the importance of prudent use of agricultural land. The necessity of fixing the principles of stimulating the process of efficient and environmentally friendly land use in the agricultural sphere on the state level is substantiated. The article examines the system of agricultural land use and the impact of its elements on in-country spatial heterogeneity, and the spatial development of agricultural land use in the regional aspect – the expansion or contraction of arable lands. The geographic space of the agricultural land use of a country, a macro-region, a region-component of the agricultural industry and the socio-economic system of life are quantitative and qualitative changes in the use of the existing potential of productive agricultural lands, an increase or decrease of their boundaries under the combined influence of social, economic, institutional and infrastructural elements of the agricultural land use system. Among the elements of this system that affect the expansion or contraction of the area and boundaries of agricultural land use and their quality condition: bioclimatic potential; the level of innovative development, agricultural technologies; access to land, finance, and sales markets; effective demand for agricultural products; availability of development institutions (land information systems, monitoring of land use, land management, cadastre, land valuation, land redistribution fund - land bank). Decisive importance is the quality of state regulation of land relations (land and tax legislation) and state management of land use, and the topic of this article - the quality and level of state support for agricultural activities. The harmonization of the components of the agricultural land administration system is decision which, how and how much apply one or another regulation factor of land relations – the mechanisms of market self-regulation or direct state regulation.
