In order for school libraries to contribute sufficiently to better information skills development and the creation of a culture of lifelong learning among students, they require backing through well-articulated policies both at national and individual school level. This article reports on a study that investigated the prevailing status of school libraries in public secondary schools in Nairobi County, Kenya. Using a survey research design, with a response rate of 68 per cent for school principals and 66 per cent for school librarians, the study established that the majority of the schools had school libraries but these were as a result of individual schools’ efforts and not a nationwide government policy. Moreover, the school libraries lacked policies; had not embraced contemporary trends in technology; and lacked financial support. The study concluded that school libraries in Nairobi County were inadequately resourced and supported and recommended that the government of Kenya should develop national policies to entrench and support school libraries in the education system.

<p>The purpose of this research was to investigate the use of selection tools in New Zealand secondary schools, specifically which selection tools are used, how satisfactory the tools are, and which criteria secondary school librarians use in assessing selection tools. Particular attention was paid to the status of evaluative and alerting selection tools in school libraries. A mail questionnaire was sent to a random nationwide sample of 186 secondary school librarians. To gain a richer understanding of the context of selection in secondary schools, 4 focus groups were also held in the Wellington, Horowhenua, Palmerston North, and Wanganui areas. The resulting data was analysed alongside the questionnaire data to provide more comprehensive answers to the study's research questions. The study found that alerting tools were more widely used and considered more valuable than evaluative tools, with the ability to preview an item a key concern for school librarians. Tools supplied by the book selling and publishing industries were the most common tools used, and the features of selection tools considered most important focused on a tool's performance as an alerting tool. Online tools were not widely used, with connectivity problems and lack of time cited as the most common reasons.</p>

The situation of Lithuanian school libraries and the status of librarians are ambiguous, because libraries are financed by Ministry of Education and Science, but legal acts, except the laws, are organized by Ministry of Culture. School libraries are very important among other libraries in Lithuania according to the latest statistic data of Lithuania. In 2000 the school libraries computerization started and in 2004 they were instilled with a simplified version of the Lithuanian Integrated Library Information System (LILIS) – so called Information System of School Libraries (ISSL).The questioning of school librarians was done in 2006-2007 years. Analysis of questionnaires showed that there are some problems in activity of school libraries. The Standard of Digital Literacy of School Librarians (SDLSL) has contradictory estimations. It contains extremely high requirements for school librarians in the sphere of ICT use. Lithuania school librarians do not have a professional association. Members of IASL in Lithuania are only separate school librarians. The methodical help to school libraries should be given by the Municipality public libraries but the help is given not very often. In some towns more active and experienced librarians organize methodical groups, give seminars for those, who are less experienced.School librarians take part in different state actions. Year 2008 is announced to be Reading year in Lithuania. Reading year is stage of Reading Promotion Program confirmed by the Government.

ABSTRACTThe Hong Kong population will age rapidly over the next three decades and the entailing problem of old-age poverty will put the Hong Kong government to test. While the government has been using a solely income-based measurement, the main purpose of this study is to assess poverty rates among Hong Kong's older population in terms of both income and consumption-based measurements by using both relative and absolute concepts of poverty. It also examines the association of socio-economic and household characteristics with elder poverty rates. A two-stage stratified sample design was adopted. A total of 4,306 older adults were personally interviewed in their homes, yielding a response rate of 66.2 per cent. This study contributes to the larger study on poverty in Hong Kong by revealing how income and consumption poverty rates may differ among older adults. Older adults who were both income and consumption poor were more likely to be female, widowed, living alone and to have received less than an elementary school-level education. They possessed very few assets and were most likely financially dependent on family support and welfare payments. To understand fully the economic wellbeing of older adults in Hong Kong, this study proposes that joint distribution of income and consumption poverty can better identify and explain the demographic characteristics of the poor older adults. Implications of the study are discussed based on the neo-liberalist approach that the Hong Kong government has taken in welfare provisions.

Purpose: The purpose of this study was to establish the relationship that existed between principals’ computer application skills and computer use in administration of public secondary schools in Kiambu County. Computer use in schools administration is a contemporary issue in the improvement of quality leadership in schools. The study was triggered by the need for effective leadership in schools which would lead to improved academic performance in Kiambu County.Methodology: The study adopted descriptive survey research design. The target population for this study was all the 307 principals of public secondary schools in Kiambu County. The study sample comprised of 205 principals which translated to 67% of the target population. Simple random and purposive sampling techniques were used in the selection of the respondents. A questionnaire was used for data collection. Relationship between the two variables under study was established by use of spearman rho. Pearson’s Chi- square test of independence with the help of Statistical Package for Social Sciences (SPSS) was used to test the null hypotheses. Findings: The study found out that principals’ possession of computer skills influenced the use of computers among school principals.  Unique contribution to the theory, practice and policy: The study recommended provision of computer skill courses relevant to administration work, and ICT technical support to advise school principals on usage and maintenance of computers and review of both teacher preparation and staff development programs to ensure that universities and Teacher Training Colleges provide pre-service and in-service training programs to enable school principals to successfully use computers carrying out administrative tasks. The study further recommended that the government should develop a policy framework for training all educators/education officers on computers and ICT applications in Schools.

A new form of government of the Polish state was combined with its rather intensive influence on the character of the educational system, including general secondary schools. That time is distinguished by numerous controversies, which then appeared in various social circles, political parties, and referred to the constitutional and organizational structure as well as the program structure of this school level. In the first years the controversies were more of an evolutionary character, as at that time discussion and exchange of opinions concerning differing standpoints and concepts for the Polish route to socialism were still possible. After 1948 there was no more room for discussion; the decisions about this sphere were also made by one group - the people related to the communist party (Pol. abbr. PZPR). Already right after the cessation of war activities, the tendencies leading to the centralization of education management were noticeable, and consequently, ever more intense influence of the government o f the working classes (lub the people’s government) on the functioning of schools, but, above all, on the teaching content. The process of centralization was linked with the so-called democratization process of school i.e., the question, of which the ruling communists made their priority.A consequence of democratization of the general secondary school and rendering it a tool for the manufacture of future citizens - devoted to and subjected to the government of the working classes - was the aspiration for closing private general secondary schools, and also the expulsion of religion from school. Such changes, falsely justified by the necessity to observe the principle of freedom of conscience and confession, led to the secularization of the school system. The discussed expulsion of the Church from schools, and at the same time from the sphere of educating a young generation, was supposed to serve the formation of a new socialist society in the future.

The focus of this survey is to investigate the status of secondary school libraries in Bangladesh. From the online survey, 91 responses were received. In general, the survey revealed that a significant number of secondary schools have a school library but lack of reading materials and inadequate funding are common. Most of the school libraries provide traditional services such as book lending, in-house book and newspaper reading and only a few have ICT facilities and services, for example, computer, internet and online catalogue search. The finding of this survey has original value and suggestions may help to resolve issues that may adversely impact school library development in Bangladesh.

This study surveyed 126 school librarians in eighteen countries, representing 131 schools serving more than 113,260 students. The survey instrument requested respondents to describe techniques they used to facilitate information literacy, their perceptions of their functions in the development of independent learners, and the training they received that enabled them to mediate information seeking and use skills. Survey data revealed that the respondents relate information skills instruction to students' interests, work with other teachers to place information seeking skills within the context of students' course work, and encourage students to share ideas and skills with each other as they build their own search strategies. Results indicate that the creation of independent, self-directed, lifelong learners is the goal of school librarians over the world But data also reveal that most of the respondents spend less than a quarter of their time working with teachers to plan connected programs and that many school libraries are understaffed.

Abstract Objectives On January 1, 2020, the Government of Ontario passed a regulation banning vaping advertisements by retailers, apart from specialty shops. A motivation for this ban was to limit youth exposure to vaping advertisements. The primary goal of this research was to evaluate the impact of this ban on the number and density of vaping advertisements surrounding secondary schools. Additionally, we examined whether the number of vaping advertisements varied by school socio-demographic characteristics. Methods This study used a pre-post design. Audits were conducted December 2019 (pre-ban) and again January to February 2020 (post-ban), to identify vaping advertisements within 800 m surrounding secondary schools (n = 18) in London, Ontario. Results Prior to the ban, there were 266 vaping advertisements within 800 m of secondary schools. After the ban, this was reduced to 58, a 78.2% reduction. The mean number of vaping advertisements surrounding schools significantly decreased from 18.1 before the ban to 3.6 after the ban (p < 0.001). A significant positive correlation was found, prior to the ban, between the number of vaping advertisements surrounding schools and school-level residential instability (r = 0.42, p = 0.02). After the ban, no significant correlations were found between the number of vaping advertisements and school socio-demographic characteristics. Conclusion The provincial ban of vaping advertisements in select retail settings significantly reduced the number of vaping advertisements in the areas surrounding secondary schools in London, Ontario. The ban also reduced socio-demographic inequities in youths’ potential exposure to marketing of vaping products. Continued monitoring of the geographic accessibility and promotion of vaping products is warranted.
