The situation of Lithuanian school libraries and the status of librarians are ambiguous, because libraries are financed by Ministry of Education and Science, but legal acts, except the laws, are organized by Ministry of Culture. School libraries are very important among other libraries in Lithuania according to the latest statistic data of Lithuania. In 2000 the school libraries computerization started and in 2004 they were instilled with a simplified version of the Lithuanian Integrated Library Information System (LILIS) – so called Information System of School Libraries (ISSL).The questioning of school librarians was done in 2006-2007 years. Analysis of questionnaires showed that there are some problems in activity of school libraries. The Standard of Digital Literacy of School Librarians (SDLSL) has contradictory estimations. It contains extremely high requirements for school librarians in the sphere of ICT use. Lithuania school librarians do not have a professional association. Members of IASL in Lithuania are only separate school librarians. The methodical help to school libraries should be given by the Municipality public libraries but the help is given not very often. In some towns more active and experienced librarians organize methodical groups, give seminars for those, who are less experienced.School librarians take part in different state actions. Year 2008 is announced to be Reading year in Lithuania. Reading year is stage of Reading Promotion Program confirmed by the Government.

In order for school libraries to contribute sufficiently to better information skills development and the creation of a culture of lifelong learning among students, they require backing through well-articulated policies both at national and individual school level. This article reports on a study that investigated the prevailing status of school libraries in public secondary schools in Nairobi County, Kenya. Using a survey research design, with a response rate of 68 per cent for school principals and 66 per cent for school librarians, the study established that the majority of the schools had school libraries but these were as a result of individual schools’ efforts and not a nationwide government policy. Moreover, the school libraries lacked policies; had not embraced contemporary trends in technology; and lacked financial support. The study concluded that school libraries in Nairobi County were inadequately resourced and supported and recommended that the government of Kenya should develop national policies to entrench and support school libraries in the education system.

This study aims to analyze the relevance of the �health emergency� status to the existing legal theory and condition as well as to identify the validity of the Circular Letter of the Rector of State Universities. To this end, this study applied the statute and conceptual approach. The study was conducted by inventorying primary and secondary legal materials to obtain a proper and critical review of the legal issues under study. The results showed that the determination of the �health emergency� status by the government was inappropriate due to the uncertainty of the regulations issued by the government to determine the current condition. Thus, the status of the COVID-19 pandemic is a �legal emergency� status. Further, the Rector�s policy through the Circular Letter is valid judicially, sociologically, and philosophically. The determination of the �legal emergency� status can be done by issuing a Perppu without a �state of emergency� from the President. Finally, it is suggested to firstly get an approval from the Ministry of Education and Culture regarding the issuance of the Rector�s Circular Letter. Besides, further study is needed as this study was conducted during the COVID-19 pandemic.�Keabsahan Surat Edaran Rektor Perguruan Tinggi dalam Pandemi Covid-19Tujuan dari penelitian ini adalah untuk menganalisa relevansi status �darurat kesehatan� dengan teori hukum dan kondisi yang ada dan keabsahan atas Surat Edaran Rektor Perguruan Tinggi Negeri. Metode yang digunakan dalam penelitian ini adalah statute approach dan conseptual approach. Penelitian dilakukan dengan menginventarisasi bahan hukum primer dan sekunder, guna mendapatkan kajian yang seyogianya dan telaah kritis terkait isu hukum. Hasil penelitian menyatakan penetapan status darurat kesehatan oleh pemerintah kurang tepat, dikarenakan tidak menentu-nya peraturan yang dikeluarkan oleh pemerintah untuk menetapkan kondisi saat ini. Sehingga, status pandemi COVID-19 merupakan status darurat hukum. Kebijakan rektor melalui Surat Edaran adalah absah secara aspek yuridis, sosiologis, dan filosofis. Penetapan darurat hukum cukup dilakukan dengan menerbitkan Perppu tanpa pernyataan darurat dari Presiden. Saran peneliti adalah di perlukan persetujuan pada Kementerian Pendidikan dan Kebudayaan terkait terbitnya Surat Edaran Rektor, dan dibutuhkan penelitian lebih lanjut dikarenakan penelitian ini dilakukan pada masa COVID-19 yang bersifat temporal.�

Research in the social sciences in Tunisia is stronger than it is in most Arab countries and compares favorably with Lebanon and Egypt. The several reasons for this position include an increasingly favorable attitude by the government toward the benefits of research, strong leadership within the Centre d’Etudes et de Recherches Economiques et Sociales (CERES), the long financial support of the Ministry of Education and the Ford Foundation, and the large number of higher degree holders who are motivated for research. CERES, a section of the University of Tunis, is the focus of the social science research with a full and part-time staff of more than sixty professionals. While most of the staff have been trained in France, several have taken higher degrees in North America. Because of the rapid increase in the number of foreign researchers in the past few years, it will only be a matter of time before an incident occurs and the government places conditions or restrictions on all research activities. A serious incident has so far been avoided in large part because of the close communication that most foreigners have maintained with their Tunisian colleagues.. The single most important thing that can be done to maintain the present research climate, in addition to the usual courtesies, is the distribution of both preliminary and final reports of research for comment and publication. Distribution should include the relevant ministries plus those individuals who personally aided the work. The editors of the Revue des Sciences Sociales Tunisiennes, the periodical of CERES, are interested in publishing articles in either French or English, as well as short pieces on the status of research.

The development of the telecommunications world is developing very rapidly throughout the world and is no exception in Indonesia. The telecommunications business mostly involves companies providing equipment and providing telecommunications infrastructure, in this case, towers. PT Dayamitra Telekomunikasi or also known as Mitratel is a subsidiary of PT Telkom Indonesia. Tbk, which is engaged in providing telecommunications infrastructure in Indonesia. In carrying out its business activities, PT Dayamitra Telekomunikasi has collaborated extensively with external parties in terms of land use for the construction of telecommunications towers. Land use is currently divided into two land categories, namely private land and government land. The current condition in managing cooperative assets is still done manually or not systematically so that it is not effective and a monitoring information system is needed to monitor the use of assets listed in this cooperation document. The monitoring information system that will be created is web-based which will facilitate the user in monitoring, updating the status of the monetize point quota listed in the employment agreement document with the government. The software used in making this monitoring information system uses the PHP and MySQL programming languages.

<p>The purpose of this research was to investigate the use of selection tools in New Zealand secondary schools, specifically which selection tools are used, how satisfactory the tools are, and which criteria secondary school librarians use in assessing selection tools. Particular attention was paid to the status of evaluative and alerting selection tools in school libraries. A mail questionnaire was sent to a random nationwide sample of 186 secondary school librarians. To gain a richer understanding of the context of selection in secondary schools, 4 focus groups were also held in the Wellington, Horowhenua, Palmerston North, and Wanganui areas. The resulting data was analysed alongside the questionnaire data to provide more comprehensive answers to the study's research questions. The study found that alerting tools were more widely used and considered more valuable than evaluative tools, with the ability to preview an item a key concern for school librarians. Tools supplied by the book selling and publishing industries were the most common tools used, and the features of selection tools considered most important focused on a tool's performance as an alerting tool. Online tools were not widely used, with connectivity problems and lack of time cited as the most common reasons.</p>

<p><strong>ABSTRACT</strong></p><p>The purpose of the paper is to present the initiatives of providing access of internet to rural women and girls while highlighting the status quo of the digital literacy between Malaysian women and men, and the impacts of the initiatives done on digital literacy from 2015 until now. The research relies heavily on information from official documents, research publications, reports from relevant agencies, and secondary data from existing government statistics. From the information and data culled, several initiatives in providing access of internet to rural women and girls are taken by the government but the percentage of digital literacy between Malaysian women and men remains constant. Malaysian women have made significant progress and the search for greater gender equality has been relatively successful. Rural women and girls developments are essential as it will help in shaping the future of our country towards positive directions.</p>

Handling complaints is a reciprocal service for the public provided by the government. People who want to make a complaint can make it by dialing the phone number, web, emails and suggestion box provided by the government. Problems encountered in making this complaint include an error in entering/writing the targeted agency, the distance to the suggestion box is far and not real time. The author designed a mobile-based information system for handling public complaints using the android operating system. This public complaint handling application has a feature where the user can choose the agency in accordance with the complaint, the complaint can include pictures, location tags, can see the lates developments of complaint handling in the status of complaints, as well as chat feature that can be used to communicate directly with the Government and the Admin Agencies. Based on the result of test conducted, namely testing using black box method and stress testing, it can be concluded that this application has functioned properly. Finnish library services for children and young adults are an integral part of Finnish society, education and societal life. The article highlights the historical development and present day of Finnish library system as well as describes the best practices on the activities libraries provide for young clientele and their caretakers.After World War II, Finland started a rapid rise towards being a modern nation. Reading as a pastime hobby gained popularity, there were more education possibilities, the level of education was on the rise and young people spent more years in school instead of starting to work early. All this had a positive effect on library services. The changes in education and society had their effect on children’s library services as well, and today children’s and youth libraries are an essential part of Finnish society.Unlike in many other countries, Finland does not have school libraries in every school. At the moment, there are some excellent school libraries and dedicated school librarians but majority of schools are served with public libraries. The line between school library and public library is blurred, as majority of visits may be of pupils but the connection between high quality education and well-functioning library service has enabled libraries and schools to develop common goals, objectives and strategies.
