The article is of an overview nature. The authors of the article have analyzed the main directions of implementing the Federal Targeted Investment Program and its impact on the development of the Russian regions. The review has identified the main priorities in regional development that will increase the investment attractiveness of the territories. The article has summarized the results of implementing the investment programs during 2018–2020 with generalizing unfulfilled budget funds.

The article deals with the analyzes of foreign investors role in Russian regions based on the data on the investment in fixed assets of organizations with foreign capital and the regions attractiveness for foreign and domestic investors based on non-budgetary investment to GRP. New approaches are suggested to quantitative assessment of branch specialization of regions (first of all for metal and oil and gas industry) and the volume of their markets, which are among the factors explaining inter-regional differences in the role of foreign capital. Also the importance of the state investment policy, the size of regional economy, offshore origin of foreign capital is shown.

Abstract The EU’s regional development policy is gradually moving from the redaction of regional disparities towards regional development growth. The role and involvement of regional and local authorities in regional development policy is increasing. Global changes and challenges call for a growing need to develop more efficient regional development policy instruments that would result in growth and increased quality> of life. Place-based approach is a strategic approach aimed at the development of territorial resources. The aim of this research is to evaluate the role of place-based approach in regional development, to identify and assess the main elements and opportunities brought by the implementation of such an approach.

During the years of independence in Ukraine, a certain set of investment instruments of state governance for regional development has been created: state and regional target programs, regional development agreements, agreements on implementation of interregional projects, programs for overcoming the state of depression, the State Fund for Regional Development (DFRD), and others. However, their level of performance is quite low.Notwithstanding the provisions of the State Strategy for Regional Development for the period up to 2020, regional development agreements and programs to overcome the state of depression of the territory are not implemented at all. The use of the DFRR in the "manual mode" reduces the role of the fund in solving the tasks of regional policy of the state.One of the main investment instruments of state governance for regional development are regional target programs. The analysis of target programs of the Odesa Oblast, which operated in 2015, showed that most of them did not meet the priorities of the economic and social development strategy of the Odessa region and (or) have other defects.Agreements on the implementation of interregional projects, the implementation of which contributes to the improvement of socio-economic development of two or more regions, have not been used at all. The same situation with regard to programs to overcome the state of depression of the territory.The inadequate institutional support of the DFRD leads to its underfunding, non-compliance with the rules for distributing its funds between regions, and non-compliance with the priorities of regional development.The article proposes: to return the practice of using agreements on regional development as a mechanism for coordinating the interests of central executive and local self-government bodies in relation to the implementation of strategic tasks of regional development; based on the principle of subsidiarity, delegate to the regional level the authority to develop programs to overcome the state of depression of the territory; to implement methodological recommendations for the evaluation of regional target programs.

The research aims to study the role of ethnoeconomy in the regional development of a polyethnic region and the structure of its vectors, which allows considering ethnoeconomy as a structure-forming factor for territories. Methodology: the research was conducted among ethnic entrepreneurs of the Krasnodar Territory. The authors studied the Strategy for Socio-Economic Development of the Krasnodar Territory until 2030 and surveyed 40 ethnic entrepreneurs engaged in ethnic tourism and crafts. Conclusions: according to the authors, the basic ethnoeconomic vectors include ethnic and ethnographic tourism, traditional agriculture and traditional nature management. The ethnic entrepreneurs surveyed indicated several problems in the selected ethnoeconomic vectors, for instance: limited availability of state and municipal programmes that would mobilize additional resources; weak infrastructure of the ethnoeconomic segment of the region, which makes the ethnoeconomic environment less competitive; and low financial resource capacity of the segments of the ethnoeconomic environment. Practical significance: the authors compiled a matrix table presenting the application of methods for regulating the ethnoeconomic vectors of the regional development of the Krasnodar Territory, which allows the authorities of the region to distinguish between the methods of regional ethnoeconomic development in order to control the management situation, adapt instruments and guidelines, and provide tangible support to ethnic entrepreneurs in line with the identified vectors of ethnoeconomic development of the region.

The remit of the article is regional development strategizing. Regional development strategy as part of regional regulatory environment could ensure the task of sustainable development due to determining priorities for resource conservation, development of a “green” economy, and restoration of natural resources. This is especially important for the extractive economies of the Russian regions. On the contrary, the research revealed the preservation of extractive policies in most of the Ural regions. The manuscript contains the description of the ecological and economic position of the regions of the Ural macroregion, that have a high anthropogenic impact on the environment because of their nature of economy. We analysed the content of the development strategies of the regions of the Ural macroregion and the issues of sustainable development. The Chelyabinsk region and the Republic of Bashkortostan didn’t include sustainable development in the top priorities. It leads them to stick their place in the tail of the National Environmental Rating of Russian Regions. Orenburg region’s strategy conclude the most quality mechanisms for ensuring environmental safety in regional strategic documents. The author highlighted the comprehension of the deep interrelationships of ecological well-being with all spheres of human life in the development strategy of the Sverdlovsk region. The regional development strategy is an important mechanism for ensuring a balance between industrial growth and environmental conservation. Therefore, the authority of traditional industrial regions of the Urals should strengthen the component of sustainable development in their strategies.
