This study aimed to clarify the reality of managing occupational safety and health's human resources in the public sector in the Gaza governorates in Palestine, and clarify if there is obstacles and challenges that stand against this process, and ways to overcome discovered obstacles and challenges. In order to achieve the objective of the study, researcher had relied on descriptive analytical approach by analyzing the content of job descriptions and the organizational structures of the sample of the study, which included the Ministry of Labor and the General Directorate of Civil Defense. Additionally, researcher had analyzed human resources statistics in the field of occupational safety and health, and human resources management reports in this area such as reports of identifying training needs, performance reports, guides and strategies to develop their skills and competencies. Also, researcher had used personal interview with specialists to strengthen the theoretical framework, analyze results, and develop recommendations The study found that there is a significant deficit in the number of human resources working in the field of occupational safety and health in the sample of the study, with a deficit rate of more than 50%. Also, researcher had concluded that there is there is a weak managerial performance in preparing manuals and guides that concern in building, developing, and organizing the work of occupational safety and health human cadre. Additionally, the current political and economic situation which face Gaza Strip had left its negative effects on the process of managing safety cadre efficiently and effectively. The study had recommended strengthening the current situation of occupational safety and health by rotating current cadre to meet working needs, in addition to the need of allocating sufficient budget for training programs that concerns in building seniors level capabilities in managing safety cadre. In addition to prepare, build, and implement specialized and focused media programs and campaigns that works on improve community awareness of occupational safety and health.

ABSTRACT Background: Hospital occupational health and safety is all activities to ensure and protect the safety and health of hospital human resources, patients, patient companions, visitors, and the hospital environment through efforts to prevent occupational accident and occupational disease in the hospital. It is necessary to support resources, organization, and policies in the implementation of occupational safety and health in hospitals in order to create a safe, secure and comfortable hospital condition. This study aimed to analyze the implementation of occupational safety and health at Hospital X Semarang, Central Java. Subjects and Method: This was a qualitative study conducted at Hospital X Semarang, Central Java. A total of 6 informants consisting of the main informants (members of the hospital occupational health and safety team) and triangulation informants (head of the hospital occupational health and safety team) were enrolled in this study. The data were obtained from in-depth interview method. The data were analyzed descriptively. Results: The hospital already had and provided the special budget needed in the field of hospital occupational health and safety, such as 1) Activity and provision of hospital occupational health and safety infrastructure; 2) Human Resources (HR) and assigns personnel who have clear responsibilities, authorities, and obligations in handling hospital occupational health and safety; 3) Hospital occupational health and safety official team but with double work burden; and 4) Policies were owned and compiled in written form, dated, and endorsed by the main director as well as commitment from the top leadership. Conclusion: The implementation of occupational safety and health in hospital X is quite good. Meanwhile, there is still a double work burden and have no independent hospital occupational health and safety team. The need to reduce public spending has led Portugal to make administrative reforms. To that end, it called on the so-called e-government, using ICT as a mechanism to increase the quality and transparency of public services while lowering costs and operationalizing new public policies. Although administrative decentralisation is enshrined in the Constitution of the Portuguese Republic, only recently has it been prioritised as one of the great objectives of the administrative reforms of the state. To this end, the transfer of the necessary financial and human resources are foreseen. This will imply the implementation of human resources management strategies and mechanisms that avoid surplus or shortage of human resources, both in Central and Local Administration. Therefore, in this chapter, the creation of the “Portal for Employees in the Public Sector” is proposed as a shared management tool.

This law applies in all 50 states, the District of Columbia, and territories under the jurisdiction of the United States. The declared congressional purpose of the act is “to assure so far as possible every working man and woman in the nation safe and healthful working conditions and to preserve our human resources.”

The reasons for the Occupational Safety and Health Act are reviewed, including a brief summary of the Congressional action incident to passage of the Act. The declared purpose of Congress is delineated in the 13 ways proposed to achieve its purpose to assure, so far as possible, safe and healthful working conditions for every employee in America and to preserve this country's human resources. Coverage of the Act and some aspects of its implementation are considered. The basic consideration of developing and implementing a State Plan are outlined including some of the disconcerting problems involved.

To understand how a forensic engineer can best utilize or interface with the Occupational Safety and Health Administration it is necessary to understand something of the agency and its purpose. Congress in enacting PL91-596, also known as the Williams-Stieger or Occupational Safety and Health Act, stated as the purpose to assure so far as possible every working man and woman in the Nation safe and healthful working conditions and to preserve our human resources. There then follows thirteen mandates of the congress all of which cannot be gone into detail here. People are most familiar with the enforcement aspects of the Agency but are not so familiar with the research, consultation, training and standard making areas which, other than enforcement, are of the most interest to forensic engineers.

The construction industry is globally known as one of the most hazardous workplaces. Companies in the construction sector are undeniably often focused on completing projects on time, which results in tight work schedules and increases the risks of regular construction site activities, especially for the public who lives in the area. Inadequate rules and regulations in public safety and construction sites not practicing the safety practices to protect the public from harm are potential to cause public accidents to happen. Additionally, little improvement in safety practices at the construction sites and lack of awareness in implementing proper safety practices at a construction site could cause the increasing the rate of public accidents too. This study merely aims to explore the safety practices to be implemented at a construction site in a way to prevent public accidents from occurring. In order to achieve the aim, this study has two (2) objectives; 1: to determine the experience in handling accident cases involving the public at a construction site, and, objective 2: to explore the safety practices to be implemented at the construction site. For this preliminary survey, the qualitative research design was selected and the total number of five (5) professional individuals specialized in safety and health in construction sites were chosen as interviewees based on their experiences in handling public safety issues in construction sites. The results show the most recommended safety practices that need to be implemented which is barricade all entrances and exits of the construction site to prevent access from the public. This study provides good insights to the Department of Occupational Safety and Health (DOSH), National Institute of Occupational Safety and Health (NIOSH), and Construction Industry Development Board (CIDB) in identifying the need for safety practices to prevent public accidents at the construction site in congested urban areas.
