Implementation of Hospital Safety and Health Management System: Resource, Organization, and Policy Aspects

ABSTRACT Background: Hospital occupational health and safety is all activities to ensure and protect the safety and health of hospital human resources, patients, patient companions, visitors, and the hospital environment through efforts to prevent occupational accident and occupational disease in the hospital. It is necessary to support resources, organization, and policies in the implementation of occupational safety and health in hospitals in order to create a safe, secure and comfortable hospital condition. This study aimed to analyze the implementation of occupational safety and health at Hospital X Semarang, Central Java. Subjects and Method: This was a qualitative study conducted at Hospital X Semarang, Central Java. A total of 6 informants consisting of the main informants (members of the hospital occupational health and safety team) and triangulation informants (head of the hospital occupational health and safety team) were enrolled in this study. The data were obtained from in-depth interview method. The data were analyzed descriptively. Results: The hospital already had and provided the special budget needed in the field of hospital occupational health and safety, such as 1) Activity and provision of hospital occupational health and safety infrastructure; 2) Human Resources (HR) and assigns personnel who have clear responsibilities, authorities, and obligations in handling hospital occupational health and safety; 3) Hospital occupational health and safety official team but with double work burden; and 4) Policies were owned and compiled in written form, dated, and endorsed by the main director as well as commitment from the top leadership. Conclusion: The implementation of occupational safety and health in hospital X is quite good. Meanwhile, there is still a double work burden and have no independent hospital occupational health and safety team. Recent trends in the organization of work have increased the risk of occupational safety and health (OSH) in Kenyan industries through exposure to hazardous substances, work related accidents and increased stress-related illnesses. According to International lab our organization (ILO) everyone is entitled to the right to safe and healthy working conditions and therefore the corpus of law in Kenya dealing with occupational safety and health should be embedded in the international OSH legal instruments. Specifically the occupational health and safety Act (2007) is expected to provide for safety, health and welfare of workers and all persons lawfully present at workplaces. The purpose of this study therefore was to investigate legal framework as a determinant of implementation of occupational health and safety programmes in the manufacturing sector in Kenya. It focused on six legal areas predicted as affecting implementation of OSH. These factors were national OSH policy, OSHA (occupational safety and health Act) familiarity with OSHA, government OSH inspections and audits, ease of implementation of OSHA, Government support in the implementation of OSH and OSHA implement ability. The study adopted descriptive cross-sectional survey design but however intended to gather both qualitative and quantitative data. A self administered questionnaire was used to collect data from 257 OSH officers drawn randomly from 735 manufacturing industries registered by Kenya manufacturers association. 252 questionnaires were received back and analyzed with the help of SSPS window version 21. Both correlation and regression analysis were conducted and the results showed that there was a positive significant relationship between legal framework and implementation of OSH programmes.

Occupational Health and Safety (K3) is aimed as an effort to create a workplace that is safe, healthy, free from environmental pollution, so that it can reduce and or be free from work accidents and occupational diseases and can have an impact on increasing work efficiency and productivity. The need for implementation and Monitoring of the Occupational Health and Safety Management System at PT. Mujur Lestari must have a good corporate culture and be able to contribute to SMK3. For that PT. Mujur Lestari makes implementation and Monitoring to minimize the risk of work accidents for employees. The sample used in this study were employees of PT. Mujur Lestari, totaling 81 people. The data collection method used a questionnaire while the analytical method used was multivariate analysis. The results showed that there was an influence between knowledge on the Occupational Health and Safety Management System (SMK3) at PT. Mujur Lestari with a tcount greater than ttable, the effect of applying the Occupational Health and Safety Management System (SMK3) with a tcount greater than ttable, the effect of Monitoring on the Occupational Health and Safety Management System (SMK3) with a greater tcount from ttable and there is no relationship between the implementation and Monitoring of the Occupational Safety and Health Management System (SMK3). The conclusion shows that the knowledge variable has a positive and significant effect on the Occupational Safety and Health Management System (SMK3), the application variable has a positive and significant impact on the Occupational Safety and Health Management System (SMK3) and the Monitoring variable has a positive and significant effect on the Occupational Safety and Health Management System. Workers are the most significant resources for an association as they contribute the most towards the accomplishment of an association which relies upon the basic abilities of its human capital that pays to the occupational safety and health of employees in the work environment. The present study is led with the objective to highlight occupational safety and health actions for the employees and their satisfaction level accompanied occupational health and safety services provided by the chosen pharmaceutical organizations. It additionally highlighted the awareness and training program undertaken by the organizations. The analysis of the current study has been done by suitable mathematical and statistical tools consisting of percentage analysis, mean (average), standard deviation, and correlation and regression analysis depending upon the objectives of the study. The outcomes demonstrated that the representatives of both organizations are genuinely happy with the continuous training program on risk of health and safety of workers. With regard to health and safety at work, the chosen pharmaceutical companies offer their employees with numerous facilities. Likewise, the fulfillment level of the employees by means of these measures is high, which is a decent picture of a balanced relationship between the management and the employees.

It is very important to pay attention to factors that can affect employee performance, such as work stress experienced by employees or occupational safety and health. This research was conducted at PT. Akas Mila Sejahtera Probolinggo with the objectives (1) To determine the simultaneous effect of work stress and K3 (Occupational Health and Safety) on employee performance. (2) To determine the partial effect of work stress and K3 (Occupational Health and Safety) on employee performance. (3) To determine the dominant influence between work stress and K3 (Occupational Health and Safety) on employee performance. The population of this research is the employees of PT. Akas Mila Sejahtera City of Probolinggo, amounting to 90 people. The sample taken by the Slovin method is as many as 73 people, with the criteria of employees who work as drivers, kondiktur, kernet and workshops with incidental data collection techniques. The approach used is quantitative with analysis using SPSS software. The results showed that work stress and K3 (Occupational Health and Safety) had a significant effect on employee performance.

If regulation is to be effective, not only must changes take place in the mode of regulation but also the concepts held by many in management ranks. Misconceptions often abound which, it is suggested, stem from a lack of appreciation of accident causation, the part that the management system plays or a tendency to blame the victim. Thus, too much attention continues to be paid to operator error, whereas in reality, it is frequently the organization that has failed. However, when management recognizes the pivotal role of the system, and makes greater use of quality control methods, the way will be open for the inspectorate also to be more innovative. They will then be initially auditors of the management of the occupational health and safety policy. Without that change the enforcers will, of necessity, continue to be searchers for violations and investigators after the event. It is also likely that the health hazards of the working environment will continue to be given inadequate attention. With the introduction of the Occupational Safety and Health Bill into Parliament in 1990, followed by a change of government bringing its new agenda and thus casting an ominous shadow of concern, such factors assume a greater degree of importance.

Kesehatan dan keselamatan kerja, disiplin kerja merupakan salah satu faktor yang membangun kinerja karyawan. Tujuan penelitian ini adalah untuk mengetahui kontribusi pemahaman Keselamatan dan Kesehatan dan disiplin kerja terhadap kinerja karyawan PT. Batamec Shipyard Batam. Penelitian ini adalah penelitian korelasional, dengan populasi karyawan lapangan PT. Batamec Shipyard sebanyak 433 karyawan, dengan sampel 221 karyawan yang dipilih secara random. Instrumen penelitian menggunakan angketyang telah di uji validitas dan reliabilitas. Hasil penelitian menunjukkan bahwa terdapat kontribusi pemahaman Kesehatan dan Keselamatan Kerja terhadap kinerja karyawan PT. Batamec Shipyard Batam sebesar 4,2%, kontribusi disiplin kerja terhadap kinerja karyawan PT. Batamec Shipyard Batam sebesar 2,8%, kontribusi  pemahaman Kesehatan dan Keselamatan Kerja dan disiplin kerja secara bersama-sama terhadap kinerja karyawan PT. Batamec Shipyard Batam sebesar 6,9%. Berdasarkan temuan penelitian ini disimpulkan bahwa pemahaman Kesehatan dan Keselamatan Kerja dan disiplin kerja berkontribusi terhadap kinerja karyawan. Kata kunci:Keselamatan dan Kesehatan Kerja, disiplin dan  kinerja. Occupational Health and Safety, work discipline is one of the factors that build employee performance. The aims of the research is to determine the contribution of Occupational Safety and Health understanding and discipline in work  through the performance of PT. Batamec Batam Shipyard’s  employees. This research is correlational. Population is 443 field employee of PT. Batamec Shipyard with 221 sample, using simple randam sampling technique.Questionnaire is an instrument used in this study who had been on the validity and reliability. The results showed that there is a contribution of Health and Safety understanding, the performance of Batamec Batam Shipyard Company’s employees amounted to 4,2%, a contribution of work discipline on the employees performance of Batamec Batam Shipyard Company amounted to 2,8%, a contribution safety and health understanding and work discipline on the performance Batam Shipyard Company’s employees at 6,9%. Based on the findings of this study concluded that the Health and Safety understanding and discipline contribute to employee performance. Keywords:Occupational Health and Safety,discipline, performance of work.

The topic of “Occupational Health and Safety” has been focused on as a main function of Human Resource Management. Occupational safety and health covers a wide range of activities and functions. This research paper looks at what health and safety refers to, why research should be conducted into it, and how it is helpful for organizations and employees, and for the human resource management as a whole. It is followed by a discussion on Occupational Safety and Health with emphasis on several sub-topics, which are elaborated upon. Light will be shed on various OSH issues, and how Human Resource Management deals with them. Besides, legal requirements for health and safety rules will be looked into, with a focus on proposed solutions to the mentioned issues. A comparison of safety measures in the global context will be compared with safety measures in the local context, to understand how different organizations handle safety. There are several recommendations for business practice as well as their implications. Evaluation of work conditions and occupational health risk factors in enterprises within a 10-year period in Latvia The objective of the study was to conduct a survey in the field of occupational health and safety the results of which could be used in rational and effective decision making for elaboration of employment and social policy programmes and for ensuring occupational safety and health programme development. During the study the following groups of people were surveyed: employers, occupational health and safety specialists, and employees. The traditional work risk factors (physical, chemical, biological) have changed to new risks (psychosocial, ergonomic, microclimatic) in Latvia today. The study included objective assessment of occupational health and safety situation (analysis of work environment risk factors measurement data bases, information on occupational diseases, workplace accidents). Results of measurements showed that one-third of measured risk factors values exceeded mandatory or recommended limits but situation has been improved during the last years (2002 compared to 2006). The results of surveys reveal insufficient assessment of risk factors in workplaces and selection of most hazardous ones only. Awareness and understanding of employers and employees regarding occupational health and safety requirements was dissatisfactory. The results of the study reveal a low level of workplace accidents compared to other countries within EU, which may be the result of poor registration system in Latvia. Strengthening of occupational safety and health normative basis and improvement of qualification of occupational physicians has increased the number of occupational diseases and patients revealed for the first time from 1996 to 2006. Early diagnose of occupational diseases and effective rehabilitation is an important question to favour a more rapid return of workforce after occupational morbidity. Study showed that attention should further be paid to simplification of legal requirements, development of alternative methods for informing and educating people, as well as recurrent definition of national indicators to assess efficacy of implemented measures related to occupational health and safety.

ABSTRAK Keselamatan dan kesehatan kerja (K3) merupakan sistem yang melindungi pekerja, perusahaan, lingkungan hidup, dan masyarakat sekitar dari bahaya akibat kecelakaan kerja. Keselamatan dan kesehatan pemilik serta pegawai saling berhubungan erat dengan keefektifan kerja, sehingga sangat penting sekali untuk dijaga dan dipelihara. Penerapan keselamatan dan kesehatan kerja sangat penting khususnya pada perusahaan yang berkaitan secara langsung dengan bidang produksi. Aksesoris Sangkar Burung Kiara G.357 merupakan salah satu usaha home industri, dimana usaha tersebut beroprasi sejak tahun 1990 an hingga saat ini. Kondisi pandemi Covid-19 ini juga tidak memudarkan semangat pemilik beserta karyawan pengelolanya untuk terus produktif menjalankan usaha tersebutn. Tujuan kegiatan adalah memberikan edukasi untuk Menjelaskan tentang kesehatan dan keselamatan kerja khususnya penggunaan APD dalam upaya mencegah resiko kerja di home industri. Metode yang digunakan dalam kegiatan ini adalah melalui pemutaran video, ceramah, dan diskusi serta tanya jawab. Hasil yang dicapai setelah dilakukan pendidikan kesehatan melalui penyuluhan, para peserta menyatakan dapat mengetahui dan memahami serta mengungkapkan kembali tentang kesehatan dan keselamatan kerja khususnya penggunaan APD dalam upaya mencegah resiko kerja di home industri. Kata Kunci: APD, Home Industri, Kesehatan Keselamatan Kerja  ABSTRACT Occupational safety and health (K3) is a system that protects workers, companies, the environment, and the surrounding community from the dangers of work accidents. The safety and health of owners and employees are closely related to work effectiveness, so it is very important to protect and maintain them. The application of occupational safety and health is very important, especially in companies that are directly related to the production sector. Kiara G.357 Bird Cage Accessories is one of the home industry businesses, where the business has been operating since the 1990s until now. The condition of the Covid-19 pandemic has also not dampened the enthusiasm of the owners and their managing employees to continue to be productive in running the business. The purpose of the activity is to provide education to explain occupational health and safety, especially the use of PPE in an effort to prevent work risks in the home industry. The method used in this activity is through video screenings, lectures, and discussions as well as questions and answers. The results achieved after health education was carried out through counseling, the participants stated that they could know and understand and reveal again about occupational health and safety, especially the use of PPE in an effort to prevent work risks in the home industry.  Keywords: PPE, Home Industry, Occupational Health
