The Impact of the German Question on Polish Attitudes toward CSCE, 1964–1975

In Polish political thought and foreign policy during the four-plus decades of Communist rule in Poland, the German question played a central role. Many aspects of the Conference on Security and Cooperation in Europe (CSCE) were connected with the German question, but it would be a simplification to construe the Polish regime's interest in the conference only in the context of the German problem. Polish leaders saw CSCE also as a chance for introducing changes in East-West relations and for extending Poland's leeway for maneuver in international relations. This article shows how Polish Communist leaders thought about these issues and traces the diplomatic activity aimed at promoting the Polish point of view and securing the country's (and regime’s) priorities.

The article considers and analyses the basic principles and directions of Russian foreign policy activities during the presidency of V.V. Putin from the moment of his assumption of the post of head of state to the current presidential term. The authors determine the basic principles of Russia's foreign policy in the specified period and make the assessment to them. The study uses materials from publications of both Russian and foreign authors, experts in the field of political science, history and international relations, as well as documents regulating the foreign policy activities of the highest state authorities. The paper considers the process of forming the priorities of Russia's foreign policy both from the point of view of accumulated historical experience and continuity of the internal order, and in parallel with the processes of transformation of the entire system of international relations and the world order. The article notes the multi-vector nature of Russia's foreign policy strategy aimed at developing multilateral interstate relations, achieving peace and security in the interstate arena, actively countering modern challenges and threats to interstate security, as well as the formation of a multipolar world. The authors conclude that at present, Russia's foreign policy activity is aimed at strengthening Russia's prestige, supporting economic growth and competitiveness, ensuring security and implementing national interests. Internal political reforms contribute to strengthening the political power of the President of the Russian Federation and increasing the efficiency of foreign policy decision-making.

The emergence and evolution of the literature dealing with interdependence in the international System is looked into. An attempt is made to show its significance and main points as well as its implications. The debates on interdependence within the North-American political context are regarded as solutions to the preceding issues on dependence. Interesting passages are dedicated to the impact of the interdependence theory on the interpretation of the international system, as illustrated by two schools of thought in foreign policy (Kissinger-Brzezinski). Linkage of the tactical and strategic aspects to the economic and political interrelation of international relations, as put forward by policy makers, has brought to the fore the difficulties and limits of negotiation in the face of competition and in the aftermath of confrontation. This paper offers subtle, yet positive, conclusions on the use of the interdependance theory in international policy.

The end of East-West hostilities in 1991 brought to the fore of international relations, some issues that had hitherto either been ignored or trivialised. One of these is the phenomenon commonly referred to as globalisation, which is more or less a euphemism for westernisation. Like colonisation, globalisation is propelled not by any moral considerations or an abstract concept of humanitarianism, but by the more economic exigencies of finding reliable markets for the industrial goods and services of the developed world as well as ready sources of raw materials for the industries of the world’s major economic powers. For developing countries like Nigeria, where political leadership influences not only domestic policies but foreign policy as well, there is a compelling need to embrace the globalisation with cautious optimism. For one thing, globalisation is a powerful force for growth and development. For another, it is a process that presents both challenges and opportunities. Such opportunities, however, must be exploited against the background of a dynamic foreign policy that sees the welfare of Nigerians as its major objective.

Through the recent decades, the use of asymmetric and hybrid measures in international relations has acquired a qualitatively new scale and system. Today such measures have turned into one of the leading forms of external pressure and subsequent coercion, often exceeding the effectiveness of such straightforward instruments as the threat of potential use of force and almost equal to real power actions. Arguably, among those asymmetric and hybrid measures, Western countries assign a key role to the pressure of international sanction upon competitor nations and uncooperative actors on the world arena. The article is devoted to a critical analysis of some common approaches to the study of the problems of «targeted» sanctions in the theory and practice of international relations and the use of sanctions as a means of achieving geostrategic objectives, including such ambitious ones as social constructivism and social engineering on national, regional and global scales. Particular attention is paid to the contribution of Thomas Biersteker to the development of the theory and of practical designs of «targeted sanctions» in international relations. The author disputes with him over some issues related to the effectiveness of targeted sanctions and the impact they produce upon various sectors of the targeted societies. Based on the author’s schematic matrix of sanctional influences upon national elites and possible limits of their responses, the article formulates the principles of segmentation of the national elites both for the purposes of identifying the layers most susceptible to sanctional pressure and singling out most effective and capable strata from the point of view of practical implementation of the indented outcomes of the undertaken pressure from the outside.

Our understanding of the international political economy of Africa is underdeveloped; we have inadequate data and theories about the development of underdevelopment on the continent. Even the orthodox study of international politics and foreign policy in Africa is largely a recent phenomenon, stimulated by the rise of new states in the last twenty years. This essay, then, can be no more than a review of the field and a lament over its deficiencies. In particular, we are concerned about: i) the relative inattention afforded the impact of international politics on the rate and direction of social change in African states; ii) the need for a new conceptual framework to advance our understanding of the linkage politics between African elites and external interests; and iii) the related growth and international inequalities on the continent. This essay proceeds therefore from a critical review of analyses of the international political economy of Africa to a tentative presentation of a new typology of states and regimes, regions and behavior, in Africa which reflects the importance of those variables on which students of political economy focus.

Numerous and complex problems relating to the prohibition of the use of force in international relations have arisen in the protracted Arab-Israel conflict. One of these—and certainly not the least important—is whether there exists any foundation, from a legal point of view, to the claim by the Arab States that the Charter of the United Nations and general international law entitled them to resort to armed force in order to take back the territories occupied by Israel in the Six Day War of 1967. This claim to a right to a military option has been put forward not only in slogans flaunted in fiery speeches by second-rate politicians or extreme party leaders, but by the Heads of State responsible for the formulation of their countries' foreign policy.

The article analyzes the regional policy of the European Union and the problems of regionalization through the prism of modern theoretical provisions about the region and identifying its place in the existing system of international relations; shows the EU's practical steps to assert its role as an independent actor in the world arena. Attention is focused on the impact of the coronavirus pandemic on the processes of globalization, on the key principles of which ‒ the free movement of people and goods ‒ were dealt a noticeable blow. The pandemic has intensified the processes of regionalization, the strengthening of which occurred as a natural response to the challenge. The author of the article analyzes the problems of regionalism through the prism of a collective monograph by well-known experts on regionalism and international relations E.B. Mikhailenko and V. I. Mikhailenko "European Union's Foreign Policy in the XXI century. European interregionalism", which became a continuation of the scientific research of the authors at the Ural Federal University. The article focuses on such vulnerabilities of the EU's regional policy as poorly formed EU foreign policy identity; dependence in the field of security on the United States; insufficient use of the tools of "hard power" to defend their interests and promote their values and ideals. The still insufficiently meaningful manifestations and consequences of the pandemic have given additional relevance to the monograph, clarifying the origins, difficulties, trends in the implementation of the EU's foreign regional policy, the achievement of interregionalism, its goals and limits


The article analyzes the current concepts of US foreign policy, the direction of US foreign policy, and examines the economic background of US foreign policy. In particular, the fundamental indicators of US economic development have been studied, which allow the state to be a regional and world leader and pursue a hegemony strategy. The subject of research in the article is to determine the general and specific aspects of US foreign policy at the present stage. The goal is to determine the impact of US policy on the geopolitical transformation of the world. Objectives: the study of modern concepts of US foreign policy in the context of globalization and regionalization of the world. The study used the following general scientific methods: using the system analysis, the evolution of the US foreign policy in the globalization languages of the world was considered; In order to generalize the activities of various administrations and governments, compare their positions on shaping the country's foreign policy, a comparative historical method was used. relationship. The following results were obtained: on the basis of the analysis of the current US policy, the political strategies of the United States in Europe and the Middle East were discovered and analyzed in detail. Conclusions: The United States remains the key actor in international relations at the present stage, and so far retains its influence on the processes in the world. US foreign policy is aimed at stabilizing international relations in such key regions as the Middle East and the EU. A comprehensive analysis of the presidents and their administrations suggests the continuity of US foreign policy in the Middle East. With the arrival of D. Trump, the foreign policy of American Republicans is saturated with power and cruelty.

An important feature of Israel's foreign policy in the post-Cold War era has been development of relations with emerging powers, including China. The importance of the economic component in the foreign policy of both countries, China's efforts to achieve the status of a great power, and Israel's strategies to improve its global image and regional position have brought the two countries' relations into a form of comprehensive cooperation in the post-Cold War era. Describing the relations between the two countries in the political, military and economic spheres and acknowledging the impact of China and Israel's behavior patterns on national and regional security of Iran the article seeks to answer the following questions : What are the indicators of the development of China-Israel relations in the post-Cold War era? What are the consequences of these relations for Iran? From this article's point of view, the development of China-Israel relations in all areas has been on an upward trajectory and hence have substantial implications at the national (threatening China-Iran relations in the field of energy and weakening Iran-China military relations and enfeebling Iran's position in the Silk Road project), regional (changing the balance to the detriment of Iran, Iran's containment and normalization of Arab-Israeli relations) and international levels (China's accompanying pressures on Iran, Israel's use of China's capacity in international institutions and efforts to legitimizing and reinforcing the notion of Iran's threat and continuing Iranophobia) for Iran's security.

The chapter claims that it is uncertain whether Hollywood will address the Trump era’s ideological unorthodoxies. The Shape of Water’s magical realist narrative avoids critique of the Realpolitik central to Trump’s statecraft. It instead adopts a stance of anti-McCarthy liberalism by embracing the Russian other, averting the liberal antipathy towards modern Russia lampooned by the pro-Trump “Alt Right.” Red Sparrow also declines to interrogate the recent changes wrought to East-West relations. The film avoids invoking the current state of U.S.-Russia relations and even refuses to reference Vladimir Putin. Evaluating these two disparately received films, the chapter argues that the ideal cinematic representation of Cold War II has yet to arrive, and is precluded from doing so because of bewildering new ideological reconfigurations. Concluding with a reflection on the impact of Black Panther (2018), the chapter posits that allegory might be the most probable method of addressing new International Relations dynamics.
