In modern conditions of limited budget for enterprises of aerodrome operators, the task of optimizing decision making in flight safety management is becoming extremely urgent. Management decisions, which are a safety management tool, must be not only effective in terms of expected improvements in safety, but also cost-effective and appropriate for the enterprise. Optimization in this article should be understood in terms of the mentioned criteria. The article presents a method for supporting management decision-making as part of a safety management strategy for the activities of aerodrome operators. In the presented methodology, an important place is given to indicators of the level of safety of flights and their use in making managerial decisions. Along with the safety indicator, an indicator of financial damage from recorded events is used, which is calculated in value terms taking into account direct and indirect damage to the aerodrome operator. Regression modeling is used in conjunction with the decision-making technique of “human-machine procedures”. Regression analysis is performed using STATISTICA software, and allows you to identify the dependence of indicators on the degree of influence of hazard factors. The resulting model, based on data from last year, makes it possible to forecast the values of indicators for the next. Using the decision-making methodology of “human-machine procedures”, an assessment is made of the priority of implementing managerial decisions based on an integrated criterion. The methodology ensures compliance with the requirements of Russian and international air legislation for operators of certified aerodromes. The scope of its application can be expanded to SMS of all aviation service providers, taking into account the relevant specifics of the services provided and the existing hazard factors.

The author's classification of management decision-making methods, including twenty-five classes of methods, is presented for the first time. As part of the general classification of management decision-making methods, the role and place of a group of methods for making managerial decisions based on the optimization of performance indicators was demonstrated. In the group of methods for making managerial decisions based on the optimization of performance indicators, a subgroup of programming methods (linear, nonlinear and dynamic) is considered in detail. The features of use and application are shown when making managerial decisions of a subgroup of programming methods.

The article is devoted to the actual and less studied problem of realization of the management decision-making analytical support tasks. It is grounded that full or partial uncertainty of the environment in which the enterprise operates determines the clearly structured regulations formation that maximize the information support volume and quality. It is noted that the analytical support task at tactical and strategic management levels is different. On the basis of application of scientific research common scholarly and special methods, the coordination of analytical support tasks of their realization decision-making and consequences in activity-based management was carried out. The comparison of the effective and efficient enterprise management essence has been carried out. It is determined that effective management is the integration of functional and infrastructural components to achieve the long-term enterprise goals. The comparative analysis of traditional tasks of effective management economic analysis and analytical support was carried out. It has been substantiated that the analytical support tasks must necessarily be coordinated with the format of the management solution support system and the management type. A strong correlation between effective management and accounting and analytical support has been established. The influence of tactical and strategic decisions information support by the level of materiality on the reasons of low-quality management has been identified. The model of managerial decisions acceptance and realization in the activity-based management system is reviewed and supplemented. It is offered to allocate two groups of management performance assessment indices-indicators. The first indices-indicators group includes indices of dynamics of assets, capital, liabilities, incomes, expenses, financial results, cash flows. The second group includes indices characterizing the decision-making system as a whole.

The constant growth of recoverable volumes of oil and gas, the increasing remoteness of fields from developed infrastructure, political pressure and regulation, the development and complication of the technologies used, and the ever-growing volume of information create multilevel decision-making systems in the oil and gas industry. The further socio-economic development of not only individual corporations and regions, but also the state as a whole, depends on rational and timely decisions made in this area. The article is devoted to the development of management decision-making tools in the oil and gas industry. Peculiarities of the process of making managerial decisions in this industry are identified, associated with special geographical restrictions, the large disunity of production facilities and control centers, the difficulty of obtaining reliable information about the resources mined at great depths underground, market volatility and political influence. A methodology for making managerial decisions is proposed, consisting of three stages, each of which uses a specific set of tools. Five elements are identified that can be identified in almost all decision-making situations. It is shown how the preferences of the decision maker form a hierarchy of goals and values.

The article describes the psychological characteristics of the decision-making process in management activities and the results of experimental work in this area, gives psychological advice to improve the efficiency of the management decision-making process. In the process of developing management decisions, the basics of the importance of personal qualities and features of the manager's business behavior are described. It is proved that the organizational and socio-psychological aspects of management make it possible to organize the manager's knowledge of the personnel management mechanisms, the action of the means that influence the behavior of the individual, the regulation and organization of the labor activity of subordinates. The development of effective solutions in the modern conditions of the economy of Uzbekistan is the basis for the competitiveness of products and the self-sufficiency of the organization in the market, the formation of rational organizational structures, the implementation of proper personnel policy and work, the regulation of social and political relations, and the creation of a positive image.
