In the face of falling house prices, decreasing rates of homeownership, and a glut of vacant homes, the Consumer Price Index’s measure of the cost of owner-occupied housing—owners’ equivalent rent of residences (OER)—has begun to accelerate, rising at an annualized rate of 2.3 percent over the past six months. Given a backdrop of generally subdued underlying inflation elsewhere in the index, a persistent increase in the relative price of OER—the largest component of the consumer market basket by far—may create upward pressure on measured inflation.

Australians were recently awarded the dubious honour of building the largest homes in the world. Our new homes are now seven percent larger than those in the United States and nearly three times larger than those in the United Kingdom. At the same time, the price of an average residential property is now five times what it was 20 years ago. Although incomes have risen over the same period, they have not kept pace with rising house prices. In terms of disposable income, the cost of housing has almost doubled. While traditional housing affordability is measured in terms of house prices and incomes, a broader and more encompassing perspective also indicates that we can no longer ‘afford’ to build houses as we have done in the past. The environmental impact of modern Australian housing is significant. Australians have resisted the need for increased urban density as their capital city populations grow and new houses have been built on the outskirts of the existing cities, encroaching on the greenwedge and agricultural lands, destroying and degrading existing fauna and flora. The houses built have increased carbon emissions because of their size, embodied energy and reliance on the motor car. This paper discusses the environmental ‘affordability’ of current Australian housing and argues that this must be considered alongside traditional affordability criteria so that a more holistic approach to the issues is adopted.

Over the past ten years the RAF has cost the country an average of some £500 m per year. Of this sum about £200 m has been spent with the aircraft and electronic industries, of which about half has been for new aircraft and weapons, the remainder being needed for spares, modifications and ground equipment. A further £200 m is expended on service and civilian manpower, the majority of whom have been employed on the maintenance of technical equipments or are needed to provide direct support for personnel so employed. Thus we have a situation where something like £200 m a year—almost half of the total budget—is spent upon maintenance.As the cost of modern weapons systems needed to achieve the necessary operational performance is increasing rapidly, the front line strength of the Royal Air Force will be weakened unless substantial savings in these maintenance costs can be made, and this in the face of increasing complexity of aircraft equipments.

The link between dairy farm systems and cost of environmental compliance is not always clear. A survey of Waikato dairy farmers was conducted to establish the real (non-modelled) cost of compliance with environmental regulation in the region. Quantitative and qualitative data were gathered to improve understanding of compliance costs and implementation issues for a range of Waikato farm systems. The average oneoff capital cost of compliance determined through a survey approach was $1.02 per kg milksolids, $1490 per hectare and $403 per cow. Costs experienced by Waikato farmers have exceeded average economic farm surplus for the region in the past 5 years. As regulation increases there are efficiencies to be gained through implementing farm infrastructure and farm management practice to best match farm system intensity. : In this letter, the psychological impact of COVID-19 on cancer infected patients is discussed. Cancer is a serious health-related problem in the human body nowadays. The 2019 pandemic of coronavirus disease has developed into an unheard-of pandemic. Given the havoc wreaked by this pathogen worldwide, many countries have implemented a severe, legally enforced method of social distancing, in the form of a lockdown. Unless adequate preventive measures are taken, the cost of the pandemic and subsequent lockdown can prove to be irreparable. The obvious consequences of this lockout, such as the escalating levels of unemployment, imminent economic crisis, and extreme food scarcity faced by the sudden unemployed migrant labour population, have been widely reported. Cancer patients are a highly vulnerable group even during non-pandemic periods, often presenting late in the course of their illness, without the services required to avail recommended care. The incidence of psychological complications and emotional distress is considerably higher than in the general population, and the trauma of both the pandemic and subsequent lockdown contributes significantly to their mental trauma. This analysis is geared at solving the challenges faced by cancer patients in the face of this pandemic and subsequent lockdown, with a look at potential solutions that can be enforced.

The ability to attract prey has long been considered a universal trait of carnivorous plants. We review studies from the past 25 years that have investigated the mechanisms by which carnivorous plants attract prey to their traps. Potential attractants include nectar, visual, olfactory, and acoustic cues. Each of these has been well documented to be effective in various species, but prey attraction is not ubiquitous among carnivorous plants. Directions for future research, especially in native habitats in the field, include: the qualitative and quantitative analysis of visual cues, volatiles, and nectar; temporal changes in attractants; synergistic action of combinations of attractants; the cost of attractants; and responses to putative attractants in electroantennograms and insect behavioral tests.

This epilogue argues that historians ought to be able to produce a universal history, one that would ‘cover’ the past of humankind ‘as a whole’. However, aside from the always increasing difficulty of mastering the factual material that such an undertaking requires, there exists another difficulty: the coherence of universal history always presupposes an initial decision not to write about the human past in all its multiplicity, but to focus on one aspect of that past. Nevertheless, the lure of universal history will persist, even in the face of its practical and conceptual difficulty. Certainly, it is possible to imagine a future ideological convergence among humans that would enable them to accept, as authoritative, one history of humankind.

AbstractAlloplastic facial transplantation has become a new rung on the proverbial reconstructive ladder for severe facial wounds in the past couple of decades. Since the first transfer including bony components in 2006, numerous facial allotransplantations across many countries have been successfully performed, many incorporating multiple bony elements of the face. There are many unique considerations to facial transplantation of bone, however, beyond the considerations of simple soft tissue transfer. Herein, we review the current literature and considerations specific to bony facial transplantation focusing on the pertinent surgical anatomy, preoperative planning needs, intraoperative harvest and inset considerations, and postoperative protocols.

Facial expression recognition has been an active area of research over the past few decades, and it is still challenging due to the high intra-class variation. Traditional approaches for this problem rely on hand-crafted features such as SIFT, HOG, and LBP, followed by a classifier trained on a database of images or videos. Most of these works perform reasonably well on datasets of images captured in a controlled condition but fail to perform as well on more challenging datasets with more image variation and partial faces. In recent years, several works proposed an end-to-end framework for facial expression recognition using deep learning models. Despite the better performance of these works, there are still much room for improvement. In this work, we propose a deep learning approach based on attentional convolutional network that is able to focus on important parts of the face and achieves significant improvement over previous models on multiple datasets, including FER-2013, CK+, FERG, and JAFFE. We also use a visualization technique that is able to find important facial regions to detect different emotions based on the classifier’s output. Through experimental results, we show that different emotions are sensitive to different parts of the face.

We document large long-run differences in average house price appreciation across metropolitan areas over the past 50 years, and show they can be explained by an inelastic supply of land in some unique locations combined with an increasing number of highincome households nationally. The resulting high house prices and price-to-rent ratios in those “superstar” areas crowd out lower income households. The same forces generate a similar pattern among municipalities within a metropolitan area. These facts suggest that disparate local house price and income trends can be driven by aggregate demand, not just changes in local factors such as productivity or amenities.
