This article argues that contrary to its humanitarian semblance, state-controlled refugee protection is a project of substantial violence, and that the violence of refugee protection is continuously disseminated through and across a wide range of unlikely actors and institutions. Drawing on Avery Gordon (2008) and Franz Fanon (1965), I show that the violence of refugee protection makes itself known in its haunting effects on those who come in contact with it in various capacities: those who carry through the work of refugee protection, such as refugee claim decision makers, lawyers and support workers, are plagued by psychological ailments that manifest in periodical burnouts, anxiety, melancholy, alcohol abuse, and unrelenting moral and emotional dilemmas. These ailments reveal the violence of refugee protection not just in relation to refugees, who are often construed as the exclusive subjects of violence, but also towards non-refugees who come into contact with “protection” work.

<p><b>The gold mining industry in Ghana is characterised by complexity in terms of its extended/sequential operations, its system-wide reach, its multiple stakeholders, and the variety of formal and informal organisations that constitute the industry. Perceptions of the industry differ considerably amongst stakeholders, depending on their stakes and interests, knowledge, understanding, involvement and agency within or without the sector. Studies of the industry to date have overlooked these diverse viewpoints and used limited-scope, single-frame analyses. However, they have highlighted wide-ranging industry issues that impact the diversity of stakeholders, which could benefit from a fuller and more comprehensive analysis.</b></p> <p>This study addresses this need by adopting a multi-framing systems-based approach. Data was examined and analysed through a variety of systems-based lenses and frames, including a stakeholder analysis (SA) frame, a causal loop modelling (CLM) frame, supply chain analysis (SCA) frame and the Theory of Constraints (TOC) Thinking Processes analytical frames lenses. First the Current Reality Tree (CRT) tool of the Theory of Constraints (TOC) was used to synthesise information from the literature examined, providing an initial provisional CRT model. Interview data was collected by sharing and seeking feedback to the CRT model at multiple levels of the industry, giving voice to stakeholders throughout the sector. Subsequent analysis used all the modelling frameworks mentioned above in a multi-framing analysis.</p> <p>In particular, the evaporating cloud (EC) tool from TOC was used to structure and develop potential solutions to conflict highlighted by the literature review, the SA, SCA and CLM. Building on this, a final CRT was developed, and a goal tree (GT) used to design the desired future whilst employing the future reality tree (FRT) to test the plausibility of solutions from the EC to deliver the desired future. The prerequisite tree (PRT) was then used to identify obstacles and intermediate objectives that must be overcome for successful transition to the desired future.</p> <p>Insights from the research shows a desire by multi-national large scale-gold mining companies and government alike to minimise adverse impacts and maximise the sector’s outcomes for key stakeholders, including those at the community level. However, the research has documented many instances of actions taken to address issues and improve outcomes that have instead resulted in unresolved dilemmas and paradoxes, failing to achieve desired outcomes.</p> <p>A number of factors have been identified as being responsible for these situations. Key amongst them is a limited understanding to deliver desired outcome for stakeholders without compromises, a focus on short-term goals, no collective effort, and arms-length/win-lose relationships amongst the Ghanaian stakeholders of the industry.</p> <p>The study’s concluding findings and results allow decision makers to benefit significantly from the study through its recommendations and showcasing of tools that may allow them to make sound decisions and address endogenous and exogenous cause-effect relationships limiting desirable outcomes from actions taken.</p> <p>Theoretical and knowledge-based contributions are made by conceptualising and offering evidence for three key factors or dimensions that can explain a significant number of issues limiting desirable outcomes for stakeholders of the gold mining industry. These include difficulty to transition from theory (espoused aims) to practice, a relative focus on local optima (silo thinking), poor monitoring (lack of evaluation), and a control culture. Methodological contributions are made by demonstrating the application of a multi-framing approach in a more organic and iterative manner as opposed to its use in a designed sequence, working down through layers of various systemic levels of an industry (in this case, the gold mining industry in Ghana). By so doing, the study builds on and extends the practicality of the multi-framing approach and stimulates further research in the field.</p> <p>In terms of its contribution to practice, the study provides Government, political and mining sector policy decision makers, and other interested actors, with a platform for understanding the sector in order to support their decision making about the industry to ultimately improve outcomes for key stakeholders. In particular, the study allows mining sector policy decision makers and other stakeholders to recognise complexity, uncertainty and conflicts that are embedded in the mining system and in their everyday decision-making activities about the industry. It also allows these stakeholders to become more aware that such issues can be addressed and improved by identifying and focusing on one or few underlying causes.</p> <p>This thesis draws on systems-based frameworks drawn both from functional management, for example, the supply chain and value chain frameworks of operations management and the stakeholder framework of strategic management, and from the broad domain of systems thinking (ST) and systems-based methodologies; and then focuses on the intersection of these frameworks in relation to the gold mining sector in Ghana. Due to the wide range of techniques applied, none are over-explored, creating potential for further research. On the other hand, with regard to explanations, depending on background, practitioners, and researchers familiar with some techniques may consider those sections over-explained. The researcher has sought a balance for the purpose of this study. Whilst limiting the scope of this work has been necessary in the context of doctoral study, topics ripe for future research are set out in the conclusion.</p>

Abstract Background The increase of life expectancy creates critical health needs that developed countries health systems have to deal with. They are also confronted to persistent health inequalities. A common vision of these issues may not be shared by the health care professionals, decision-makers and citizens. In the context of the launch of new public health laws in France, the French School of Public Health (EHESP) decided to offer a MOOC entitled “Public Health and Health System: transition and transformation” (2019). Objectives The MOOC intends to raise awareness and increase understanding of public health challenges. It is designed for a wide audience of professionals, decision-makers and citizens in the French speaking world. The content was designed by a multidisciplinary team of academics from the EHESP (N = 50) and a network of health professionals (N = 21). The 6 modules address major themes of the recent health policies, e.g. social and territorial inequalities in health, health care security, health pathways, innovation or health democracy. Results Over the course of 6 consecutive weeks, almost 7800 people have enrolled in this e-learning. They are provided with short teaching videos (109 capsules of 4-5’) and webinars, have access to a number of supplementary reading material and a variety of self-assessment. Active learning is enhanced via forum involving peers and teaching staff. The full course represents around 20 hours of teaching. So far, completion rate has attained 13% which compares well with usual rate for MOOCs. Participants include a wide range of professionals, students and citizens from 87 different countries (72% from France) and 50% had a master or higher degree. The overall satisfaction rate is 98%. Conclusions This MOOC attracted the attention of a wide and diverse audience regarding the major public health issues. Some public health agencies have expressed interest in implementing the MOOC into their professional development program of their staff. Key messages Health system reforms are constantly implemented to face new public health challenges. A multidisciplinary MOOC can help raise awareness and understanding of the issue being addressed by new policies.

Abstract Understanding how climate science can be useful in decisions about the management of freshwater resources requires knowledge of decision makers, their climate-sensitive decisions, and the context in which the decisions are being made. A mixed-methods study found that people managing freshwater resources in Hawaii are highly educated and experienced in diverse professions, they perceive climate change as posing a worrisome risk, and they would like to be better informed about how to adapt to climate change. Decision makers with higher climate literacy seem to be more comfortable dealing with uncertain information. Those with lower climate literacy seem to be more trusting of climate information from familiar sources. Freshwater managers in Hawaii make a wide range of climate-sensitive decisions. These decisions can be characterized on several key dimensions including purpose (optimization and evaluation), time horizon (short term and long term), level of information uncertainty (known, uncertain, deeply uncertain, and completely unknown), and information type (quantitative and qualitative). The climate information most relevant to decision makers includes vulnerability assessments incorporating long-term projections about temperature, rainfall distribution, storms, sea level rise, and streamflow changes at an island or statewide scale. The main barriers to using available climate information include insufficient staff time to locate the information and the lack of a clear legal mandate to use the information. Overall, the results suggest that an integrated and systematic approach is needed to determine where and when uncertain climate information is useful and how a larger set of organizational and individual variables affect decision making.

Building an urban resilience index results in developing an increasingly popular tool for monitoring progress towards climate-proof cities. This paper develops an urban resilience index in the context of urban China, which helps planners and policy-makers at city level to identify whether urban development is leading to more resilience. The urban resilience index (URI) suggested in this research uses data on 24 indicators distributed over six URI component indices. While no measure of such a complex phenomenon can be perfect, the URI proved to be effective, useful and robust. Our findings show that the URI ensures access to integrated information on urban resilience to climate change. It allows comparisons of cities in a systematic and quantitative way, and enables identification of strong and weak points related to urban resilience. The URI provides tangible measures of not only overall measures of urban resilience to climate change, but also urban resilience components and related indicators. Therefore, it could meet a wide range of policy and research needs. URI is a helpful tool for urban decision-makers and urban planners to quantify goals, measure progress, benchmark performance, and identify priorities for achieving high urban resilience to climate change.

The future direction of China's approach to energy policy making is, of course, difficult to predict. This is due not only to the opaque and fragmented nature of Chinese energy policy decision-making, but also to the fact that energy policy is a new topic for China's leaders and the individuals they rely on for advice to master that impinges on the interests of actors throughout the Chinese bureaucracy. The wide range of participants in the energy policy debate indicates that more diversified views on it probably reach the top leadership. The impact of the multiplicity of opinions is two-fold. It can result in more informed decision-making, but it can also delay the process as decision makers must assess a larger number of competing and sometimes contradictory views.

Wine is a highly differentiated product sold at a wide range of different prices. This article aims to provide a systematic review of the literature written on the determinants of wine prices globally. The article runs a search on the combination of keywords “wine”, “price”, “determinant” in the Web of Science, Scopus, JSTOR, ProQuest, and Science Direct databases. Based on a final set of 46 articles written between 1998 and 2018, results suggest that terroir and quality ratings are the most significant determinants of wine prices, while objective quality and label data also determines wine prices, though to a different extent and with a different sign in some cases. The hedonic pricing method was the most common way of analyzing the relationship between wines prices and their determinants, and results are similar for most regions and varieties. We believe that our results can be useful for researchers, stakeholders, and even for decision-makers in better understanding the factors lying behind wine prices. Mountain ecosystems play an essential role in sustainable mountain development, providing benefits and values to humanity not only for the rich biodiversity they contain, but also because of their important role in climate regulation, water cycle, provisioning of recreation, tourism, cultural or spiritual values. The high biodiversity of the mountain areas allow the provision of a wide range of ecosystem services. However, different impacts to the environment threaten the delivery of these services and, consequently, the quality of life of people, both living in the mountains and outside the mountains. Recognizing, demonstrating and capturing the value of ecosystem services can play an important role in setting policy directions for ecosystem management and conservation and, thus, in increasing the provision of ecosystem services and their contributions to human well-being. Quantifying and mapping of these benefits can also help managers and decision makers to realize the importance of these sites for conservation and to allow the proper understandings of the impacts of mountain forest ecosystems on territorial development and welfare of local populations. The paper aims to outline the relevance and applicability of the ecosystem services approach for the assessment of the condition of mountain ecosystems and the services, they provide, for better understanding by the scientific community and to support decision makers in sustainable management of mountain regions.

Traditional international trade models explain the sources of comparative advantage and show how a country as a whole gains from trade and from terms-of-trade improvement. The traditional models assumed competitive market-determined outcomes with passive or benevolent government. Income-distribution consequences of trade policy were noted. The models did not address the politics of trade policy, the study of which requires two premises consistent with public-choice principles: (1) that political self-interest underlies policy decisions rather than benevolent-government social-welfare objectives, and (2) political decision makers prefer creation of politically assignable rents to non-assignable budgetary revenue or aggregate country-wide gains from free trade or terms-of-trade improvement. These two premises are acknowledged in the first-generation of models of politicized trade policy. A second generation of models includes the first but not the second premise. It is documented that public-choice premises have not always been included in mainstream economic models. The second-generation models devoid of the primacy of rents in trade-policy determination are mainstream for many members of the academic international trade community. The chapter explains how, by not including the political preference for rents over budgetary revenue, the second-generation models are at variance with the actual conduct of trade policy. Public-choice concepts are also used to re-evaluate a wide range of traditional trade-policy conclusions and recommendations. Empirical evidence is reviewed and interpreted.

One major source of controversy related to possible health effects of radiofrequency radiation (RFR) is the large number of reported statistically significant effects of exposure, over the entire RF part of the spectrum and over a wide range of exposure levels, even as health agencies do not find clear evidence for health hazards of exposure at levels within current IEEE and ICNIRP exposure limits. This Perspective considers 31 studies related to genetic damage produced by exposure to RFR at frequencies above 6 GHz, including at millimeter-wave (mm-wave) frequencies. Collectively, the papers report many statistically significant effects related to genetic damage, many at exposure levels below current exposure limits. However, application of five risk of bias (RoB) criteria and other considerations suggest that the studies in many cases are vulnerable to false discovery (nonreplicable results). The authors call for improvements in study design, analysis and reporting in future bioeffects research to provide more reliable information for health agencies and regulatory decision makers. This Perspective is a companion to another Perspective by Mattsson et al. elsewhere in this volume (Mattsson et al., 2021)1.

<p class="Abstract" style="text-align: justify;"><strong>Aim:</strong> The winemaking sector in Portugal is of major socio-economic relevance, significantly contributing to the national exports and sustaining many wine-related activities, including oenotourism. Portuguese viticultural regions present a wide range of edaphoclimatic conditions with remarkable regional specificities, thus contributing to the individuality of their wines. Owing to the strong influence of climate and weather factors on grapevines, climate change may drive significant impacts on Portuguese viticulture.</p><p class="Abstract" style="text-align: justify;"><strong>Methods and results:</strong> Climatic projections for the next decades in Portugal highlight an overall warming and drying trend of the grapevine growing season, potentially resulting in modifications in phenology, growth, development, yields and eventually wine characteristics and typicity. Furthermore, the current viticultural suitability of each region is projected to undergo significant changes, suggesting a reshaping of the optimal conditions for viticulture throughout the country. In order to sustain high quality levels and affordable yield regularity, cost-effective, appropriate and timely adaptation measures must be implemented by the sector.</p><p class="Abstract" style="text-align: justify;"><strong>Conclusion:</strong> The most recent scientific studies covering the potential impacts of climate change on Portuguese viticulture are herein presented.</p><p class="Abstract" style="text-align: justify;"><strong>Significance and impact of the study:</strong> Possible adaptation measures against these threats are also discussed, foreseeing their integration into decision support systems by stakeholders and decision-makers.</p>
