scholarly journals Manifestations, Factors of Actualization and Theoretical Explanations of Academic Inequality

The article deals with the study of academic inequality in the context of globalization. The prerequisites for the appearance of modern forms of inequality in education and science are considered. The aspect of the declarativity of official educational discourse is analyzed. It is reflected in the contradiction between articulated priorities and reality. In addition, it is noted that the official educational discourse is inherent in an apologetic reflection of the topics of rankings, which is displayed in attempts to naturalize them. The heuristic potential of the world-system approach is characterized in the framework of the study of the problems of academic capitalism. An analysis of the key concepts of the concepts of F. Braudel, I. Wallerstein and A. G. Frank is carried out, and a substantiation of their applicability for studying the relations of inequality in the sphere of education is given. The main theoretical concepts of "uneven" development of territories are considered, a comparative analysis of concepts is carried out and the author's scheme based on the synthesis of concepts of the world of system analysis and capital analysis by P. Bourdieu is proposed. The author's definitions of the concepts “academic inequality”, “construction of inequalities” and “academic capitalism” are provided. The role of university rankings in the processes of constructing academic inequality is analyzed. The interrelation of the commodification processes in education and science with globalization processes is grounded. The specific features of constructing academic inequality in modern conditions are revealed. The conclusion about the dual structure of academic inequality is formulated. Further prospects for the development of the topic in the context of studying the transformation of the institute of education are indicated.

The economic and political changes in the world, from the 1970s, changed the political education of the Public Institutions of Higher Education in the world. The direction of these changes was clear: the university approachedthe market and the company and created interaction mechanisms that did not exist. The article therefore reviews the academic literature that interprets the relationship between university and market/company from two perspectives: approaches that positively position of interactions, exposing their motivations, interests and forms of interaction, especially the notions on Knowledge Economy and Entrepreneurial University; approaches that observe this interaction critically and reflectively, exposing the problems of interaction, its negative aspects and the reflection of the true role of the public university from the perspective of Academic Capitalism.

Neo-Marxism world-system analysis was an effective means of the understanding of the postcolonial global order. The concepts of «core», «periphery» and «semi-periphery» reflected the dependent development of states in the global capitalist system. Capitalism structured the global order in the classical Marxist dichotomy of exploiters and exploited which can be represented with various subjects (states, groups of states, territories) and which according to neo-Marxism can’t disappear, because it reflects the essence of global antagonism. However, the realities of global development at the end of the 20th century demanded that neo-Marxism should reconsider the rigid link between the core-peripheral approach and the horizontal vision of the world: globalisation caused massive flows of migrants to highly developed countries and the gradual blurring of the boundaries between the core and periphery. There was the question in neo-Marxism which was about the ability of capitalism to preserve the core-peripheral organisation of the global division of labour. There was the idea that capitalism was able to reproduce core-periphery relations within the core states by including immigrants in the super-exploitation of labour through a covert policy of neo-racism. Such a vertical organisation of the core-peripheral model around the world, which was called dual society in neo-Marxism, would mean the formation of the global semi-periphery. The purpose of the article is to verify the neo-Marxist concept of the global semi-periphery using the example of the role of the migration factor in its formation. The study is based on UN data, as well as studies with a pronounced statistical component. According to the results of the study, it was concluded that the neo-Marxist concept of the global semi-periphery had not been verified by actual empirical material (on the example of the role of the migration factor). The available statistical and analytical data do not allow to totally confirm the neo-Marxist position that the global order under the influence of migration has been transformed and that it works in the conceptual model of a dual society. Globally, migration is not a determining factor in the widespread formation and unification of the dual method of labour exploitation within states. The quantitative data on the flow of migrants, comparative data on salaries in the countries of the core and the degree of concentration of income among certain groups of the population in the countries of the capitalist system state that the world is still largely reproduced in the horizontal core-peripheral model. Thus, there are no empirical grounds for stating the presence of a global dual society under the influence of the migration factor and consequently the presence of a global semi-periphery within the neo-Marxist approach of E. Balibar, I. Wallerstein, M. Hardt and A. Negri.

The aim of the research is to develop the conceptual foundations of the strategy of socio-economic development for mining region (on the example of Kuzbass) under the conditions of the fourth systemic cycle of capitalist accumulation. The relevance of the issue is determined by the need to eliminate the growing lag of Russia behind the world economy leaders, which is impossible without a new vision of the role of resourceproducing regions in the national economic system. Integration of Russia into the capitalist world-system on the basis of the Washington Consensus has formed in it a raw-materials export model in which its natural resources serve the accelerated economic growth of the competing countries. The accumulation of individual capitals dominates the social capital accumulation, which leads to a reduction in Russia's share in world GDP and population. This article presents the conceptual foundations of the Kuzbass development strategy in accordance with the new conditions for the Russian economy performance in the fourth systemic cycle of capitalist accumulation.

Statement of the problem. The twentieth century marked an increased interest in polyphonic music. The geography of polyphonic works for piano expanded significantly and a creative development of many Chinese composers, writing polyphonic piano pieces, took place. Today, polyphonic pieces make up a significant part of the piano repertoire in China, but they are little studied by musicologists and performers. The objective of this study – to reveal the contribution of Chinese composers to the creation of polyphonic piano repertoire of the XX – early XXI century. Analysis of the research and publications on the theme. А large number of modern authors study polyphony from the point of physical and mathematical research methods (Igarashi, Yu. & Ito, Masashi & Ito, Akinori, 2013; Weiwei, Zhang & Zhe, Chen, & Fuliang, Yin, 2016; Li, Xiaoquan et al. others, 2018). This approach does not reveal the factual musical component of polyphonic genres. In the 20th century, musicologists explored polyphony in musical folklore (Wiant, 1936; Fan Zuyin, 2004; Li Hong, 2015) and in professional Chinese composing (Sun Wei-bo, 2006, Winzenburg, 2018). The scientific novelty. This article studies the role of Chinese composers in the development of the world polyphonic piano repertoire of the XX – early XXI century. The methodological basis for the analysis of polyphonic works was the theoretical concepts of P. Hindemith, Peng Cheng, Fang Zuin, Li Hong, Sun Wei-bo. The results of the study. The research outcomes demonstrate the evolutionary development of the genre diversity of Chinese piano polyphony as well as those composers who created magnificent musical pieces. Conclusions. Chinese composers have fully mastered the art of modern counterpoint, represented by the genres of polyphonic program pieces (He Lu Ting), invention (Xiao Shu Xian, Du Qian, Sun Yun Yin, Chen Chen Quang), polyphonic suite (Ma Gui), large polyphonic cycle ( He Shao, Chen Hua Do, Xiao Shu Xian), fugue (Li Jun Yong, Yu Su Yan, Chen Gang, Tian Lei Lei, Duan Ping Tai, Zheng Zhong, Xiao Shu Xian) and small cycle “Prelude and Fugue” (Ding Shan Te, Chen Zhi Ming, Wang Li Shan). Creatively assimilating and rethinking the experience of Western polyphonists, Chinese composers have filled their polyphonic works with national features, firmly linking them with the origins of Chinese traditional and folk music. The polyphonic way of transmitting musical material becomes the most expressive at the moments of profound creativity and musical dramatization.

An example of application technology in university is developing an information system so that it can support performance and facilitate the information flow. Institute of Technology and Business (ITB) STIKOM Bali is a technology-based university that has an information system, one of which is the Lecturer Information System (SID) considering the role of Lecturers as the main actors in the world of university. SID was developed to facilitate and streamline the work of lecturers. The implementation of SID should be usefull to institutions so that the resources spent on building this system are not wasted. However, until now there has never been an evaluation of the usability of SID, causing the relevant stakeholders not to know the usefulness of the system and not knowing the improvements that need to be made to the SID system. Based on these problems, an evaluation of the SID ITB STIKOM Bali usability was carried out using the Sirius framework and the Moscow technique. The results of the research are the global usability value for SID based on ten aspects of the Sirius framework usability and recommendations for improving the SID STIKOM Bali system based on the Moscow Technique ranking. This research is expected to be a reference material for stakeholders in determining policies related to improving the SID system at ITB STIKOM Bali. The research method used in this research is literature study and observation, SID system analysis, distribustion and processing questionnaire data, data analysis and drawing conclusions

Purpose. This article proposes to reflect on how universities are committed to gender equality. Methodology. After a theoretical reflection that introduces the current reality of universities and the framework of academic capitalism that surrounds them, I investigate the global university rankings (GURs), specifically The High Education (THE) World University Rankings. Results and Discussion. The analysis of the rankings shows us the need to rethink how, in the current reality of university practices imposed by academic capitalism, we can carry out the university equality policies that laws and regulations impose on academia. Conclusion. As a conclusion and contribution, I point out the urgency of a new conception, which puts the commitments of sustainable development and the 2030 Agenda at the center and adjusts the standards and methodologies to these objectives, and not vice versa, the objectives to the methodologies.

This paper furthers the discussion that intersects the works of Paulo Freire and Nicolas Roubakine, within the sphere of the epistemology of Information Science, on the role of reading as a tool for acquiring knowledge and developing critical awareness. The theoretical concepts employed in this research are founded on Roubakine's approach to reading, who saw it as a means to socialize knowledge among socially oppressed groups, and complemented by the perception that reading involves reading the world itself. Ultimately, the knowledge acquired through these reading experiences could be used to increase readers' awareness of their environments and create opportunities to resist and oppose the inequalities that are perpetuated in current information regimes.
